The Police Jury of the Parish of Rapides, State of Louisiana, met in Regular Session at its regular meeting place, the Police Jury Room of the Parish Courthouse, 70 1 Murray Street, Alexandria, Louisiana, on Monday, April 13, 2026, at three (3:00) o'clock p.m. (Central Standard Time).

There were present: Craig Smith, President and Police Jurors: Davron “Bubba” Moreau, Randy Wiggins, Randy Harris, Danny Bordelon, Oliver “Ollie” Overton, Jr., Sean McGlothlin, Parrish Giles and Jay Scott.

Absent: None.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened a s the governing authority of said Parish by Hon. Craig Smith , President, who welcomed all present and then stated that the Police Jury was ready for the first item of business.

Mr. Danny Bordelon, Mr. Craig Smith and Mr. Randy Harris presented certificates to the Holy Savior Menard Girls Basketball Team for District 5 - 2A Championship and winning Division III Select State Runner-up.

Ms. Celise Reech-Harper gave a quarterly update on the Rapides Parish Library.

Mr. Mike Prejean presented the Rapides Parish Fire Districts a trophy for their nomination and winning the LWCC 2025 Safest 70 Award.

On m otion by Mr. Ollie Overton , seconded by Mr. Bubba Moreau to adopt the minutes of the Rapides Parish Police Jury held in Regular Session on March 9, 2026. On vote the motion carried.

On motion by Mr. Bubba Moreau, seconded by Mr. Danny Bordelon that approved bills be paid. On vote the motion carried.

On motion by Mr. Bubba Moreau, seconded by Mr. Danny Bordelon to approve the Treasurer’s report as presented in the Committee Meeting on March 2, 2026. The report contained budget to actual revenue and expenses for all funds and status of audit findings and an update on the FY 2024 audit report. On vote the motion carried.

On motion by Mr. Parrish Giles, seconded by Mr. Danny Bordelon to amend motion REGULAR MEETING APRIL 13, 2026

of December 8, 2025 to correct the asset number from Rapides Parish Fire District No. 10 – Plainview VFD Asset/Inventory Listing, 10859 to 10359 – 2008 Ford F250. Equipment to be placed for auction as requested by the Fire Chief and approved by the Plainview VFD Board of Directors. On vote the motion carried.

On motion by Mr. Ollie Overton, seconded by Mr. Parrish Giles to approve the purchase of a 50KW Generator for Rapides Parish Fire District No. 18, to be installed at Station No. 3, Hwy 112, Lecompte, Louisiana, as recommended by the Fire Chief and approved by the Fire District Board of Directors on March 20, 2026. On vote the motion carried.

On motion by Mr. Randy Harris, seconded by Mr. Danny Bordelon to delete from the Rapides Parish Police Jury Finance Asset/Inventory program the equipment listed below as it no longer suitable for public use:

WHEREAS, a request has been received from Steven Williams purchase said property for the consideration of ONE THOUSAND NINE HUNDRED EIGHTYSIX DOLLARS AND 15/100 CENTS ($1,986.15) Dollars cash, at the time of sale, said consideration representing the total of the statutory impositions, govern mental liens, and costs of sale or two-thirds (2/3) of the appraised value of the property; and,

WHEREAS, this Jury is of the opinion that it would be in the public interest to convey the above -mentioned property to Steven Williams whose current mailing address is 3729 Bethel Street, Alexandria, LA 71302, for the offered consideration.

Rapides Parish, Louisiana, should be re-entered into the stream of commerce thereby serving the public interest.

Section 2. The acquiring person shall certify, in writing, to the Purchasing Department that he/she or his/her agent has searched for all names and last known addresses of all owners, mortgages, and any other person(s) who may have a vested or contingent interest in the property, or who have filed a request for notice as indicated in those records and has so examined:

· the mortgage and conveyance records of Rapides Parish, · the current telephone book, · any other examination resources, including Internet search engines, if any, the records of the Louisiana Secretary of State and the Secretary of States set forth by the names of identified entities

Section 3. The acquiring person shall submit the required notifications (R.S. 47:2206 A and B) to the Civil Sheriff for his/her signature, and then notify those persons identified via regular mail, certified mail*, publication and/or service of process. *Copies of the “green and white receipts” should be maintained by the purchaser as indicia of compliance with the notice requirements. Section 4. The acquiring person shall send a written notice notifying any tax sale party whose interest the successful bidder or done intends to be terminated that the party has until the later of the following to redeem the property or otherwise challenge in a court of competent jurisdiction the potential sale or donation:

• (a) Sixty days from the date of the notice provided in this Subsection, if five years have elapsed from the filing of the tax sale certificate (formerly “process verbal”), or six months after the date of the notice provided for in this Subsection, if five years have not elapsed since the filing of the tax sale certificate (formerly “process verbal”);
• (b) The filing of the sale or donation transferring the property.
• (c) The written notice required by this Section shall be that which is included in R.S.47:2206 A. (2).

Section 5. The acquiring person shall cause to be published in the official journal of this parish (currently the Town Talk) a notice that any tax sale party whose interest the successful bidder or done intends to be terminated has to redeem the property, until the later of:

• (a) Sixty days, for property on which a tax sale certificate (formerly “process verbal”) was filed over five years previous of the first publication, or s ix months if the tax sale certificate (formerly “process verbal”) was filed less than five years before the first publication of the notice provided for this Subsection.
• (b) The filing of the sale or donation transferring the property.
• (c) The publication required by this Section shall be that which is included in R.S. 47:2206 B. (2).

Section 6. The acquiring person may file with the recorder of mortgages a copy of one of the notices that was sent to the tax debtor or the current owner. A transfer, mortgage, lien, privilege or other encumbrance filed after the filing of the not ice shall not affect the property. The recorder of mortgages or recorder of conveyances shall cancel, erase, terminate, or release the acts upon the request of the acquiring person.

Section 7. At any time after the expiration of the sixty -day or six-month periods, as applicable, set forth in R.S. 47:2206 (A) and (B), the acquiring person, or his/her successors and assigns, may send to this body a written notice requesting that the sale/donation to him/her be authenticated. The President of the Jury shall authenticate the sale or donation within ten days from the date of the request or as soon thereafter as practical. However, the President shall not execute the Act of Cash Sale or Act of Donation until the District Attorney’s office has certified in writing to the President that purchaser or done has complied with the mandates of this Ordinance. The sale price shall be paid by cashier’s check or money order at the time of sale.

NOTE: The initial application fee of $75.00 and any other costs incurred by the purchaser shall not be applied to the purchase price and shall not be ref undable if the purchaser elects not to complete the process. REGULAR MEETING APRIL 13, 2026

NOTE: The City of Alexandria and/or the City of Pineville and/or the Parish of Rapides shall reserve all oil, gas and other mineral rights in and to the property to be conveyed but shall convey the surface rights of said property.

Section 8. The acquiring person shall be responsible for filing the sale or donation and payment of all filing fees.

Section 9. The only warranty owed by the political subdivision or the municipalities shall be a warranty against eviction resulting from a prior alienation by the political subdivision or the municipality.

• (a) All sales and donations shall be without warranty, either expressed or implied, even as to return or reduction of the purchase price, including without limitation the warranty against exhibitory defects or vices and the warranty that the thing sold is reasonably fit for its ordinary purpose or the acquiring person’s intended or particular purpose.
• (b) These waivers or exclusions of warranties shall be self -operative regardless of whether the waivers or exclusions are contained in the act of sale or donation, and regardless of whether they are clear and unambiguous, and regardless of whether they are brought to the attention of the acquiring person. This provision supersedes the requirements of any other law.
• (c) The writing constituting the sale shall be in the form as provided in R.S. 47:2207 B. and the writing constituting the donation shall be that which is included in R.S. 47:2207 C.

Section 10. The provisions of R.S. 41:1338 shall not apply to the property being sold or donated in accordance with this Ordinance.

Section 11. A certified copy of the sale or donation shall be prima facie evidence of the regularity of all matters dealing with the sale or donation and the validity of the sale or donation.

Section 12. Contemporaneously with or subsequent to the filing of the sale or donation of adjudicated property, the acquiring person, his/her successors or assigns, ma file with the recorder of mortgages an affidavit indicating how the tax sale parties whose interest the acquiring person, his/her successors or assigns, intends to be terminated were identified, how the address of each tax sale property was obtained, how the written notice was sent, the results of sending the written notice, and the dates of publication.

• (a) The affidavit may also contain a statement of the interest of which the purchaser or done takes subject. The recorder of mortgages shall index the affidavit only under the names of the owner filing the affidavit and the tax debtor, as mortgagors.
• (b) The affidavit described herein shall be sufficient if it follows the form articulated in R.S. 47:2208.

• (c) With respect to a sale, the filing of the affidavit provided herein shall operate as a cancellation, termination, release, or erasure of record of all statutory impositions of all political subdivisions then due and owing, of all governmental liens, and of all interests, liens, mortgages, privileges, and other encumbrances recorded against the property sold and listed in the affidavit.
• (d) With respect toa donation, the filing of the affidavit provided herein shall operate as a cancellation, termination, release, or erasure of record of all sta tutory impositions of all political subdivisions then due and owing, of all governmental liens, and of all interests, liens, mortgages, privileges, and other encumbrances recorded against the property sold and listed in the affidavit.
• (e) Upon filing of the affidavit, the recorder of mortgages or the recorder of conveyances shall be treated as canceled, terminated, released, or erased, all those liens, privileges, mortgages or other encumbrances canceled, terminated, released or erased under subsections (c) or (d) of this Section, only insofar as they affect the property.
• (f) The owner filing the affidavit shall be liable to and indemnify the recorder of mortgages, the recorder of conveyances, and any other person relying on the cancellation, termination, release, or erasure by affidavit for any dam ages that they may suffer as a consequence of such reliance if the recorded affidavit contains materially false or incorrect statements that cause the recorder to incorrectly cancel, terminate, release or erase any interest listed in the affidavit. The recorder of mortgages and the recorder of conveyances shall not be liable for any damages resulting to any person or entity because of the cancellation, termination, release or erasure of any interest in compliance with this Section.

On motion by Mr. Ollie Overton, seconded by Mr. Randy Harris to approve the purchase of office furniture from Louisiana State Contract No. 4400032301 to be used for the Police Jury Administrative Office at 711 Washington Street. On vote the motion carried.

On motion by Mr. Parrish Giles, seconded by Mr. Danny Bordelon to authorize the leasing of three (3) 1-ton trucks, three (3) ¾ ton trucks, and four (4) ½-ton trucks for the Rapides Parish Highway Department thru Enterprise Fleet Management and authorize the President to sign all necessary documents, as recommended by the Interim Public Works Director. On vote the motion carried.

On motion by Mr. Parrish Giles, seconded by Mr. Randy Harris to delete from the Rapides Parish Police Jury Public Works Asset/Inventory program the equipment listed below as it no longer suitable for public use:

On motion by Mr. Bubba Moreau, seconded by Mr. Randy Wiggins to authorize Pan American Engineers to advertise for bids for various road improvements in Curtis Park Subdivision, Road District 10A, District A, project construction cost estimated to be $462,000.00. Project to be funded by Road District 10A, District A. On vote the motion carried.

On motion by Mr. Parrish Giles, seconded by Mr. Jay Scott to approve a one (1) year contract with 4 -K Farm & Trucking, LLC for transporting waste tires as per the Environmental Regulatory Code, Section 10523, Parts A -K, pages 141 -142. The contract will au tomatically renew after a one (1) year period unless cancelled by either party thirty (30) days prior to end date of the contract. On vote the motion carried.

On motion by Mr. Randy Harris, seconded by Mr. Danny Bordelon to authorize Pan American Engineers to advertise for bids for various road improvements for patch base failures and overlay on Downs Lane, Road District 36A, District E, project construction cost estimated to be $639,430.00. Project to be funded by Road District 36A, District E. On vote the motion carried.

On motion by Mr. Parrish Giles, seconded by Mr. Randy Harris to authorize the Purchasing Agent to advertise and receive bids for off road diesel fuel and storage tanks for the Public Works Department. Storage tanks to be placed at Area 1 – Rapides Parish Public Works Main Office, Area 2 - Esler Field site and Area 3 – Glenmora work site. On vote the motion carried.

On motion by Mr. Parrish Giles, seconded by Mr. Ollie Overton to authorize the trade in of Asset No. 12 730 – Dodge Ram 1500, VIN No. 1C6RR6ST6MS506828 and Asset No. 12732 – Dodge Ram 1500, VIN No. 1C6RR6ST4MS506830, leased by Public Works Department thru Enterprise Fleet Management. Gain of trade in to be applied toward balance of the Enterprise Fleet Lease for the Public Works Department. On vote the motion carried.

On motion by Mr. Parrish Giles, seconded by Mr. Randy Harris to authorize the leasing of two (2) Dodge Ram 1500 Crew Cab trucks, for the Rapides Parish Public Works Department as replacements for trading in Asset No. 12730 – Dodge Ram 1500 & Asset No. 12732 – Dodge Ram 1500. On vote the motion carried.

On motion by Mr. Jay Scott, seconded by Mr. Sean McGlothlin to authorize cleanup of garbage, trash, weeds and debris at 7019 Isabella Drive, Alexandria, LA and authorize legal counsel to invoice the property owner for cost of cleanup. Public Works Department to complete the job if a contractor is unable to complete the job in a timely manner or if it is cost prohibitive. On vote the motion carried.

Project to be funded by Road District 2B -1, District C Maintenance Funds. On vote the motion carried.

On motion by Mr. Ollie Overton, seconded by Mr. Parrish Giles to authorize the Purchasing Agent to receive price quotes and award to the lowest bidder for chip sealing on various roads in Road District 2B -2, District C, cost not to exceed $240,000.00. Project to be funded by Road District 2B -2, District C Maintenance Funds. On vote the motion carried.

On motion by Mr. Parrish Giles, seconded by Mr. Ollie Overton the following resolution was presented and adopted:

RESOLUTION

BY

WHEREAS, Pineland Equipment Group, LLC, the Contractor for the Waters Bayou Drainage Improvements project 2025 has “Substantially Completed” the work under the Contract as recommended by the Engineer.

NOW THEREFORE BE IT RESOLVED, that the Contract of Pineland Equipment Group, LLC, the Contractor, for said work is hereby accepted as “Substantially Complete” with the understanding that the final retainage payment will be made upon satisfactory completion of any Punch List items and presentation of the Clear Lien Certificate as required by law; and,

It is HEREBY FURTHER RESOLVED, that the signing and filing with the Clerk of Court of this Acceptance of Contract Resolution by the Rapides Parish Police Jury is hereby authorized; and,

It is HEREBY FURTHER RESOLVED, that the President is authorized to sign a Final Recap Change Order adjusting the final contract quantities and time period as necessary.

On motion by Mr. Randy Harris, seconded by Mr. Danny Bordelon to authorize Pan American Engineers to advertise to receive bids and award to the lowest bidder, for a survey of GPS coordinates at Cotile Lake to identify the correct boat lanes and installation of buoys, as recommended by the Cotile Lake Study Committee and authorize the President to sign all necessary documents. On vote the motion carried.

REGULAR MEETING

APRIL 13, 2026

On motion by Mr. Parrish Giles, seconded by Mr. Ollie Overton to extend the agreement with Richard’s Bush -Hogging Services, to mow the levees at Cotile, Kincaid and Indian Creek, twice per year for a charge of $10,528.00 per time, for a total of $21,056.00, (same price as previous year) to begin as soon as possible, as per recommendation by the Interim Public Works Director and agreed upon by Vendor. On vote the motion carried.

On motion by Mr. Ollie Overton, seconded by Mr. Danny Bordelon to accept the one (1) year extension of the Youth Empowerment Services Grant in the amount $100,000.00 and approve a program extension through the Rapides Foundation to continue operating until March 31, 2027 and authorize Ms. Sharon Neal, Executive Director and the Parish President to sign all necessary documents. On vote the motion carried.

On motion by Mr. Bubba Moreau , seconded by Mr. Ollie Overton the following resolution was adopted:

FOR THE ESLER REGIONAL AIRPORT

WHEREAS, Title 2 of the Louisiana Revised Statutes of 1950 provides that cities, towns, parishes, and other political subdivisions of this State may separately or jointly acquire, establish, construct, expand, own, lease, control, equip, impro ve, maintain, operate, regulate, and police airports and landing fields for the use of aircraft; and,

WHEREAS, the State of Louisiana, Department of Transportation and Development, Division of Aviation (formerly the LA DOTD-OAPT) is charged by Title 2 with the responsibility for the development of aviation facilities within the State to foster air commerce and to safeguard the interests of those engaged in all phases of the aviation industry and of the general public; and,

WHEREAS, the Rapides Parish Police Jury, as the governing body responsible for the operation and management of Esler Regional Airport, seeks to ensure the efficient execution of official agreements and documents necessary for airport operations, development, and funding; and

WHEREAS, such documents include, but are not limited to, applications, grant agreements, capital improvement plans, local funding matches, enrollment forms, and other related documents required for state programs; and

WHEREAS, it is in the best interest of the Rapides Parish Police Jury to designate a qualified individual to act on its behalf to execute such agreements and documents to facilitate timely and effective administration of airport-related activities; and

NOW, THEREFORE, BE IT RESOLVED BY THE Rapides Parish Police Jury:

1. Authorization: That Craig Smith is hereby authorized and empowered to act as the official representative of the Rapides Parish Police Jury to execute, on REGULAR MEETING APRIL 13, 2026

its behalf, all necessary agreements, supplemental agreements, project applications, sponsor certifications, local funding matches, enrollment and certification forms, and other related documents required for the operation, maintenance, and development of Esler Regional Airport.

2. Scope of Authority: The authority granted herein includes the ability to sign, submit, and certify the accuracy and completeness of all such documents, ensuring compliance with applicable state and local regulations.
3. Effective Date: This resolution shall take effect immediately upon its adoption and shall remain in effect for one year or until revoked or modified by subsequent action of the Rapides Parish Police Jury.
4. Notification: The Rapides Parish Police Jury shall provide an original of this resolution to the Department of Transportation and Development – Office of Multimodal Commerce, as required, to confirm Craig Smith's authority to act on behalf of the Rapides Parish Police Jury.

SECTION I

That the President of the Sponsor be and is hereby authorized and directed to evidence this agreement by affixing his signature at the place provided therefore on this resolution and on subsequent related documents/agreements as required by the rules and regulations of the Federal Aviation Administration and the State of Louisiana and the Clerk is hereby authorized to attest said execution.

SECTION II

That this resolution shall be in full force and effect from and after its adoption.

This resolution having been submitted to a vote, the vote thereon was as follows: YEAS: Randy Wiggins , Bubba Moreau, Sean McGlothlin, Danny Bordelon, Jay Scott, Randy Harris , Parrish Giles, Ollie Overton and Craig Smith. WHEREAS, 9-1-1 is nationally recognized as the number to call in an emergency to receive immediate help from police, fire, emergency medical services, or other appropriate emergency response entities; and

WHEREAS, 9 -1-1 was designated by Congress as the national emergency call number under the Wireless Communications and Public Safety Act of 1999 (Public Law 106-81); and

WHEREAS, the ENHANCE 9 -1-1 Act of 2004 (Public Law 108 -494) established enhanced 9-1-1 as a high national priority as part of our Nation’s homeland security and public safety: and

WHEREAS, people of all ages use 9 -1-1, and it is critical to educate the public of all ages on the proper use of 9-1-1; and

WHEREAS, a growing segment of the population, including the deaf, hard of hearing, deaf -blind, and individuals with speech disabilities increasingly communicate with nontraditional text, video and instant messaging communications services and anticipate that these services will be able to connect directly to 9 -1-1; and

WHEREAS, thousands of 9 -1-1 calls are made every year by children properly trained on the use of 9 -1-1, resulting in lives saved which underscores the critical importance of training children early in life about 9-1-1; and

WHEREAS, there is widespread misuse of the 9 -1-1 system, including prank and non-emergency calls, which can result in costly and inefficient use of 9 -1-1 and emergency response resources.
