1. Motion to adopt the minutes of the Rapides Parish Police Jury held in Regular Session on June 12, 2023 and Special Session on June 27 , 2023, as published in the Official Journal.

Motion to grant 2% annual longevity pay increase mandated by the State for eligible Rapides Parish Fire Protection District No. 3 employees effective July 30, 2023, as recommended by Alpine Volunteer Fire Department Board of Directors, to be paid out of Fire Protection District No. 3 funds. 10. Motion to approve Alternate No. 1 – Concrete Drive, for the amount of $13,000.00, for the Rapides Parish Fire District No. 6 – Deville Volunteer Fire Department Living Quarters project, as recommended by the Deville Volunteer Fire Department Board of Directors and the Fire Chief, and authorize the President to sign all necessary documents. 11. Motion to amend and reenact Chapter 2 -Administration, Article II. - Officers and Employees, Sec. 2 -21.1.-Travel–Reimbursement of Expenses (a) Federal mileage rate, transportation within the state, plus hotel bill limited to the actual amount of a single rate per da y; and change the meal allowance & incidental expense to be the same as required by the U.S. General Services Administration (GSA) and State of Louisiana, Tier I through Tier IV. 12. Motion to adopt a resolution giving preliminary approval to the issuance of not exceeding Two Million Seven Hundred Thousand Dollars ($2,700,000) of Sales Tax Bonds of Road District No. 2B (Ward 11) Sales Tax Distric t of the Parish of Rapides, State of Louisiana; making application to the State Bond Commission for approval of said Bonds; and providing for other matters in connection therewith. 14. Motion to accept Navy’s Way Road, located in Eagle Ridge Subdivision on 28 West, as a privately owned road in Rapides Parish, as recommended by the Engineer. If in the future, the road needs to be dedicated to the Pa rish, a separate review will have to be done before acceptance of maintenance. (Public Works 07/10)
15. Motion to accept Task Order B -4-2022 – Concrete Pavement Repairs in the Village Green Subdivision as “Substantially Complete”, authorize the Parish President to sign and record the “Substantial Completion” certificate, and authorize the Parish President to sign a Final Recap Task Order/Change Order adjusting the final contract quantities and time period as necessary, a s recommended by the Parish Engineer, Pan American Engineers, LLC. 16. Motion to authorize the Rapides Parish Police Jury to enter into an agreement with Apeck Construction, LLC for the Hoyt Road Asphalt Roadway Improvements project at a cost of $268,432.52 and authorize the Parish President to sign the necessary documents, as recommended by Parish Engineer, Pan American Engineers, LLC. 17. Motion to authorize the purchase of a Mini Excavator off State Contra ct No. 4400026637 for Rapides Parish Public Works, for $89,867.80, as recommended by the Public Works Director. Purchase to be funded by the Public Works Department Operating Fund. (Public Works 07/10)
18. Motion to authorize the Parish President to send a letter to Vernon Parish Police Jury and Allen Parish Parish Jury to review the proposed revocation of Bill Mac Road and Milburn Strother Road and for Legal Counsel to review the response from each Parish. (Public Works 07/10)
19. Motion to extend employment for three (3) temporary employees for forty - five (45) days to assist with fiscal year closeout for WIOA PY22/FY23 Grant. Effective from July 1, 2023, through August 11, 2023. Funding for the position will be paid out of WIOA funds. Authorize Treasurer to amend budget as necessary. 20. Motion to authorize the President to sign and approve the contract between the Rapides Parish Police Jury and the Louisiana Wo rkforce Commission (LWC) for the PY23/FY24 Workforce Innovation and Opportunity Act (WIOA) Program (Adults, Dislocated Workers, and Youth) for the total grant amount of $828,460 (a decrease of $135,946 from the previous year) and for the Treasurer to amend the budget as necessary. 21. Motion to authorize the President to sign the Comprehensive Memorandum of Understanding (MOU) and allow WOD staff to issue MOU to required partner agencies for signature. The Workforc e Innovation and Opportunity Act (WIOA) sec. 121(c)(1) requires the Local Board (Rapides WDB), with the agreement of the Chief Elected Official (CEO), to develop and enter into a Memorandum of Understanding (MOU) between the Local Board and the One-Stop Pa rtners, consistent with WIOA sec. 121(c)(2), concerning the operation of the One -Stop delivery system in a local area. Additionally, the sharing and allocation of infrastructure costs among One -Stop Partners is governed by WIOA sec. 121(h), it’s implementi ng regulations, and the Federal Cost Principles contained in the Uniform Administrative Requirement, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) at 2 CFR part 200. The Comprehensive MOU between the Rapides Parish Police Jury, the Workforce Development Board and Local Workforce Area One -Stop Partners will be effective July 1, 2023 through June 30, 2026. 22. Motion to authorize Fire District No. 3 – Alpine VFD to submit a grant application to Firehouse Subs Public Safety Foundation, as recommended by the Fire Chief. (Workforce Development & Grants 07/10)

39. Motion to authorize the Parish President to sign a six (6) month extension for a Professional Services Contract for Monitoring Services for the WIOA programs. The contract extension will be for the period of July 1, 2023 – December 31, 2023. This cont ract for monitoring will supplement current internal program monitoring in order to comply with LWC regulations. Contract will be paid out of WIOA funds. (Mr. Scott)
40. Motion to adopt the Standard Operating Procedures for the Rapides Parish Emergency Operations Center as recommended by Angie Branton, OEP Director and approved by Legal Counsel. (Mr. Bishop)

Motion to authorize the President to sign a Cooperative Endeavor Agreement with the Louisiana Department of Transportation for the donation of reclaimed asphalt from the location of LA 1, project runs approximately from Rapides Station – I49 Bridge, State Project No. H.015314, approximately 455 cubic yards, as recommended by the Public Works Director. (Mr. Smith)
42. M otion to authorize the Purchasing Agent to receive quotes for road improvements to various roads in Road District 2B-1, District C. Funds for the project to be allocated by Road District 2B-1, District C. (Mr. Smith)
43. Motion to adopt an ordinance to amend Section 18 -4.4 (Through Truck Traffic) to include Hill Drive, Ward 4, District H and authorize the Public Works Department to erect signs. (Mr. Johnson)
44. Motion to permanently relocated Precinct S05 from the Love’s Truck Stop, located at 7050 Highway 1, Boyce, LA 71409, back to the original location due to the Boyce Town Hall being repaired and brought back to standards. A copy of this resolution be sent to Secretary of State, Elections Division, Clerk of Court and Registrar of Voters. (Mr. Wilder)
