1. EXECUTIVE SESSION – Investigatory Proceeding; Personnel Issue – In accordance with LSA-R.S. 42:16 and 42:17(A)(4) & (A)(1) – per the request of the Personnel Committee Chairman; (Mr. Overton)
2. Motion for any actions necessary to resolve issues identified in Executive Session; (Mr. Overton)
3. Adjournment The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then called the meeting to order at 3:30 p.m.

The invocation was given by Mr. Randy Harris.

The Pledge of Allegiance was led by Mr. Danny Bordelon.

There were present: Craig Smith, President and Police Jurors: Davron “Bubba” Moreau, Randy Wiggins, Randy Harris, Danny Bordelon, Oliver “Ollie” Overton, Jr., Sean McGlothlin, Parrish Giles and Jay Scott.

Absent: None.

Also present were: Ms. Theresa Pacholik, Secretary/Treasurer; Mr. Gregory L. Jones, Legal Counsel; Ms. Devon Davis; Ms. Sarah Vidrine; Ms. Debra Wess; Mr. Cory Ashmore; Rev. Joseph Franklin; Ms. Gladys Carmouche, Mr. Dale Smith; Ms. Sherry Brossette; Ms. June Johnson Davis and Mr. Matt Nowlin.

On motion by Mr. Ollie Overton, seconded by Mr. Danny Bordelon to enter into Executive Session to Investigatory Proceeding; Personnel Issue – In accordance with LSA-R.S. 42:16 and 42:17(A)(4) & (A)(1) – per the request of the Personnel Committee Chairman. On vote the motion unanimously carried at 3:35 p.m.

SPECIAL SESSION

FEBRUARY 19, 2026

Roll call vote was as followed:

YEAS: Randy Wiggins, Davron “Bubba” Moreau, Sean McGlothlin, Danny Bordelon, Jay Scott, Randy Harris, Parrish Giles, Oliver “Ollie” Overton and Craig Smith. NAYS: None ABSENT: None ABSTAINING: None On roll call vote the motion carried 9-0.

EXECUTIVE SESSION

On motion by Mr. Bubba Moreau, seconded by Mr. Randy Harris, to come out of Executive Session. On vote the motion carried unanimously at 5:57 p.m.

The President called the meeting back into Open Session at 5:57 p.m.

On motion by Mr. Ollie Overton, seconded by Mr. Randy Harris to take any action(s) necessary to resolve issues identified in Executive Session and move to terminate Mr. Cory Ashmore, Public Works Director, from his employment with the Rapides Parish Police Jury.

Roll call vote was as followed:

YEAS: Oliver “Ollie” Overton, Randy Harris, Davron “Bubba” Moreau, Danny Bordelon, Craig Smith and Parrish Giles. NAYS: Sean McGlothlin, Randy Wiggins and Jay Scott ABSENT: None ABSTAINING: None On roll call vote the motion carried 6-3.

On motion by Mr. Danny Bordelon, seconded by Mr. Randy Harris there being no further business, the meeting was adjourned at 5:59 p.m.
