PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MARCH 7, 2023. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, March 7, 2023 at 5:03 P.M. Those present were the Honorable Lee Rubin, Chuck Fowler, Gary Johnson, Jim Villard, Lizzie Felter and REDDEX Washington. Cynthia Perry was absent. Also present were Mayor Roy, Kay Michaels, City Attorney Jonathan Goins and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Lee Rubin, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Washington and the Pledge of Allegiance was led by Mr. Villard. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council Meeting held on February 21, 2023 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. Bids were received for DG Hunter Units 5-11 spare parts for Electric Production. Name of Bidders Wartsila North America MSHS
The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID RECEIVED FOR DG HUNTER UNITS 5-11 SPARE PARTS FOR ELECTRIC PRODUCTION AND OTHER MATTERS WITH RESPECT THERETO.
Bids were received for electric meters and accessories. Name of Bidders Curtis Stout GRESCO Wesco Distribution
The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID RECEIVED FOR ELECTRIC METERS AND ACCESSORIES AND OTHER MATTERS WITH RESPECT THERETO.
Bids were received for janitorial supplies. Name of Bidders Interboro Packaging Corporation Unipak CINTAS Corporation Advance Chemical Dempsey Business Systems Healthy School Supply Economical Janitorial Pyramid School Products Central Poly Corp HD Supply Facility The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID RECEIVED FOR JANITORIAL SUPPLIES AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AMENDING THE 2022-2023 OPERATING BUDGET ADDING AND OTHER MATTERS WITH RESPECT THERETO.
The item listed above was sent to Property and Zoning Committee by Mr. Washington.
Upon request from the Administration, and a motion of Mr. Villard and seconded by Mr. Fowler, the following item was removed from the agenda: AN ORDINANCE DECLARING 40MW OF YEAR ROUND MISO ZONAL RESOURCE CREDITS (ZRCS) AS SURPLUS PROPERTY AND AUTHORIZING THE MAYOR TO EXECUTE ALL NECESSARY DOCUMENTS TO EFFECTUATE THE TRANSFER AND SALE OF SAME TO EAST TEXAS ELECTRIC COOPERATIVE INCORPORATED AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE DECLARING 50MW OF WINTER SEASONAL MISO ZONAL RESOURCE CREDITS (ZRCS) AS SURPLUS PROPERTY AND AUTHORIZING THE MAYOR TO EXECUTE ALL NECESSARY DOCUMENTS TO EFFECTUATE THE TRANSFER AND SALE OF SAME TO EAST TEXAS ELECTRIC COOPERATIVE INCORPORATED AND OTHER MATTERS WITH RESPECT THERETO. The item listed above was sent to Finance Committee by Mr. Fowler.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT BETWEEN THE CITY OF ALEXANDRIA AND THE STATE OF LOUISIANA DIVISION OF ADMINISTRATION FOR WATER SECTOR PROGRAM PROJECTS AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO GRANT AGREEMENTS AND SUBSEQUENT AGREEMENTS WITH THE LOUISIANA COMMISSION ON LAW ENFORCEMENT FOR VICTIM ASSISTANCE PROGRAMS AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTION NO. 0365-2023
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR OPERATING CHEMICALS FOR THE WASTEWATER DEPARTMENT.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Johnson, Villard, Felter, Washington, Rubin.
NAYS: None.
ABSENT: Perry.
This resolution was thereupon declared adopted on this the 7th day of March, 2023.
Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.
RESOLUTION NO. 0366-2023
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR ANNUAL UNIFORM BID FOR PUBLIC SAFETY FIRE AND POLICE DEPARTMENTS.
The President called for any discussion, a vote was called for and resulted as follows:

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR CHEMICAL ADDITIVES FOR WARTSILLA ENGINES AT DG HUNTER POWER PLANT.

The President called for any discussion, a vote was called for and resulted as follows:
