ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON NOVEMBER 1, 2022. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, November 1, 2022 at 5:00 P.M. Those present were the Honorable Catherine Davidson, Jim Villard, Cynthia Perry, Chuck Fowler, REDDEX Washington and Gerber Porter. Lee Rubin was absent. Also present were Mayor Hall, City Attorney Shane Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Catherine Davidson, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Ms. Perry and the Pledge of Allegiance was led by Mr. Porter. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council Meeting held on October 18, 2022 were unanimously approved by the Council.
CONSENT CALENDAR
On a motion of Mr. Villard and seconded by Ms. Davidson the following ordinance was introduced to wit: AN ORDINANCE ANNEXING 6.68 ACRE AND .1749 ACRE TRACTS OF LAND, MORE OR LESS AND SITUATED IN SECTION 6, TOWNSHIP 3 NORTH, RANGE 1 WEST, RAPIDES PARISH, LOUISIANA INTO THE CORPORATE LIMITS OF THE CITY OF ALEXANDRIA AND TO BE ASSIGNED AS “SF-3” ZONING DISTRICT AND OTHER MATTERS WITH RESPECT THERETO.
RESOLUTIONS
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard. RESOLUTION NO. 0327-2022
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR WATER METERS.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Porter, Davidson, Villard, Perry.
NAYS: None.
ABSENT: Rubin.
This resolution was thereupon declared adopted on this the 1st day of November, 2022.
Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.
RESOLUTION NO. 0328-2022
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR
WASHINGTON DRIVE SPORTS COMPLEX PHASE I TENNIS COURTS.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Villard, Perry, Fowler, Washington, Porter, Davidson.
NAYS: None.
ABSENT: Rubin.
This resolution was thereupon declared adopted on this the 1st day of November, 2022.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.
RESOLUTION NO. 0329-2022
RESOLUTION ACCEPTING THE CONSTRUCTION OF THE IMPROVEMENTS FOR CIP-MPO RAPIDES AVENUE AND THIRD STREET IMPROVEMENTS (H.013887).
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Porter, Davidson, Villard, Perry.
NAYS: None.
ABSENT: Rubin.
This resolution was thereupon declared adopted on this the 1st day of November, 2022.
Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.
RESOLUTION NO. 0330-2022
RESOLUTION ADOPTING THE 2021 MUNICIPAL WATER POLLUTION PREVENTION AUDIT.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Villard, Perry, Fowler, Washington, Porter, Davidson.
NAYS: None.
ABSENT: Rubin.
This resolution was thereupon declared adopted on this the 1st day of November, 2022.
ORDINANCES FOR FINAL ADOPTION
SUBJECT TO A PUBLIC HEARING
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Fowler.
ORDINANCE NO. 184-2022
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WATER STORAGE SECURITY CAMERA PROJECT AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Villard, Perry, Fowler, Washington, Porter, Davidson.
NAYS: None.
ABSENT: Rubin.
This ordinance was thereupon declared adopted on this the 1st day of November, 2022.
Upon request from the Administration and a motion of Mr. Fowler and seconded by Mr. Villard the following item was delayed for two weeks:
AN ORDINANCE AMENDING THE ALEXANDRIA CODE OF ORDINANCES, CHAPTER 7, ARTICLE IV. HOUSING CODE, SECTION 7-127, “PENALTY FOR FAILURE TO COMPLY” BY ADDING SUBSECTION 7-127 (4) TO PROVIDE AND TO ESTABLISH AN ADMINISTRATIVE FEE OF SIX HUNDRED DOLLARS FOR EACH PROPERTY DEMOLISHED AND TO AUTHORIZE COST AS ADDITIONS FOR ANY LIEN BY THE CITY FOR FINAL COSTS INCURRED AND OTHER MATTERS WITH RESPECT THERETO.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard.
ORDINANCE NO. 185-2022
AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH LINETEC SERVICES, INC., FOR UNDERGROUND ELECTRIC CONSTRUCTION UNIT PRICING AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Porter, Davidson, Villard, Perry.
NAYS: None.
ABSENT: Rubin.
This ordinance was thereupon declared adopted on this the 1st day of November, 2022.
On a motion of Ms. Perry and seconded by Mr. Fowler the following item was removed from the agenda:
AN ORDINANCE TO AMEND THE 2022-2023 OPERATING ANNUAL BUDGET FOR THE CITY OF ALEXANDRIA ORDINANCE #56-2022 FOR PUBLIC SAFETY, THE POLICE DEPARTMENT, TO ADD AN ADDITIONAL POSITION TO THE PERSONNEL ROSTER FOR “CAPTAIN” TO INCREASE THE NUMBER TO FIVE (5) POLICE CAPTAIN POSITIONS AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.
PUBLIC HEARING
Upon request from the Administration and a motion of Mr. Fowler and seconded by Mr. Villard the public hearing on the following item was delayed for two weeks:
RESOLUTION TAKING ACTION ON THE CONDEMNATION ABATEMENT, DEMOLITION AND DISPOSAL OF THREE BUILDINGS LOCATED AT 2300 AND 2310 NORTH MACARTHUR DRIVE.
Mr. Cornelius Lawson White, Jr. asked to speak to the Council. Mr. Fowler moved and Ms. Davidson seconded to add him to the agenda. A vote was called for but was not unanimous so he was not added to the agenda.
The meeting was adjourned at 5: 08 p.m.
