PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON AUGUST 10, 2021. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday , August 10, 2021 at 5:00 P.M. Those present were the Honorable James “Jim” Villard, Chuck Fowler, Gerber Porter, Catherine Davidson, REDDEX Washington, Lee Rubin and Cynthia Perry. Also present were Mayor Hall, City Attorney Shane Williams, Trey Gist and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Washington and the Pledge of Allegiance was led by Mr. Porter. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Rubin the minutes taken from a regular Co unc il m eeting held July 27, 2021 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Rubin seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ELECTRIC UTILITY RIGHT- OF-WAY MAINTENANCE AND OTHER MATTERS THERETO. RESOLUTIONS Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Perry.

RESOLUTION NO. 0194-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE CONSTRUCTION OF THE ADAMS STATION EQUIPMENT STORAGE.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 10th day of August, 2021.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Perry.

RESOLUTION NO. 0195-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR PLASTIC REFUSE BAGS.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 10th day of August, 2021.

ORDINANCES FOR FINAL ADOPTION

SUBJECT TO PUBLIC HEARING

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Villard.

ORDINANCE NO. 149-2021

AN ORDINANCE

AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID

SUBMITTED FOR ANNUAL VEHICLE BID CURRENT MODEL YEAR AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Davidson, Porter, Washington, Villard, Perry.

NAYS: None.

ABSENT: None.

ABSTAIN: Fowler.

This ordinance was thereupon declared adopted on this the 10th day of August, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Ms. Davidson.

ORDINANCE NO. 150-2021

AN ORDINANCE

AUTHORIZING THE MAYOR TO RENEW THE COOPERATIVE

ENDEAVOR AGREEMENT WITH THE ALEXANDRIA MARDI GRAS ASSOCIATION AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 10th day of August, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Rubin.

ORDINANCE NO. 151-2021

AN ORDINANCE

AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE

ENDEAVOR AGREEMENT WITH THE NINTH JUDICIAL DISTRICT BEHAVIORAL HEALTH COURT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 10th day of August, 2021.

The following ordinance, which was previously introduced and laid over fo r publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Rubin.

ORDINANCE NO. 152-2021

AN ORDINANCE

AUTHORIZING THE MAYOR TO RENEW THE SERVICE

CONTRACT WITH UTILITY MAINTENANCE SPECIALTY, INC., FOR TESTING AND MAINTENANCE OF SUBSTATION TRANSFORMERS, CIRCUIT BREAKER AND RELATED EQUIPMENT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 10th day of August, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Ms. Davidson.

ORDINANCE NO. 153-2021

AN ORDINANCE

AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH SPARTAN SERVICES GROUP, LLC FOR PRE-EMPLOYMENT SCREENING SERVICES FOR ALEXANDRIA POLICE DEPARTMENT AND ALEXANDRIA FIRE DEPARTMENT, AND RELATED SERVICES TO THE CITY AND OTHERWISE PROVIDING WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows: YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 10th day of August, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Rubin.

ORDINANCE NO. 154-2021

AN ORDINANCE

AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE

ENDEAVOR AGREEMENT WITH THE STATE OF LOUISIANA DEPARTMENT OF TREASURY AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 10th day of August, 2021.

PUBLIC HEARING-COMMUNITY DEVELOPMENT

On a motion of Mr. Fowler and seconded by Ms. Davidson the Council entered a public hearing at 5:18 p.m.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Washington.

RESOLUTION NO. 0196-2021

– COMPOUND ASSESTS UNION BANK- FREDDIE LEE AND WENDY A. FIGERO A.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 10th day of August, 2021.

On a motion Mr. Fowler and seconded by Mr. Rubin the Council exited a public hearing at 5:20 p.m.

PUBLIC HEARING-COMMUNITY DEVELOPMENT

On a motion of Mr. Fowler and seconded by Mr. Washington the Council entered a public hearing at 5:20 p.m.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Washington.

RESOLUTION NO. 0197-2021

RESOLUTION ON THE CONDEMNATION OF TWENTY-FIVE (25)

STRUCTURES.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 10th day of August, 2021.

On a motion of Mr. Fowler and seconded by Mr. Rubin the Council exited a public hearing at 5:43 p.m.

RESOLUTION

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0198-2021

RESOLUTION BY THE CITY OF ALEXANDRIA, LOUISIANA (CITY) IN SUPPORT AND IN PARTNERSHIP OF THE RAPIDES AREA PLANNING COMMISSION’S (COMMISSION) APPLICATION TO THE FEDERAL TRANSIT ADMINISTRATION (FTA) FOR FUNDING PURSUANT TO THE FISCAL YEAR 2021 AREAS OF PERSISTENT POVERTY PROGRAM.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 10th day of August, 2021.

ORDINANCES FOR INTRODUCTION

On a motion of Mr. Fowler and seconded by Ms. Davidson the following ordinance was introduced, to wit: AN ORDINANCE TO AUTHORIZE THE MAYOR ON BEHALF OF THE CITY OF ALEXANDRIA TO EXECUTE A CONTRACT OR AGREEMENT WITH THE CITY OF ALEXANDRIA LOCAL 540 FIRE FIGHTERS ASSOCIATION UNION AND PROVIDING FOR MATTERS RELATED THERETO.

On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO PROMOTE THE CITY OF ALEXANDRIA BY ENTERING INTO ALL CONTRACTS WITH BANDS AND/OR VENDORS FOR WINTERFÊTE 2021 AND OTHER MATTERS THERETO.
