PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MAY 2, 2023. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, April 18, 2023 at 5:00 P.M. Those present were the Honorable Lee Rubin, Cynthia Perry, Gary Johnson, Jim Villard and REDDEX Washington. Chuck Fowler and Lizzie Felter were absent. Also present were Kay Michiels, Michael Caffery, City Attorney Jonathon Goins and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Lee Rubin, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Villard and the Pledge of Allegiance was led by Mr. Johnson. APPROVAL OF MINUTES On a motion of Mr. Villard and seconded by Mr. Johnson the minutes taken from a regular Council Meeting held on April 18, 2023 were unanimously approved by the Council.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees.

Mr. Villard moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Johnson seconded the motion. It was unanimously carried by the Council. Bids were received for fire hydrants and related accessories. Name of Bidders Coburn Supply Lafayette Winwater Works The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Villard and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR FIRE HYDRANTS AND RELATED ACCESSORIES AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for clamps and couplings. Name of Bidders Coburn Supply Lafayette Winwater Works

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Villard and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CLAMPS AND COUPLINGS AND OTHER MATTERS WITH RESPECT THERETO.

Upon request from the Administration, and a motion of Mr. Villard and seconded by Mr. Johnson the following item was delayed for two weeks: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MILL STREET DITCH CLEANING AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for refurbished single-phase pole mount transformers. Name of Bidders No bids were received.

The Administration requested re-advertisement. Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Johnson.

RESOLUTION NO. 0401-2023

RESOLUTION AUTHORIZING RE-ADVERTISEMENT FOR REFURBISHED SINGLE PHASE POLE MOUNT TRANSFORMERS. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Washington, Rubin, Perry, Johnson.

NAYS: None.

ABSENT: Felter, Fowler.

This resolution was thereupon declared adopted on this the 2nd day of May, 2023.

Bids were received for refurbished single phase padmount transformers. Name of Bidders GRESCO Emerald Transformers

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Villard and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR REFURBISHED SINGLE PHASE PADMOUNT TRANSFORMERS AND OTHER MATTERS WITH RESPECT THERETO.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Villard and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR NEW THREE PHASE PADMOUNT TRANSFORMERS AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for new single phase padmount transformers. Name of Bidders Emerald Transformers

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Villard and seconded by Mr. Johnson to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR NEW SINGLE PHASE PADMOUNT TRANSFORMERS AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTION NO. 0402-2023

RESOLUTION AUTHORIZING RE-ADVERTISEMENT FOR HARDWARE AND CONDUCTOR FOR STERKX TO WILLOW GLEN 138 KV TRANSMISSION RECONDUCTOR.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Washington, Rubin, Perry, Johnson.

NAYS: None.

ABSENT: Felter, Fowler.

This resolution was thereupon declared adopted on this the 2nd day of May, 2023.

On a motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO SIGN AN INTERGOVERNMENTAL AGREEMENT WITH THE ALEXANDRIA CITY MARSHAL RELATIVE TO EXPENDITURE OF FUNDS FOR MOTOR VEHICLE FUEL AND OIL; REPAIRS AND MAINTENANCE AND MOTOR VEHICLE LIABILITY INSURANCE AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Villard and seconded by Mr. Johnson the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO PROMOTE THE CITY OF ALEXANDRIA AS A CO-SPONSOR OF THE CENTRAL LOUISIANA 2023 JUNETEENTH CELEBRATION AND OTHER MATTERS WITH RESPECT THERETO.

This ordinance was thereupon declared adopted on this the 2nd day of May, 2023.

Mr. Johnson questioned the Administration on what sources the City used to distribute information. He requested that this topic be discussed at the next Council meeting.
