The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Sean McGlothlin, President, who welcomed all present and then called the meeting to order at 2:00 p.m.

There were present : Sean McGlothlin, President, Daniel Lonsberry, Craig Smith, Ernest Nelson, Danny Bordelon, Oliver “Ollie” Overton, Jr., P arrish Giles and Jay Scott.

Absent were Police Jurors: Davron “Bubba” Moreau

Also present were : M s. Theresa Pacholik , Secretary/Treasurer; Mr. Gregory L. Jones, Legal Counsel; Ms. Sarah Vidrine, Ms. Devon Davis, Ms. Angie Branton, Ms. Sharon Neal, Mr. Shane Trapp, Ms. Marla West, Ms. Debra Wess, Rev. Randy Harris, Mr. Tom David, Mr. Rhett Desselle, Mr. Rick Reno, Mayor Derrick Johnson, Mr. Paul Fuselier and Ms. Melissa Gregory.

The invocation was given by Mr. Ollie Overton.

The Pledge of Allegiance was led by Mr. Parrish Giles.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Sean McGlothlin, President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.

The President asked if there was any public comment on any agenda item, to which there was no response.

On motion by Mr. Ollie Overton, seconded by Mr. Craig Smith to extend contract for existing ambulance services contract pending receipt of new Request for Proposals by the Parish. Discussion ensued.

On amended m otion by Mr. Ollie Overton, seconded by Mr. Daniel Lonsberry to extend contract the existing ambulance services contract for ninety (90) days pending receipt of new Request for Proposals by the Parish. Contract extension will expire March 31, 2025. On vote the amended motion carried.

Mr. Rick Reno updated the Jury on the licensing naming proposal for the Rapides Parish Coliseum. Discussion ensued.

On motion by Mr. Craig Smith, seconded by Mr. Jay Scott to authorize ASM Global to enter into a five (5) year contract with Laborde Earles for naming rights of the Rapides Parish Coliseum and authorize the Parish President to sign all necessary documents. The funding received will be reinvested for necessary purchases for the Coliseum. On vote the motion carried.

Mr. McGlothlin presented information to authorize a digital billboard to be installed on the property of the Rapides Parish Coliseum and Exhibition Hall/Events Center. Discussion ensued.

On motion by Mr. Craig Smith, seconded by Mr. Jay Scott to authorize Light it Up to install a digital billboard on the property of the Rapides Parish Coliseum and Exhibition Hall/Events Center and authorize the Parish President to sign all necessary documents. On vote the motion carried.

On motion by Mr. Ollie Overton, seconded by Mr. Ernest Nelson to authorize the purchase of a used 2014 Freightliner Stake Truck, for the amount of $25,900.00, to be paid from General Fund and assigned to the Rapides Parish Coliseum. On vote the motion carried.
