City Council Minutes – April 18, 2023

PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON APRIL 18, 2023. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, April 18, 2023 at 5:00 P.M. Those present were the Honorable Lee Rubin, Chuck Fowler, Cynthia Perry, Gary Johnson, Jim Villard, Lizzie Felter and REDDEX Washington. Also present were Mayor Roy, Kay Michiels, City Attorney Jonathon Goins and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Lee Rubin, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Ms. Perry and the Pledge of Allegiance was led by Ms. Felter. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council Meeting held on April 4, 2023 were unanimously approved by the Council.

PRESENTATION – MARTIN PARK HOMEOWNERS ASSOCIATION

Ms. Velody Robinson from Martin Park Homeowners Association spoke on a Public Safety Health Fair event they were hosting.

PUBLIC HEARING – BUDGET

On a motion of Mr. Villard and seconded by Mr. Fowler, the public hearing opened at 5:05 p.m.

A public hearing on the Mayor’s Proposed 2023/2024 Operating and Capital Budgets was held. There were no public comments.

On a motion of Mr. Fowler and seconded by Mr. Villard, the public hearing closed at 5:06 p.m.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees.

Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. Bids were received for operating chemicals for the Wastewater Department. Name of Bidders Thornton, Musso and Bellemin, Inc. ChemStation Duke’s Root Control, Inc. MIS, LLC.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR OPERATING CHEMICALS FOR THE WASTEWATER DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for annual uniforms for Public Safety Fire and Police Departments. Name of Bidders Caplan’s

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ANNUAL UNIFORM BID FOR PUBLIC SAFETY FIRE AND POLICE DEPARTMENTS AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for annual work uniforms various departments. Name of Bidders Caplan’s Cintas Corporation

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ANNUAL WORK UNIFORMS FOR VARIOUS DEPARTMENTS AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for chemical additives for Wartsilla Engines at DG Hunter Power Plant. Name of Bidders GascoChem International, LLC. Lott Oil Company WB McCartney Oil Company Petrol Pangea, Inc.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CHEMICAL ADDITIVES FOR WARTSILLA ENGINES AT DG HUNTER POWER PLANT AND OTHER MATTERS WITH RESPECT THERETO.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A MINIMUM OF ONE (1) REAR LOADING REFUSE TRUCK 25 CUBIC YARD CAPACITY AND OTHER MATTERS WITH RESPECT THERETO.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR OPERATING SUPPLIES FOR ELECTRIC DISTRIBUTION AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for gas meters and itron erts. Name of Bidders WILNAT, Inc. dba KGM United Systems and Software

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR GAS METERS AND ITRON ERTS AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for janitorial chemicals. Name of Bidders Pyramid School Products Economical Janitorial and Paper Supplies The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID FOR JANITORIAL CHEMICALS AND OTHER MATTERS WITH RESPECT THERETO.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CAPITAL IMPROVEMENT PROJECT BRYN MAWR BRIDGE REPLACEMENT AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for Kisatchie Ground Storage Aeration Project. Name of Bidders Womack and Sons Construction Group The Migues Deloach Company, LLC. D’Argent Construction, LLC.

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR KISATCHIE GROUND STORAGE AERATION PROJECT AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO SUBMIT THE HUD REPORT 2023-2024 ANNUAL ACTION PLAN AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE TO ADOPT SUBSTANTIAL AMENDMENT TO PY2022-2023 ANNUAL ACTION PLAN AND PY2020-2024 FIVE YEAR CONSOLIDATED PLAN AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTIONS

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0397-2023

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR

REPLACEMENT OF EXISTING SCADA TOWER LOCATED AT THE

WASTEWATER TREATMENT PLANT.

The President called for any discussion, a vote was called for and resulted as follows: YEAS: Villard, Felter, Washington, Rubin, Fowler, Perry, Johnson.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 18th day of April, 2023.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0398-2023

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR WATER ITRON ERTS. The President called for any discussion, a vote was called for and resulted as follows:

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 18th day of April, 2023.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0399-2023

RESOLUTION AUTHORIZING ADVERTISEMENT FOR SULFUR DIOXIDE, TECHNICAL GRADE, LIQUID ONE (1) TON CYLINDERS FOR WASTEWATER DEPARTMENT. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

This resolution was thereupon declared adopted on this the 18th day of April, 2023.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Johnson.

RESOLUTION NO. 0400-2023

RESOLUTION AUTHORIZING THE CITY TO CO-SPONSOR THE CHILDREN’S ADVOCACY NETWORK AND CENLA INDIA ASSOCIATION HOLI FEST 2023.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

This resolution was thereupon declared adopted on this the 18th day of April, 2023.

ORDINANCES FOR FINAL ADOPTION

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard. ORDINANCE NO. 40-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CHLORINATION AND DECHLORINATION EQUIPMENT FOR WATER AND WASTEWATER DEPARTMENTS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

AN ORDINANCE ADOPTING THE OPERATING BUDGET FOR THE CITY OF ALEXANDRIA FOR FISCAL YEAR 2023/2024; TO MAKE APPROPRIATIONS FOR THE ORDINARY EXPENSES OF ALL CITY DIVISIONS, DEPARTMENTS, OFFICES AND AGENCIES, PENSIONS AND OTHERWISE PROVIDING WITH RESPECT TO THE EXPENDITURES OF APPROPRIATIONS; ADOPTING THE CAPITAL BUDGET FOR THE CITY OF ALEXANDRIA FOR FISCAL YEAR 2023/2024; APPROPRIATING FUNDS FOR THE CAPITAL BUDGET FOR THE CITY OF ALEXANDRIA FOR FISCAL YEAR 2023/2024 AND PROVIDING FOR CAPITAL EXPENDITURES; TO PROVIDE FOR A REORGANIZATION PLAN FOR THE PUBLIC WORKS AND PLANNING DIVISIONS; AND OTHER MATTERS WITH RESPECT TO APPROPRIATIONS AND THE EXPENDITURE OF FUNDS PERTAINING THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A GRANT AGREEMENT WITH THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR FY 2023 COMMUNITY PROJECT FUNDING AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows: YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin. NAYS: None. ABSENT: None. This ordinance was thereupon declared adopted on this the 18th day of April, 2023.
