PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON JANUARY 9, 2024. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, January 9, 2024 at 5:00 P.M. Those present were the Honorable Jim Villard, Lizzie Felter, Cynthia Perry, Gary Johnson, Chuck Fowler, REDDEX Washington, Lee Rubin. Also present were Mayor Roy, City Attorney Jonathan Goins, Michael Caffery and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Washington and the Pledge of Allegiance was led by Ms. Felter. APPROVAL OF MINUTES On a motion of Ms. Felter and seconded by Mr. Johnson the minutes taken from a regular Council Meeting held on December 12, 2023 were unanimously approved by the Council.
PRESENTATION
Dr. Coreil, Chancellor of LSUA, spoke on progress at the University.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Rubin seconded the motion. It was unanimously carried by the Council. Bids were received for six inch hydraulic driven submersible trash pump with electric motor driven mobile hydraulic power pack. Name of Bidders National Tank and Equipment Associated Pump and Supply, LLC
The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A SIX INCH HYDRAULIC DRIVEN SUBMERSIBLE TRASH PUMP WITH ELECTRIC MOTOR DRIVEN MOBILE HYDRAULIC POWER PACK AND OTHER MATTERS WITH RESPECT THERETO.
Bids were received for repairs and repainting of the standpipe at Adams Station. Name of Bidders TMI Coatings, INC World Wide Industrial Viking Painting, LLC Stephens TPS INC Classic Protective Coating Dixie Painting and Sandblasting McGuire Iron INC
The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR THE REPAIRS AND REPAINTING OF THE STANDPIPE AT ADAMS STATION AND OTHER MATTERS WITH RESPECT THERETO.
Bids were received for binocular optic devise for the Police Department.
Name of Bidders Barney’s INC 17th Street Photo Supply INC ABM Supply, LLC Dempsey Business Systems of Louisiana Focus Camera, LLC Lawmen’s and Shooters Supply INC Govsmart INC GT Distributors Technology International
The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR BINOCULAR OPTIC DEVICES FOR THE POLICE DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
Upon recommendation of the Administration and a motion by Mr. Rubin and seconded by Mr. Fowler the following item was delayed for two weeks:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR RENOVATIONS TO BROADWAY AVENUE BASKETBALL COURTS AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH MANNA HOUSE PROAM APT PROFESSIONAL GOLF TOURNAMENT SCHEDULED FOR MARCH 2024AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH CROSSROADS SOCCER ASSOCIATION RELATIVE TO LIMITED USE AGREEMENT RELATED TO JOHNNY DOWNS SOCCER COMPLEX AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH LSUA AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO ALL CONTRACTS WITH BANDS AND VENDORS FOR 2024 EVENTS AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE DECLARING CERTAIN ITEMS AS SURPLUS AND NO LONGER NEEDED OR USED BY CITY DEPARTMENTS, TO BE SOLD AT A PUBLIC AUCTION SCHEDULED FOR SATURDAY, MARCH 2, 2024 AND OTHER MATTERS WITH RESPECT THERETO.
RESOLUTIONS
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.
RESOLUTION NO. 0494-2024
RESOLUTION AUTHORIZING THE CITY TO CO-SPONSOR AMERICAN CANCER SOCIETY RELAY FOR LIFE SCHEDULED FOR APRIL 2024. The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Rubin, Villard, Felter, Perry, Johnson.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 9th day of January, 2024.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Fowler.
ORDINANCE NO. 1-2024
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WATER METERS AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Rubin, Villard, Felter, Perry, Johnson, Fowler, Washington.
NAYS: None.
ABSENT: None.
This ordinance was thereupon declared adopted on this the 9th day of January, 2024.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Johnson.
ORDINANCE NO. 2-2024
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MACARTHUR DRIVE ROADWAY LIGHTING REPLACEMENT PHASE 5 AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Rubin, Villard, Felter, Perry, Johnson.

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVED FROM BRADDOCK COMPANIES, LLC FOR SWAT TEAM RENOVATION AND WATERPROOFING AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Rubin, Villard, Felter, Perry, Johnson.

AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A WATER PURCHASE CONTRACT WITH RAPIDES ISLAND WATER ASSOCIATION, INCORPORATED AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A LETTER OF AGREEMENT WITH LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY FOR INSTALLATION OF A TEMPORARY AMBIENT AIR WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

AN ORDINANCE REZONING PROPERTY LOCATED AT 232 VERSAILLES BLVD FROM “SF-2” (SINGLE FAMILY DISTRICT) AND “SF-2/OO” (SINGLE FAMILY, WITH OFFICE OVERLAY) TO”MF-3” (MULTI-FAMILY DISTRICT) TO ALLOW FOR THE DEVELOPMENT OF NURSING HOMES AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

AN ORDINANCE REZONING PROPERTY LOCATED AT 3632 SUGARHOUSE ROAD FROM “C-1” (LIMITED COMMERCIAL DISTRICT) TO “SF-2/MHO” (SINGLE FAMILY W/MOBILE HOME OVERLAY DISTRICT) TO ALLOW THE PROPERTY TO BE USED FOR RESIDENTIAL PURPOSES AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows: YEAS: Fowler, Washington, Rubin, Villard, Felter, Perry, Johnson. NAYS: None. ABSENT: None.
This ordinance was thereupon declared adopted on this the 9th day of January, 2024.

RESOLUTION RE-APPOINTING CHRIS PATEL TO SERVE ON THE GREATER ALEXANDRIA ECONOMIC DEVELOPMENT AUTHORITY BOARD. The President called for any discussion, a vote was called for and resulted as follows: YEAS: Fowler, Washington, Rubin, Villard, Felter, Perry, Johnson. NAYS: None. ABSENT: None. This resolution was thereupon declared adopted on this the 9th day of January, 2024.
