City Council Meeting Minutes – August 20, 2024

PRESENTATION

Mayor Roy and Dr. Skip Fox acknowledged the 6U Dixie Softball Sweete es and Dixie Softball Debs on their resent Dixie World Series wins.

APPROVAL OF MINUTES

On a motion of Mr. Fowler and seconded by Ms. Felter the minutes taken from a regular Council Meeting held on August 6, 2024 were unanimously approved by the Council.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees.

Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Rubin seconded the motion. It was unanimously carried by the Council. Bids were received for armored SWAT Vehicle for the Police Department. Name of Bidders Lenco Industries

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ARMORED SWAT VEHICLE FOR THE POLICE DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE TO REAFFIRM AND CONTINUE AUTHORITY OF THE GREATER ALEXANDRIA ECONOMIC DEVELOPMENT AUTHORITY (GAEDA ) DISTRICT, A SPECIAL POLITICAL SUBDIVISION OF THE STATE IN RAPIDES PARISH, LOUISIANA AUTHORIZED BY R.S. 33:2740.60 (THE ACT) AND CITY OF ALEXANDRIA ORDINANCE 286-2003 FOR THE PURPOSE OF COOPERATIVE ECONOMIC DEVELOPMENT WITH THE CITY OF ALEXANDRIA AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE 2022- 2025 WATER WELL MAINTENANCE AND REHABILITATION CONTRACT WITH LAYNE CHRISTENSEN AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSALS RECEIVED FOR ELECTRIC TRANSMISSION AND DISTRIBUTION EMERGENCY SERVICES AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVED FROM AMERICA WIRE GROUP, LLC FOR SINGLE CONDUCTOR CABLE FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FROM EPR SYSTEM FOR FIRE/EMS RECORD MANAGEMENT SYSTEM FOR THE FIRE DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTIONS

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Felter.

RESOLUTION NO. 0582-2024

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR A MINIMUM OF ONE GRAPPLE TRUCK FOR THE SANITATION DEPARTMENT. The President called for any discussion, a vote was called for and resulted as follows: YEAS: Fowler, Washington, Rubin, Villard, Felter, Perry, Johnson.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 20th day of August, 2024.

Mr. Rubin moved for the adoption of the following resolution, whic h was seconded by Mr. Fowler.

RESOLUTION NO. 0583-2024

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR BRASS FITTINGS AND MISCELLANEOUS. The President called for any discussion, a vote was called for and resulted as follows: YEAS: Rubin, Villard, Felter, Perry, Johnson, Fowler, Washington.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 20th day of August, 2024.

ORDINANCES FOR FINAL ADOPTION

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard. ORDINANCE NO. 127-2024 AN ORDINANCE TO ADOPT THE ADJUSTED MILLAGE RATES AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE TO SET FORTH THE ADJUSTED MILLAGE RATE(S) AND ROLL FORWARD TO MILLAGE RATE(S) NOT EXCEEDING MAXIMUM AUTHORIZED RATE(S) AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A

PROFESSIONAL SERVICES AGREEMENT WITH MISSIONBOOST, LLC FOR THE PURPOSE OF PROVIDING GRANT WRITING AND OTHER RELATED SERVICES TO THE ALEXANDRIA POLICE DEPARTMENT UNDER SUCH TERMS AND CONDITIONS AS THE MAYOR BELIEVES REASONABLE AND NECESSARY AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Fowler. ORDINANCE NO. 130-2024

AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN AMENDMENT TO THE COOPERATIVE ENDEAVOR AGREEMENT BETWEEN THE STATE AND THE CITY FOR ADDITIONAL FUNDS FOR THE LOUISIANA WATERSHED INITIATIVE PROJECT CHATLIN LAKE CANAL OVERFLOW RELIEF STRUCTURE TO THE RED RIVER AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

AN ORDINANCE AUTHORIZING THE MAYOR ACCEPT THE LOW BID SUBMITTED FOR WASTEWATER TREATMENT PLANT ROADWAY LIGHTING PHASE 2 AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Villard, Felter, Perry, Johnson, Fowler, Washington.

This ordinance was thereupon declared adopted on this the 20th day of August, 2024.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Ms. Felter. ORDINANCE NO. 132-2024

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A FOUR INCH HYDRAULIC DRIVE SUBMERSIBLE PUMP FOR THE WASTEWATER DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Villard, Felter, Perry, Johnson, Fowler, Washington.

NAYS: None.

This ordinance was thereupon declared adopted on this the 20th day of August, 2024.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Johnson. ORDINANCE NO. 133-2024

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR INTERNATIONAL CV515 TRUCK WITH TRUCK MOUNTED JET RODDER FOR THE WASTEWATER DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Villard, Felter, Perry, Johnson, Fowler, Washington.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 20th day of August, 2024.

On a motion of Mr. Fowler and seconded by Mr. Johnson the following item was delayed for eight (8) weeks.

AN ORDINANCE REZONING PROPERTIES LOCATED AT 3031 AND 3105 DAWKINS STREET FROM SF-2(SINGLE FAMILY DISTRICT) TO B- 3 (GENERAL BUSINESS DISTRICT) TO ALLOW FOR THE EXPANSION OF COMMERCIAL PARKING AT THE SITE FOR EXISTING BUSINESSES AND OTHER MATTERS WITH RESPECT THERETO.

Mr. Washington announced that the Peace Keepers would be having a neighborhood meeting on September 9, at Homewood Baptist Church.
