Motion to amend previous motion of April 10, 2023, to hire two (2) temporary part -time teachers, and instead, motion for the Workforce Operations Department to hire one (1) temporary part -time teacher, up to 32 hours per week, beginning April 12, 2023 until August 30, 2023, to facilitate the Summer Youth Employment Program, $25 hourly, to be paid out of WIOA funds. This instructor will also facilitate the academic component required by the Program. ( Workforce & Grants 05/01)

Motion to amend the minimum qualifications for temporary seasonal employees for the Public Works Department to: Applicants must have a valid State of Louisiana Identification Card or valid State of Louisiana Driver’s License. Must be able to operate a tractor. Must be prompt and dependable. Offer of employment contingent upon passing a preemployment drug screen and physical. If an applicant possesses a State of Louisiana Identification Card, the applicant will be restricted from driving parish vehicles or equipment that requires possession of a valid driver’s license. The Police Jury of the Parish of Rapides, State of Louisiana, met i n Regular Session at its regular meeting place, the Police Jury Room of the Parish Courthouse, 701 Murray Street, Alexandria, Louisiana, on Monday, May 8, 2023, at three (3:00) o'clock p.m. (Central Standard Time).

The Pledge of Allegiance was led by Mr. Bubba Moreau.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly con vened as the governing authority of said Parish by Hon. Joe Bishop, Presid ent, who welcomed all present and then stated that the Police Jury was read y for the first item of business.

President Joe Bishop asked if there were any public comments on any agenda items, to which there was no response.

On motion by Mr. Joe Bishop, seconded by Mr. Ollie Overton, the following Memoriam was presented to the family of the late Mr. Jack B. Dewitt for his years of dedicated service to Rapides Parish:

IN MEMORIAM

WHEREAS, Mr. Jack Bennett DeWitt, Sr. was called by his Creator on Monday, April 10, 2023; and

WHEREAS, Mr. DeWitt was a native and lifetime resident of Boyce, Louisiana and graduate of Boyce High School where he played basketball and ran track; and

WHEREAS, Mr. DeWitt was preceded in death by his loving wife of fifty eight

• (58) years, Mary Kathryn Thornton DeWitt and, leaves behind two (2) sons, six (6) grandchildren, four (4) great-grandchildren, and one sister; and

WHEREAS, Mr. DeWitt started his work career in 1966 at the Rapides Parish Police Jury as a Road Maintenance Foreman for Ward 7 until 1970 when Ward 7 and Ward 5 was combined to form District E; and

position for Rapides Parish where he served twelve (12) years in that position; and WHEREAS, Mr. DeWitt was elected President of the Louisiana Parish Engineers and Superintendents Association while serving Rapides Parish; and

WHEREAS, Mr. DeWitt in 1984 was promoted to be the Purchasing Agent when the Rapides Parish Police Jury created the Purchasing Department and a year later was promoted to Parish Administrator; and

WHEREAS, Mr. DeWitt also served on the England Authority Board as the first Secretary/Treasurer for four (4) years, 911 Communications District Board from the creation in 1973 until death, Rapides Finance Authority Board from 1983 until death, Rapides Area Planning Commission Board and other organizations; and WHEREAS, Mr. DeWitt was elected Mayor of Boyce in 2010 and served for four

• (4) years; and

WHEREAS, the Rapides Parish Police Jury does hereby recognize Mr. Jack Bennett DeWitt, Sr. for his dedication and hard work in serving the citizens of Rapides Parish; and

NOW, THEREFORE, BE IT RESOLVED, that the Rapides Parish Police Jury does hereby order that this formal expression of honor for the late Mr. Jack Bennett DeWitt and sympathy for his family be spread upon the minutes of this meeting.

SECTION 1. Election Call. Shall Fire Protection District Number 9 of the Parish of Rapides, St ate of Louisiana (the “District”), continue to levy and collect a ta x of 24.02 mills on all property subject to taxation in the District (an estimated $1 53,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2026 and ending with the year 2035, for the purpose of acquiring, constructing, improving, maintaini ng and operating fire protection and emergency medical service facilities, vehicles a nd equipment, including both movable and immovable property, that are to be used to provide fire protection and medical services in the District?

SERVICE AREA NO. 1 OF FIRE PROTECTION DISTRICT NO. 11 PROPOSITION (MILLAGE RENEWAL)

Shall Service Area No. 1 of Fire Protection District No. 11 of th e Parish of Rapides, State of Louisiana (the “District”), continue to levy an d collect a special tax of 53.72 mills on all property subject to taxation in the District (an estimated $181,800 reasonably expected at this time to be collected from th e levy of the tax for an entire year), for a period of 10 years, beginning with the ye ar 2025 and ending with the year 2034, for the purpose of constructing, opera ting and maintaining fire protection facilities and paying the costs of ob taining water for fire protection purposes?

ROAD DISTRICT NUMBER 7A

PROPOSITION (MILLAGE EXTENSION & REDEDICATION)

Shall Road District Number 7A of Rapides Parish, State of Louis iana (the “District”), continue to levy a special tax of 5.56 mills (the “T ax”) on all the property subject to taxation in the District (an estimated $8 49,500 reasonably expected at this time to be collected from the levy of the Tax for an entire year), for an additional 10 years through the year 2035, and shall the proceeds of the Tax heretofore and hereafter collected be rededicated for the purpose of constructing, improving, maintaining and keeping in repair the public roads , highways, bridges and related drainage facilities within the District, includin g related ditching and drainage and equipment?

ROAD DISTRICT NO. 10A

PROPOSITION (MILLAGE EXTENSION & REDEDICATION)

Shall Road District No. 10A of the Parish of Rapides, State of Louisiana (the “District"), continue to levy a special tax of 10.04 mills (the “Tax”) on all the property subject to taxation in the District (an estimated $ 1,496,000 reasonably expected at this time to be collected from the levy of the Tax for an entire year), for an additional 10 years through the year 2035, and shall the proceeds of the Tax heretofore and hereafter collected be rededicated for the purpose of constructing, improving, maintaining and keeping in repair the public roads , highways, bridges and related drainage facilities within the District, includin g related ditching and drainage and equipment?

ROAD DISTRICT NUMBER 36

PROPOSITION (MILLAGE EXTENSION & REDEDICATION)

Shall Road District Number 36 of Rapides Parish, State of Louisia na (the “District”), continue to levy a special tax of 10.77 mills (the “T ax”) on all the property subject to taxation in the District (an estimated $ 1,183,600 reasonably expected at this time to be collected from the levy of the Ta x for an entire year), for an additional 10 years through the year 2035, and shall the proceeds of the Tax heretofore and hereafter collected be rededicated for the purpose of constructing, improving, maintaining and keeping in repair the public roads , highways, bridges and related drainage facilities within the District, including related illumination, ditching and drainage, and equipment?

SECTION 2. Publication of Notice of Elections. A Notice of Spe cial Elections shall be published in the official journal of the Districts once a week for four consecutive weeks, with the first publication to be made no t less than fortyfive (45) days nor more than ninety (90) days prior to the dat e of the elections, which Notice shall be substantially in the form attached hereto as "Exhibit A" and incorporated herein by reference the same as if it were set forth herein in full.

Notwithstanding the foregoing, prior to the publication o f the Notice of Elections, the President is authorized and directed to make any amen dments to the foregoing propositions that may be required to comply with any state or federal regulatory agencies.

SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting place, the Police Jury Room of the Rapides Parish Cour thouse, 2nd Floor, 701 Murray Street, Alexandria, Louisiana on MONDAY, NOVEMBER 13, 2023, at THREE O'CLOCK (3:00) P.M. , and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special elections.

SECTION 4. Polling Places. The polling places for the precincts set forth in the aforesaid Notice of Special Elections are hereby design ated as the polling places at which to hold the said elections, and the Comm issioners-inCharge and Commissioners, respectively, will be the same persons a s those designated in accordance with law.

SECTION 5. Election Commissioners; Voting Machines. The officers designated to serve as Commissioners-in-Charge and Commissioners pursuant to Section 4 hereof, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, shall hold the said special elections as herein provided, and shall make due returns of said elections for the meeting of the Governing Authority to be held as provided in Section 3 hereof. All registered

voters in the Districts will be entitled to vote at the special elections, and voting machines shall be used.

SECTION 6. Authorization of Officers. THEREFORE, BE IT ORDAINED by the Rapides Parish Police Jury in Regular Session convened on this 8th day of May, 2023, that Section 18-4.2 (e) of the Rapides Parish Code of Ordinances is hereby amended and reenacted to include a 35 mph speed limit on Booner Miller Road, excluding the “Church Zone” portion between 143 and 175 Booner Miller Road, which is set at 25 mph, as follows:

Chapter 18. MOTOR VEHICLES AND TRAFFIC

Section 18-4.2. Speed limits designated on certain streets:

• (e) Thirty-five miles per hour. It shall be unlawful for any person to drive or operate a vehicle upon the following parish roads in Rapides Parish in excess of REGULAR MEETING MAY 8, 2023

thirty-five (35) miles per hour. ... Booner Miller Road, excluding the “Church Zone” portion between 143 and 175 Booner Miller Road, which is set at 25 mph ... (l). Whoever violates the provisions of this section shall be punished by a fine not to exceed one hundred dollars ($100.00) or imprisoned in the Rapides Parish Jail for a period not to exceed thirty (30) days, or both.

BE IT FURTHER ORDAINED that this ordinance is to be effective immediately.

BE IT FURTHER ORDAINED in all other respects Section 18-4.2 of the Rapides Parish Code of Ordinances shall remain unchanged.

BE IT FURTHER ORDAINED that the Parish Highway Department is hereby authorized to erect speed limit and "Church Zone" street signs.

RESOLUTION OF CONTRACT ACCEPTANCE

BY THE

WHEREAS, Hendrick Construction, Inc., the Contractor for the Peart Roa d Culvert Replacement, has “Substantially Completed” the work under the Contract as recommended by the Engineer. NOW THEREFORE BE IT RESOLVED that the Contract of Peart Road Culv ert Replacement, the Contractor, for said work, is hereby accepted as “Substanti ally Complete” with the understanding that the fin al payment will be made upon satisfactory completion of any Punch List items and presentat ion of the Clear Lien Certificate as required by law; and,

It is HEREBY FURTHER RESOLVED, that the signing and filing w ith the Clerk of Court of this Resolution of Contract Acceptance by the Presiden t is hereby authorized; and,

It is HEREBY FURTHER RESOLVED, that the President is authorize d to sign a Final Recap Change Order adjusting the final contract quantities and time period as necessary.

On motion by Mr. Craig Smith, seconded by Mr. Jay Scott, to authorize t he Rapides Parish Police Jury to enter into an agreement with Steve Jenkins Construction, LLC for concrete pavement and cross drain repairs on Shady Crest REGULAR MEETING MAY 8, 2023

Lane at a cost of $45,000, to be paid from Road District 2B-2, District C funds, and authorize the Parish President to sign the necessary documents as recommended by Parish Engineer, Pan American Engineers, LLC. On vote the motion carried.

On motion by Mr. Sean McGlothlin, seconded by Mr. Jay Scott, to Discuss the temporary relocation of Public Records storage per the Police Jury’s Emergency Declaration. Discussion ensued.

Mr. Greg Jones, Legal Counsel, stated at the April 10, 2023 the Jury voted unanimously to declare an Emergency due to the deplorable conditions of the building located at 1546 Jackson Street. Mr. Jones asked for the Jurors to review the comparison spreadsheet and welcomed any comments or questions. Mr. Ollie Overton stated each agency needed to be involved when we were ready to move the files.

On motion by Mr. Sean McGlothlin, seconded by Mr. David Johnson to enter into a lease agreement with Kinetix Technology Center, LLC, building located at 400 Murray Street, to be used for storage of all files that are currently stored at 1546 Jackson Street, pursuant to Emergency Declaration by the Jury on April 10, 2023 and authorize the President to sign all necessary documents. On vote the motion carried.
