- Presentation by SSA Consultants on the compensation study for Rapide s Parish Civil Service employees. (Mr. Overton)
- Motion to accept the compensation study final report by SSA Consultant s and receive recommendation for implementation of the results of the study. (Mr. Overton)
- Motion to award Project No. 3556 – Purchase of three (3) used Dump Trucks to the sole bidder, United Rentals, for the amount of $240,000.00 as recommended by the Purchasing Agent and authorize the Parish President to sign any necessary documents. (Mr. Giles)
- Motion to award Project No. 3545 – Purchase of 2024 F550 Mini Pumper for Rapides Parish Fire District No. 6 – Deville VFD to the second lowest bidder, BFA Fire & Rescue of LA, for the amount of $339,512.00 as recomm ended by the Purchasing Agent and the Fire Chief and authorize the Parish President to sign any necessary documents. The lowest bidder’s submission w as rejected due to not meeting the bid specifications. (Mr. Smith)

- Motion to adopt a resolution authorizing the allocation of funds from R oad District 2B-1, District C, to cover construction costs, change o rder(s) and/or any other costs exceeding the 25% local match as required by FP&C Project Improvements Capital Outlay appropriation. (Mr. Smith)

The Police Jury of the Parish of Rapides, State of Louisiana, w as duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then called the meeting to order at 1:00 p.m.
The invocation was given by Mr. Randy Harris.
The Pledge of Allegiance was led by Mr. Bubba Moreau.
There were present: Craig Smith, President and Police Jurors: Davron “Bubba” Moreau, Randy Wiggins, Randy Harris, Danny Bordelon, Oliver “Ollie” Overton, Jr., Sean McGlothlin, Parrish Giles and Jay Scott.
Absent: None.
Also present were: Ms. Theresa Pacholik, Secretary/Treasurer; Mr. Gregory L. Jones, Legal Counsel; Ms. Devon Davis; Ms. Sarah Vidrine; Ms. Debra Wess; Mr. Ryan Elkins; Ms. Betty Jo Bourgeois; Ms. Linda Sanders; Ms. Sharon Neal; Chief Glorioso; Mr. Eric Willis; Mr. Ricky Smith; Mr. Jerry Paul ; Mr. Buffy Normand; Mr. Cody Saucier.
Mr. Cody Saucier, SSA Consultants presented the findings and report fr om the compensation study for Rapides Parish Civil Service employees. Discussion ensued.
Motion by Mr. Jay Scott, seconded by Mr. Danny Bordelon to accept the compensation study and final report by SSA Consultants and receive recommendation for implementation of the results of the study. Discussion ensued.
On amended motion by Mr. Ollie Overton, seconded by Mr. Randy Harris to layover the acceptance and implementation of the compensation study by SS A Consultants until June 17, 2026 to allow for further review. Discussion ensued.
Roll call vote on the amended motion as follows:
YEAS: Randy Wiggins, Bubba Moreau, Sean McGlothlin, Danny Bordelon, Jay Scott, Randy Harris, Parrish Giles, Ollie Overton and Craig Smith NAYS: None ABSENT: None ABSTAINING: None On roll call vote the amended motion carried 9-0.

Motion by Mr. Danny Bordelon, seconded by Mr. Parrish Giles to receive a recommendation from the Hiring Committee for the Public Works Director position. Discussion ensued.
Mr. Ollie Overton, Chairman of the Hiring Committee, stated there were two rounds of interviews and the recommendation of the Hiring Committee is to hire Mr. Edmund “Bama” Hinton for the Public Works Director position.
Motion by Mr. Ollie Overton, seconded by Mr. Craig Smith to accept the recommendation of the Hiring Committee.
Roll Call vote as follows:
YEAS: Randy Wiggins, Bubba Moreau, Sean McGlothlin, Danny Bordelon, Jay Scott, Ollie Overton and Craig Smith. NAYS: Jay Scott ABSENT: None ABSTAINING: Randy Harris and Parrish Giles On roll call vote the motion carried 6-1, 2 abstain.
Motion by Mr. Craig Smith, seconded by Mr. Randy Wiggins to hire Mr. Edmund “Bama” Hinton as the Public Works Director.

Motion by Mr. Ollie Overton, seconded by Mr. Bubba Moreau, the following resolution was adopted:
RESOLUTION
BY THE
WHEREAS, the Rapides Parish Police Jury (RPPJ) has entered into a Cooperative Endeavor Agreement with the State of Louisiana, Divisi on of Administration, Facility Planning and Control (FP&C) for Gunter R oad/Barron Chapel Road Street Improvements – Phase 2, and;
WHEREAS, if construction, change orders, or other costs exceed s the amount of the 25% local match and the Capital Outlay appropriation, the RPPJ shall budget as required sufficient funds to complete the project; SPECIAL SESSION JUNE 1, 2026
NOW THEREFORE BE IT RESOLVED, that the RPPJ shall be responsible for any cost exceeding funding as secured from the Louisiana Capital Outlay program for this project.
Passed, approved and adopted by the President and Police Jury of Rapi des Parish, Louisiana, on this 1st day of June, 2026.
On motion by Mr. Ollie Overton, seconded by Mr. Randy Wiggins there be ing no further business, the meeting was adjourned at 1:52 p.m.
