The Police Jury of the Parish of Rapides, State of Louisiana, met in Regular Session at its regular meeting place, the Police Jury Room of Monday, November 14, 2022, at three (3:00) o'clock p.m. (Central Standard Time).
There were present: Oliver “Ollie” Overton, Jr., Vice President, and Police Jurors: Joe Bishop, Davron “Bubba” Moreau, Theodore Fountaine, III, Rusty Wilder, Sean McGlothlin, David Johnson, and Jay Scott.
Absent: Mr. Craig Smith, President
Also present were Theresa Pacholik, Secretary/Treasurer; David Humphries, Assistant Sales and Use Tax Administrator; Cory Ashmore, Public Works Director; Linda Sanders, Civil Service Director; Sharon Neal, Interim OEWD Executive Director; Greg Jones, Legal Counsel; Chief Joseph Glorioso, and Chief David Corley.
The invocation was given by Mr. David Johnson.
The Pledge of Allegiance was led by Mr. Theodore Fountaine, III.
The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Oliver “Ollie” Overton, President, Pro Tem, who welcomed all present and then stated that the Police Jury was ready for the first item of business.
The President, Pro Tem asked if there was any public comment on any agenda item, to which there was no response.
Mr. Ollie Overton congratulated Mr. Theodore Fountaine, III on his victory of the election to serve as Rapides Parish Police Juror for District D.
On motion by Mr. Bubba Moreau, seconded by Mr. David Johnson, to adopt the minutes of the Rapides Parish Police Jury held in Regular Session on October 10, 2022, as published in the Official Journal. On vote the motion carried.
On motion by Mr. Joe Bishop, seconded by Mr. Jay Scott, that approved bills be paid. On vote the motion carried.
On motion by Mr. Jay Scott, seconded by Mr. David Johnson, to rescin d a portion of a certain motion passed on October 10, 2022 to delete the following equipment/vehicle from the Rapides Parish Fire District No. 10 Asset Inventory Program. Both boards have not agreed to the removal and auction at this time.

On motion by Mr. Rusty Wilder, seconded Mr. Joe Bishop, to discuss the Industrial Tax Exemption Application No. 20190281-ITE, $772,557.00, Tri-State Industries of Louisiana, LLC, request a thirty (30) day extension and place an item on the December 12, 2022 agenda for a public hearing of the Rapides Parish Police Jury to take the necessary actions. Discussion ensued. Mr. Smith asked for the Administration Office to send a copy of the packet received to all Jurors. On vote motion carried.
On motion by Mr. Jay Scott, seconded by Mr. Rusty Wilder, to call for a Public Hearing on December 12, 2022 at 3:00 pm to discuss the proposed 2023 Budget. On vote the motion carried.
On motion by Mr. Bubba Moreau, seconded by Mr. Jay Scott, to accept the Public Works Director’s report. On vote the motion carried.
On motion by Mr. Joe Bishop, seconded by Mr. Rusty Wilder, to accept the quote submitted by Descant’s Excavating and Construction Service, LLC, for ditching on Ida Wells Road, District C Ward 11, the cost of which is 25% of the project total ($37,532.05), or $9,383.01, to be paid from Road District 2B, Fund

On motion by Mr. Bubba Moreau, seconded by Mr. David Johnson the following amended ordinance was presented and unanimously adopted:
ORDINANCE
AN ORDINANCE TO AMEND AND REENACT SECTION 18-4.2 (E) and (C) SPEED LIMITS SO AS TO INCREASE THE 35 MPH SPEED LIMIT TO 45 MPH ON HOOPER ROAD, WARD 10, DISTRICT A.
BE IT ORDAINED by the Rapides Parish Police Jury in Regular Sessi on convened on this 14th day of November, 20 22, that Section 18-4.2 (e) and (c) of the Rapides Parish Code of Ordinances is hereby amended and reenacte d to
Chapter 18. MOTOR VEHICLES AND TRAFFIC

BE IT FURTHER ORDAINED that the Parish Highway Department is hereby authorized to erect speed limit signs.

On motion by Mr. Joe Bishop, seconded by Mr. Bubba Moreau, to authorize to advertise Contract Hauling of Various Road Materials (Annual Bid from April 1, 2023 through March 31, 2024) to be paid from various Public Works and Maintenance funds as recommended by the Purchasing Agent. On vote the motion carried.
On motion by Mr. Joe Bishop, seconded by Mr. Bubba Moreau, to approve Descant’s Excavating & Construction Services, LLC to perform roadside ditching along Goodacre Street (not to include creek brush removal), at cost of $8,174.00 [per contract #3056 (accepted per RPPJ minutes of August 8, 2022)] to be split 50/50 between Rapides Parish Police Jury and City of Pineville, pending execution of Intergovernmental Agreement and approval by legal counsel. On vote the motion carried.

quotes for brush removal from creek beginning at Goodacre Street and ending at Pinehurst Drive, costs of which shall be split, 50/50, between Rapides Parish Police Jury and City of Pineville, pending execution of Intergovernmental Agreement and approval by legal counsel. On vote the motion carried.
On motion by Mr. Joe Bishop, seconded by Mr. Jay Scott, to add Office Manager position to the OEWD/WOD Department. This is already an existing position within the Civil Service system. Funding for the position will be paid out of WIOA funds. Authorize Treasurer to amend budget as necessary. On vote the motion carried.
On motion by Mr. Jay Scott, seconded by Mr. Joe Bishop, to add an additional Workforce Professional II position to the OEWD/WOD Department, to be paid out of WIOA funds and authorize the Treasurer to amend budget as necessary. On vote the motion carried.
On motion by Mr. Sean McGlothlin, seconded by Mr. Jay Scott, to amend a certain motion of October 10, 2022, to change the name of the road named in Bayou Fields Subdivision from Bayou Bend Drive to Bayou Fields Drive, due to Bayou Bend Drive already existing. On vote the motion carried.
On motion by Mr. Jay Scott, seconded by Mr. David Johnson, to author ize to advertise and receive bids on Cleaning/Janitorial Services for the Rapides Parish Courthouse, as requested by the Purchasing Agent. On vote the motion carried.
On motion by Mr. Joe Bishop, seconded by Mr. David Johnson, to authorize an Intergovernmental Agreement with the Rapides Parish Sheriff’s Office for a new Sheriff’s Office Substation and Public Safety Complex located upon RubyKolin Fire Department grounds. On vote the motion carried.
On motion by Mr. Sean McGlothlin, seconded by Mr. Jay Scott, to rescind the temporary relocation of the polling place for voting precincts C37 A-K and C37 L-Z, located at the APOA Hall, 650 McKeithen Drive, Alexandria, LA 71303, and place it back at its original location, the Rapides Parish Public Works Department located at, 8051 LA-28 West, Alexandria, LA 71303, effective immediately due to the facility being reconstructed and back in operation. Copy of this resolution to be sent to Secretary of State, Clerk of Court, and Registrar of Voters, and a letter of thanks be sent to the APOA Hall for the use of their facility. On vote the motion carried.
On motion by Mr. David Johnson, seconded by Mr. Sean McGlothlin , to partner with the Registrar of Voters Office and the Louisiana Secretary of State to establish an early voting site at the Rapides Parish Public Work s Department. On vote the motion carried.
On motion by Mr. Joe Bishop, seconded by Mr. Bubba Moreau, to renew the polling place lease with the Holiday Village Volunteer Fire Association, for Voting Precinct N17, at the same terms and prices, for an additional one (1) year period and authorize the President to sign any necessary documents. On vote the motion carried.

On motion by Mr. David Johnson, seconded by Mr. Sean McGlothlin, to receive a recommendation for group health insurance plan from the Insurance Committee for FY 2023 premiums.
Mr. David Johnson presented the recommendation from the Insurance Committee to change from United Healthcare to Blue Cross Blue Shield for group health insurance coverage for 2023 for active employees and retirees. Discussion ensued.
On motion by Mr. Sean McGlothlin, seconded by Mr. Joe Bishop, to accept the proposal for the Rapides Parish Police Jury to change group health insurance coverage for 2023 to Blue Cross Blue Shield for active employees and retirees. On vote the motion carried.
On motion by Mr. Bubba Moreau, seconded by Mr. Jay Scott, the following item(s) were not considered by the Committee of the Jury but were posted on the agenda after the Committee Meeting and added to the Jury agenda in compliance with the Public Meetings Law and are now confirmed as having been added to the agenda by unanimous vote:

On motion by Mr. Joe Bishop, seconded by Mr. Bubba Moreau, to authorize the Rapides Parish Police Jury to enter into an agreement with Clark Land Development, LLC for the replacement of a failed cross drain on Holiday Circle at a cost of $27,897 to be paid from Road District 9B, District B funds and authorize the Parish President to sign the necessary documents as recommended by Parish Engineer, Pan American Engineers, LLC. On vote the motion carried.
On motion by Mr. Joe Bishop, seconded by Mr. Bubba Moreau, to authorize the Parish President to execute Task Order B-4-2022 – Concrete Pavement Repairs REGULAR MEETING NOVEMBER 14, 2022
in the Village Green Subdivision under the Contract “B” Concrete Pavement and Sidewalk Improvements 2021/2022 (Indefinite Delivery/Indefinite Quantity Contract) between the Rapides Parish Police Jury and Progressive Construction Company, LLC with an estimated cost of $184,000 (Level 1 - Severity) as recommended by Parish Engineer, Pan American Engineers, LLC. Project to be paid from Road District 10A, District C funds. On vote the motion carried.
On motion by Mr. Joe Bishop, seconded by Mr. Sean McGlothlin the following resolution was presented and unanimously adopted:

WHEREAS, the Rapides Parish Police Jury received the following Proposals until October 28, 2022, for Village Green Subdivision Concrete Lined Ditch – Clean Out.
CONTRACTOR LUMP SUM PRICE
- Lowe’s Construction, LLC $7,500.00
- MJL Construction, LLC $14,815.00
- M.D. Descant, LLC $18,000.00
WHEREAS, the Proposals have been checked and tabulated by Pan American Engineers, LLC, with a recommendation of award being made to the low Proposer; and,
NOW, THEREFORE BE IT RESOLVED, that the contract for said service is hereby awarded to the low Proposer, Lowe’s Construction, LLC, in the amount of $7,500.00, contingent upon receipt of required insurance and other contract documents.
BE IT FURTHER RESOLVED, that the President is hereby authorized to execute contracts and change orders between the Rapides Parish Police Jury and the successful Proposer.

On motion by Mr. David Johnson, seconded by Mr. Jay Scott, to designat e Ricky Cloud as the official Plainview Volunteer Fire Department Board President and point of contact for purposes of the Rapides Parish Fire District No. 10 revenues and expenditures. On vote the motion carried. On motion by Mr. David Johnson, seconded by Mr. Jay Scott, to authorize the Parish President to form a committee to discuss hosting the Sweet 16 and Top 20 Basketball Tournament at the Rapides Parish Coliseum. On vote the motion carried.
On motion by Mr. Joe Bishop, seconded by Mr. Sean McGlothlin, to rescind Parish wide burn ban issued by the Rapides Parish Police Jury on October 10, 2022, effective immediately. On vote the motion carried.
On motion by Mr. David Johnson, seconded by Mr. Jay Scott, to authorize cleanup of garbage, trash, weeds and debris at 1827 Community Lane, Alexandria, LA and authorize legal counsel to invoice the property owner for cost of cleanup. Cleanup to be completed by DD Bordelon at a cost of $2,900.00. On vote the motion carried.
On motion by Mr. David Johnson, seconded by Mr. Jay Scott, to authorize cleanup of garbage, trash, weeds and debris at 5212 Francis Street, Alexandria, LA and authorize legal counsel to invoice the property owner for cost of cleanup. On motion by Mr. David Johnson, seconded by Mr. Bubba Moreau, to authorize a lease agreement for a 2022 GMC Terrain, through Enterprise Fleet Management for the Rapides Parish Health Unit and authorize the Parish President to sign necessary documents. Lease payments to be paid from Health Unit funds. On vote the motion carried.
On motion by Mr. Rusty Wilder, seconded by Mr. David Johnson, to authorize Durable Piling Restoration to repair Browns Creek Bridge located on Browns Creek Road in Road District 7A at a cost of $25,963.00. To be paid out of Road District 7E funds, as recommended by the Public Works Director. On vote the motion carried.
On motion by Mr. Jay Scott, seconded by Mr. Joe Bishop, to add two (2) temporary case managers due to a shortage of workers. One case manager will assist in DDWG completion and the other case management duties; the other will assist with our Youth Department and will also be assisting temporarily with the WDB and related work. Funding for both positions will be paid out of WIOA and recaptured funds. Authorize Treasurer to amend budget as necessary. On vote the motion carried.
Mr. Sean McGlothlin stated Mr. Ryan Ingles, Executive Director of Red River Atchafalaya Bayou Boeuf (RRABB) Levee District resigned effective today, Monday, November 14, 2022.
There being no further business, motion by Mr. David Johnson, s econded by Mr. Sean McGlothlin the meeting was adjourned at 3:34 p.m.
