COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON NOVEMBER 14, 2023. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, November 14, 2023 at 5:00 P.M. Those present were the Honorable Lee Rubin, Chuck Fowler, Cynthia Perry, Jim Villard and Lizzie Felter. Gary Johnson and REDDEX Washington was absent. Also present were City Attorney Jonathan Goins and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Lee Rubin, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Ms. Felter and the Pledge of Allegiance was led by Ms. Jones. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Rubin the minutes taken from a regular Council Meeting held on October 31, 2023 were unanimously approved by the Council.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees.

Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. Upon request from the Administration, and a motion of Mr. Fowler and seconded by Mr. Villard the following item was removed from the agenda: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR BINOCULAR OPTIC DEVICE FOR THE POLICE DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WITH LOTT OIL COMPANY FOR PETROLEUM PRODUCTS AND CHEMICAL ADDITIVES FOR WARTSILA ENGINES AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH KONE INCORPORATED FOR MAINTENANCE ON THE ELEVATOR LOCATED AT THE ALEXANDRIA LIBRARY AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR THE PURCHASE OF CROSS-STATE AIR POLLUTION (CSAPR) NOX OZONE SEASON 2 GROUP ALLOWANCES AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A LEASE AGREEMENT WITH YAMAHA FOR GOLF CARS AT LINKS ON THE BAYOU AND OTHER MATTERS WITH RESPECT THERETO.

Mr. Johnson entered the meeting at 5:05 p.m. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT A DONATION FROM RAPIDES HEALTHCARE SYSTEM, LLC FOR A SMALL PARCEL OF PROPERTY LOCATED ADJACENT TO THE HOLOCAUST MEMORIAL LOCATED BETWEEN FOURTH STREET AND SECOND STREET AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVED FROM PAN AMERICAN ENGINEERS, LLC FOR ROOF AND SOFFIT REPAIR AT THE CITY OF ALEXANDRIA CONSOLIDATED COMPOUND AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTION ACCEPTING THE CONSTRUCTION IMPROVEMENTS FOR THE CIP-TEP MASONIC DRIVE STREETSCAPES, PHASE 2 (H.000574). The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Rubin.

NAYS: None.

ABSENT: Washington.

This resolution was thereupon declared adopted on this the 14th day of November, 2023.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard. RESOLUTION NO. 0478-2023

RESOLUTION CONFIRMING THE APPOINTMENT OF CHRIS FONVILLE TO SERVE ON THE ALEXANDRIA MUNICIPAL FIRE AND POLICE CIVIL SERVICE BOARD AS THE REPRESENTATIVE FOR THE POLICE DEPARTMENT. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Rubin.

NAYS: None.

ABSENT: Washington.

This resolution was thereupon declared adopted on this the 14th day of November, 2023.

ORDINANCES FOR FINAL ADOPTION

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Ms. Felter. ORDINANCE NO. 165-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR TREATED WOOD POLES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

Upon request from the Administration and a motion of Mr. Fowler and seconded by Mr. Villard all bids were rejected from the following item and it was removed from the agenda.
