PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON June 13, 2023. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, June 13, 2023 at 5:20 P.M. Those present were the Honorable REDDEX Washington, Chuck Fowler, Cynthia Perry, Gary Johnson, Jim Villard and Lizzie Felter. Lee Rubin was absent. Also present were Mayor Roy, Kay Michiels, City Attorney Jonathon Goins and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable REDDEX Washington, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Jonathan Goins and the Pledge of Allegiance was led by Gary Johnson. APPROVAL OF MINUTES On a motion of Mr. Villard and seconded by Mr. Fowler the minutes taken from a regular Council Meeting held on May 30, 2023 were unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Ms. Felter seconded the motion. It was unanimously carried by the Council. Upon request from the Administration and a motion of Mr. Johnson and seconded by Mr. Villard, the following item was delayed for two weeks: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR HARDWARE AND CONDUCTOR FOR STERKX TO WILLOW GLEN 138 KV RECONDUCTOR AND OTHER MATTERS WITH RESPECT THERETO.
Bids were received for MacArthur Drive roadway lighting improvements phase 5. Name of Bidders Gresco Utility Supply Techline, Inc. Lombardi Electric Sequel Electrical Supply Balthazar Electriks
The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Ms. Felter to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MACARTHUR DRIVE ROADWAY LIGHTING IMPROVEMENTS PHASE 5 AND OTHER MATTERS WITH RESPECT THERETO.
Bids were received for spun prestressed wood pole equivalent concrete poles. Name of Bidders Meyer Utility Technology International
The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Ms. Felter to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID FOR SPUN PRESTRESSED WOOD POLE EQUIVALENT CONCRETE POLES AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Ms. Felter the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH TRANSFORMATION JANITORIAL SERVICE FOR ATRANS BUS TERMINAL AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Ms. Felter the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSALS RECEIVED FOR ELECTRIC TRANSMISSION AND DISTRIBUTION EMERGENCY SERVICES AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Ms. Felter the following ordinance was introduced to wit: AN ORDINANCE AMENDING THE 2023/2024 OPERATING BUDGET FOR POSITIONS IN HUMAN RESOURCES AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Ms. Felter the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO ANNUAL SERVICES AGREEMENTS WITH HEATING VENTILATION AND AIR CONDITIONING SERVICE COMPANIES AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Ms. Felter the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO ANNUAL SERVICES AGREEMENTS WITH LICENSED ELECTRICIAN SERVICE COMPANIES AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Ms. Felter the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE OPERATIONS AND MANAGEMENT AGREEMENT FOR COUGHLIN-SAUNDERS PERFORMING ARTS CENTER WITH THE ARTS COUNCIL OF CENTRAL LOUISIANA AT THE CURRENT TERMS AND CONDITIONS OF THE AGREEMENT ENTERED INTO BY ORDINANCE 164-2019 UNTIL A NEW AGREEMENT IS ENTERED INTO AND OTHER MATTERS WITH RESPECT THERETO.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.
RESOLUTION NO. 0419-2023
RESOLUTION SETTING A PUBLIC HEARING FOR COST TO BE HELD ON JULY 11, 2023 FOR AUTHORITY TO FILE LIENS ON 25 STRUCTURES. The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Villard, Felter, Washington, Fowler, Perry, Johnson.
NAYS: None.
ABSENT: Rubin.
This resolution was thereupon declared adopted on this the 13th day of June, 2023.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Johnson.
RESOLUTION NO. 0420-2023
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR D. G. HUNTER UNITS 5-11 MAJOR MAINTENANCE EQUIPMENT, PARTS AND SUPPLIES. The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington.
NAYS: None.
ABSENT: Rubin.
This resolution was thereupon declared adopted on this the 13th day of June, 2023.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.
RESOLUTION NO. 0421-2023
RESOLUTION TO CONFIRM THE APPOINTMENT OF LARRY R. TURNER TO SERVE AS A COMMISSIONER ON THE CENTRAL LOUISIANA REGIONAL PORT BOARD.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington.
NAYS: None.
ABSENT: Rubin.
This resolution was thereupon declared adopted on this the 13th day of June, 2023.

RESOLUTION NO. 0422-2023

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR KISATCHIE GROUND STORAGE AERATION PROJECT.

Upon request from the Administration and a motion of Mr. Villard and seconded by Mr. Fowler, the following item was delayed for two weeks:
RESOLUTION ACCEPTING THE CONSTRUCTION OF THE IMPROVEMENTS FOR THE CIP-MPO NORTH 16TH STREET BRIDGE REPLACEMENT (H.014167). Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.
RESOLUTION NO. 0424-2023
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR CONTRACT A ROADSIDE OPEN DITCH ENCLOSURE AND STORM WORKS MAINTENANCE 2023-2024.
The President called for any discussion, a vote was called for and resulted as follows:

The following item failed for lack of a motion:
AN ORDINANCE TO AMEND THE CITY OF ALEXANDRIA CRIMINAL CODE, CHAPTER 15 OF THE CODE OF ORDINANCES, ARTICLE VII., OFFENSES AFFECTING THE PUBLIC GENERALLY, BY ADDING SECTION 15-129 TO PROVIDE FOR RESPONSIBILITIES OF OWNERS OF FIREARMS WITH RESPECT TO MINORS AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.
