Motion to adopt a resolution ordering and calling special elections to be held in (i) Fire Protection District Number 9 of the Parish of Rapides, State of Louisiana, (ii) Service Area No. 1 of Fire Protection District No. 11 of the Parish of Rapides, State of Louisiana, (iii) Road District Number 7A of Rapides, State of Louisiana and (v) Road District Number 36 A of Rapides Parish, State of Louisiana, to authorize the renewal or rededication of special taxes therein; making application to the State Bond Commission and providing for other matters in connection therewith.   2. Motion to grant approval for Lynwood Acres Rental Property Development, located on Stovall Road, contingent upon receiving the Corp of Engineers Wetland Delineation as recommended by Rapides Area Planning Commission. (Public Works 05/01)

  1. Motion to amend previous motion of April 10, 2023, to hire two (2) temporary part -time teachers, and instead, motion for the Workforce Operations Department to hire one (1) temporary part -time teacher, up to 32 hours per week, beginning April 12, 2023 until August 30, 2023, to facilitate the Summer Youth Employment Program, $25 hourly, to be paid out of WIOA funds. This instructor will also facilitate the academic component required by the Program. ( Workforce & Grants 05/01)
  2. Motion to approve the submittal of the Revised LWDA 61 Combined Regional Plan Modification, for the years 2020-2024, to the Louisiana Workforce Commission (LWC) as required under the Workforce Innovation and Opportunity Act (WIOA). ( Workforce & Grants 05/01)
  3. Motion to amend previous motion of April 10, 2023, to hire one (1) full time Service Navigator and one (1) part time Service Navigator at an hourly rate of $21.22 per hour, instead, motion to hire one (1) full time Service Navigator at an hourly rate of $20.00 per hour and hire (1) one part-time Service Navigator Clerk at an hourly rate of $13.75 per hour, part time position not to exceed 20 hours per week. M otion to award the Elevator Modernization at the Rapides Courthouse to Otis Elevator Company at a cost of $695,880.00, and to authorize the Parish President to execute contracts, task orders, and change orders , as recommended by Pan American Engineers, LLC.   5. Motion to designate and name the Secretary/Treasurer as the Records Management Officer Liaison, to act as liaison between the Division of Archives, Records Management and History and the Rapides Parish Police Jury, for the period of July 1, 2023 and ending June 30, 2024.   6. Motion to appoint Mr. Jason DeWitt for a four (4) year term, to the 911 Communications District Board, representing Parish & State Government, to fill the unexpired term of the late Jack DeWitt. Motion to amend the minimum qualifications for temporary seasonal employees for the Public Works Department to: Applicants must have a valid State of Louisiana Identification Card or valid State of Louisiana Driver’s License. Must be able to operate a tractor. Must be prompt and dependable. Offer of employment contingent upon passing a preemployment drug screen and physical. If an applicant possesses a State of Louisiana Identification Card, the applicant will be restricted from driving parish vehicles or equipment that requires possession of a valid driver’s license.   1. Motion to grant approval of Southern Moon RV Park, located at the 1780 Highway 121, Hineston, pending Corp of Engineers wetland delineation, as recommended by the Rapides Area Planning Commission, and approved by the Legal Counsel and authorize signing of the plat. (Mr. Johnson)
  2. Motion to authorize the Purchasing Agent to receive quotes and award to the lowest bidder for asphalt overlay to various roads in Police Jury District C. Funds for the project to be allocated by the corresponding Road District. Cost not to exceed $225,000.00. (Mr. Smith)
  3. Motion to declare the tankcar culvert purchased from Calvary Industries as surplus due to the tankcar not being suitable for public use as recommended by Pan American Engineers. (Mr. Bishop)
  4. Motion to accept the donation of a one hundred-fifty (150) gallon tank to be converted into a barbeque pit at Cotile Lake Recreation Park pending legal counsel approval. (Mr. Wilder)
  5. Motion to appoint Mr. Dwayne Dubroc to the Rapides Parish Finance Authority, representing District E to fill the unexpired term of the late Jack Dewitt. Term will expire October 9, 2026. (Mr. Wilder)
  6. Motion to adopt a resolution reappointing Mr. Matt Johns to the Louisiana Watershed Initiative Regional Steering Committee #2 and authorize the President to sign all necessary documents. (Mr. Bishop)
