Emergency ordinance to address and declare a public emergency for replacement of fire pump, jockey pump and controller at the Randolph Riverfront Center for the fire suppression system and to authorize the mayor to enter into any necessary contract or contracts with Andersen Fire Protection of Alexandria, Inc. for cost of labor and material and such other contracts reasonable and necessary for the replacement and maintenance of the fire pump, jockey pump, controller and other necessary components for the fire suppression system required at the Randolph Riverfront Center and otherwise to provide with respect thereto.

EXECUTIVE SESSION

On a motion of Mr. Fowler and seconded by Ms. Felter the Council unanimously entered executive session at 5:05 p.m. on the following:

TO CONSIDER A REPORT AND RECOMMENDATION OF THE CITY ATTORNEY TO AUTHORIZE THE CITY ATTORNEY TO SETTLE AND COMPROMISE THE MATTER “ANDRE B MILTON V. CITY OF ALEXANDRIA, ET AL.” (9TH JUDICIAL DISTRICT COURT CIVIL SUIT NO. 269,713 A) AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Johnson the Council unanimously exited the executive session at 5:12 p.m.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees.

Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Johnson seconded the motion. It was unanimously carried by the Council. Bids were received for single phase polemount transformers. Name of Bidders Central Maloney, Inc. Gresco Pulse Mac Solutions, LLC Mississippi-Tennessee Transformers, Inc. Wesco Distributers

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SINGLE PHASE POLEMOUNT TRANSFORMERS AND OTHER MATTERS WITH RESPECT THERETO.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR THREE PHASE PADMOUNT TRANSFORMERS AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for spun prestressed wood pole equivalent concrete poles. Name of Bidders StressCrete

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SPUN PRESTRESSED WOOD POLE EQUIVALENT CONCRETE POLES AND OTHER MATTERS WITH RESPECT THERETO.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SINGLE PHASE PADMOUNT TRANSFORMERS AND OTHER MATTERS WITH RESPECT THERETO. Bids were received for wastewater treatment plant roadway lighting phase 2. Name of Bidders Central Electric Company of Alexandria, Inc. EMS Electric of Monroe, Inc. Ready Power, LLC. Southern Underground of Louisiana

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WASTEWATER TREATMENT PLANT ROADWAY LIGHTING PHASE 2 AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTION NO. 0564-2024

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR ARMORED SWAT VEHICLE FOR THE POLICE DEPARTMENT. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Villard, Felter, Perry, Johnson.

NAYS: None.

This resolution was thereupon declared adopted on this the 25th day of June, 2024. PUBIC HEARING On a motion of Mr. Fowler and seconded by Ms. Felter the public hearing was opened at 5:18 p.m.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Felter.

RESOLUTION NO. 0565-2024

On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE TO ACCEPT THE RECOMMENDATION OF THE CITY ATTORNEY TO AUTHORIZE THE CITY ATTORNEY TO SETTLE AND COMPROMISE THE MATTER “ANDRE B.
