Mr. Rubin moved for the adoption of the following resolution, which was seconded by Mrs. Perry.

RESOLUTION NO. 0115-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR SOCCER EQUIPMENT.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Perry, Villard, Silver, Washington.

NAYS: Porter.

ABSENT: Fowler.

This resolution was thereupon declared adopted on this the 12th day of January 2021.

Mr. Rubin moved for the adoption of the following resolution, which was seconded by Mr. Washington.

RESOLUTION NO. 0116-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR TENNIS COURT FENCING REPAIRS.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Perry, Villard, Silver, Washington.

NAYS: Porter.

ABSENT: Fowler.

This resolution was thereupon declared adopted on this the 12th day of January 2021.

Mr. Rubin moved for the adoption of the following resolution, which was seconded by Mrs. Perry.

RESOLUTION NO. 0117-2021

RESOLUTION TO SUBSTANTIALLY AMEND BUDGETS AND GOALS TO HUD’S 20202024 FIVE YEAR CONSOLIDATED PLAN AND 2020-2021 ANNUAL AC TION PLAN.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Perry, Villard, Porter, Silver, Washington.

NAYS: None.

ABSENT: Fowler.

This resolution was thereupon declared adopted on this the 12th day of January 2021.

ORDINANCES FOR FINAL ADOPTION

SUBJECT TO PUBLIC HEARING

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Washington.

ORDINANCE NO. 1-2021

AN

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVED FROM LINETEC SERVICES, LLC FOR OVERHEAD ELECTRIC DISTRIBUTION MAINTENANCE SERVICES FOR THE ELECTRIC DISTRIBUTI ON DEPARTMENT AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Perry, Villard, Porter, Silver, Washington.

NAYS: None.

ABSENT: Fowler.

This ordinance was thereupon declared adopted on this the 12th day of January 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Washington.

ORDINANCE NO. 2-2021

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST QUOTE RECEIVED FROM SCRD WOOD PRODUCTS, LLC FOR MIXED DEBRIS REMOVA L AND DISPOSAL SERVICES AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Perry, Villard, Porter, Silver, Washington.

NAYS: None.

ABSENT: Fowler.

This ordinance was thereupon declared adopted on this the 12th day of January 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mrs. Perry.

ORDINANCE NO. 3-2021

AN ORDINANCE AUTHORIZING THE MAYOR TO CO-SPONSOR MANNA HOUSE APT PROFESSIONAL GOLF TOURNAMENT SCHEDULED FOR MARCH 2021 AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Perry, Villard, Porter, Silver, Washington.

NAYS: None.

ABSENT: Fowler.

This ordinance was thereupon declared adopted on this the 12th day of January 2021.

RESOLUTION CONFIRMING SHANE WILLIAMS AS CITY ATTORNEY.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Washington, Rubin, Perry, Villard, Porter, Silver.

NAYS: None.

ABSENT: Fowler.

This resolution was thereupon declared adopted on this the 12th day of January 2021.

ORDINANCES FOR INTRODUCTION

On a motion of Mr. Rubin and seconded by Mr. Washington the following ordinance was introduced, to wit: AN ORDINANCE TO AMEND COMMUNITY DEVELOPMENT POLICY GUIDELIN E FOR HUD FUNDED AFFORDABLE SINGLE FAMILY HOUSING DEVELOPMENT PRO GRAM AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mrs. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WIT H CLEAN EARTH FOR HOUSEHOLD HAZARDOUS WASTE TRANSPORTING, DISP OSAL AND RECLAMATION SERVICES AND OTHER MATERS WITH RESPECT THERET O. On a motion of Mr. Rubin and seconded by Mr. Washington the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WIT H WARSILA NORTH AMERICAN, INC. FOR RICE SPARE PARTS FOR DG HUNTER AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mrs. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT F OR CHATLIN LAKE CANAL BACKWATER OVERFLOW RELIEF STRUCTURE TO RE D RIVER AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mrs. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT F OR CHATLIN LAKE CANAL HARDENING AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mrs. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT F OR HORSESHOE CANAL HARDENING AND OTHER MATERS WITH RESPECT THERETO . On a motion of Mr. Rubin and seconded by Mr. Washington the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT F OR HYNSON BAYOU HARDENING AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mrs. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT F OR DOT OPERATOR QUALIFICATION PROGRAM MANAGEMENT SERVICES AND OTH ER MATERS WITH RESPECT THERETO.

COMMITTEES

There were no reports from Finance Committee, Legal Affairs Committee, Utility Committee, Public Safety, Works and Transportation Committee, Economic, Workforce and Planning Development Committee, Community Affairs, Services and Events Committee and A&E Committee. Personnel/Insurance Committee Chair, Mr. Porter asked all to reflect on the loss of Mr. Ed Larvadain, Jr., a Civil Rights Icon from Alexandria, La. Property and Zoning Committee Chair, Mr. Washington stated that he would be giving a presentation on Louisiana State Statute 47 in Committee in two weeks.
