PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON JUNE 27, 2023. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, June 27, 2023 at 5:00 P.M. Those present were the Honorable Lee Rubin, Chuck Fowler, Cynthia Perry, Gary Johnson, Jim Villard, Lizzie Felter and REDDEX Washington. Also present were Mayor Roy, Kay Michiels, Assistant City Attorney Daniel Smith and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Lee Rubin, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Washington and the Pledge of Allegiance was led by Mr. Fowler. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council Meeting held on June 13, 2023 were unanimously approved by the Council.

PRESENTATION: FRIENDS OF BRINGHURST GOLF ASSOCIATON Mr. Frank Brame and Mr. Jack Brame talked on improvements and use of the golf course.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees.

Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. Bids were received for hardware and conductor for Sterkx to Willow Glen 138 KV reconductor. Name of Bidders Gresco Utility Supply Wesco Utility Industrial Supply

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR HARDWARE AND CONDUCTOR FOR STERKX TO WILLOW GLEN 138 KV RECONDUCTOR AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH ALEXANDRIA DIXIE GIRLS SOFTBALL TO HOST AND CO-SPONSOR THE SOFTBALL WORLD SERIES FROM JULY 28-AUGUST 2, 2023 AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTIONS

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Washington.

RESOLUTION NO. 0427-2023

RESOLUTION ACCEPTING THE CONSTRUCTION OF THE IMPROVEMENTS FOR THE CIP-MPO NORTH 16TH STREET BRIDGE REPLACEMENT (H.014167). The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Felter, Washington, Rubin, Fowler, Perry, Johnson. NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 27th day of June, 2023.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0428-2023

RESOLUTION TO CONFIRM THE APPOINTMENT OF BRANNIN LEGLUE TO SERVE AS A COMMISSIONER ON THE CENTRAL LOUISIANA REGIONAL PORT BOARD. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Felter, Washington, Rubin, Fowler, Perry, Johnson.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 27th day of June, 2023.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0429-2023

RESOLUTION SETTING A CONDEMNATION REVOCATION PUBLIC HEARING TO BE HELD ON JULY 11, 2023 TO CONSIDER REVOKING THE CONDEMN The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 27th day of June, 2023.

ORDINANCES FOR FINAL ADOPTION

SUBJECT TO A PUBLIC HEARING

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard. ORDINANCE NO. 84-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ANNUAL REQUIREMENT CONTRACT FOR WATER, WASTEWATER, NATURAL GAS AND GENERAL SITE RELATED SYSTEMS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 27th day of June, 2023. Upon request from the Administration and a motion of Mr. Villard and seconded by Mr. Fowler, the following item was delayed two weeks:

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MACARTHUR DRIVE ROADWAY LIGHTING IMPROVEMENTS PHASE 5 AND OTHER MATTERS WITH RESPECT THERETO.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Johnson. ORDINANCE NO. 85-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SPUN PRESTRESSED WOOD POLE EQUIVALENT CONCRETE POLES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Felter, Washington, Rubin, Fowler, Perry, Johnson.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 27th day of June, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Johnson and seconded by Mr. Villard. ORDINANCE NO. 86-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH TRANSFORMATION JANITORIAL SERVICE FOR ATRANS BUS TERMINAL AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Johnson, Villard, Felter, Washington, Rubin, Fowler, Perry.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 27th day of June, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Johnson. ORDINANCE NO. 87-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSALS RECEIVED FOR ELECTRIC TRANSMISSION AND DISTRIBUTION EMERGENCY SERVICES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Felter, Washington, Rubin, Fowler, Perry, Johnson.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 27th day of June, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Johnson. ORDINANCE NO. 88-2023

AN ORDINANCE AMENDING THE 2023/2024 OPERATING BUDGET FOR POSITIONS IN HUMAN RESOURCES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Felter, Washington, Rubin, Fowler, Perry, Johnson.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 27th day of June, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard. ORDINANCE NO. 89-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO ANNUAL SERVICES AGREEMENTS WITH HEATING VENTILATION AND AIR CONDITIONING SERVICE COMPANIES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 27th day of June, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard. ORDINANCE NO. 90-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO ANNUAL SERVICES AGREEMENTS WITH LICENSED ELECTRICIAN SERVICE COMPANIES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 27th day of June, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Johnson. ORDINANCE NO. 91-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE OPERATIONS AND MANAGEMENT AGREEMENT FOR COUGHLIN-SAUNDERS PERFORMING ARTS CENTER WITH THE ARTS COUNCIL OF CENTRAL LOUISIANA AT THE CURRENT TERMS AND CONDITIONS OF THE AGREEMENT ENTERED INTO BY ORDINANCE 164-2019 UNTIL A NEW AGREEMENT IS ENTERED INTO AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 27th day of June, 2023.

RESOLUTIONS

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0430-2023

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR EXTERIOR WATERPROOFING FOR SWAT BUILDING FIRE STATION #5 TEXAS AVENUE. The President called for any discussion, a vote was called for and resulted as follows: YEAS: Villard, Felter, Washington, Rubin, Fowler, Perry, Johnson.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 27th day of June, 2023.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Johnson.

RESOLUTION NO. 0431-2023

RESOLUTION APPOINTING MEMBERS TO THE ALEXANDRIA RECREATION AND EDUCATION PROGRAM COMMISSION. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Felter, Washington, Rubin, Fowler, Perry, Johnson.

NAYS: None.

ABSENT: None. ABSTAIN: Villard.

This resolution was thereupon declared adopted on this the 27th day of June, 2023.

ORDINANCE FOR INTRODUCTION

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT FOR PROFESSIONAL AND COOPERATIVE SERVICES WITH CENLA BROADCASTING; TO ACCEPT DONATED SERVICES IN A MATCH PROGRAM FROM, AND WITH, CENLA BROADCASTING AND TO BUDGET WITH RESPECT THERETO; AND TO PROGRAM AND LAUNCH WITH CENLA BROADCASTING A CAMPAIGN IN SUPPORT OF THE CITY’S ALEXANDRIA POLICE DEPARTMENT RETENTION AND RECRUITMENT INITIATIVE; AND TO PROVIDE WITH RESPECT TO ALL MATTERS RELATED THERETO.

The President adjourned the meeting at 5:38 p.m.
