Motion to authorize the President to execute Change Order No . 1 for the Exhibition Hall Renovation project with Tudor Construction Company in the amount totaling $216,974.00 for various code issues and event ready improvements; resulting in a contract amount as revised of $820,974.00, as recommended by Ballard, CLC. 2. Motion to authorize the President to execute Change Order No . 1 for the Coliseum Roofing Project with D’Argent Construction in the amount totaling $16,913.00 for asphalt repairs in the rear loading dock area related to heavy equipment operations; resulting in a contract amount as revised of $2,126,913.00, as recommended by Ballard, CLC. 3. Motion to authorize the President to execute Change Order No . 2 for the Coliseum Roofing Project with D’Argent Construction in the amount totaling $16,439.00 for repairs to leaks at the Mechanical HVAC ductwork as requested by Coliseum management; resulting in a contract amount as revised of $2,143,352.00, as recommended by Ballard, CLC. Motion to authorize the President to execute Change Order No . 4 for the Exhibition Hall HVAC and Roofing Project with D’Argent Construction in the amount totaling $18,117.00 for parking lot repairs related to heavy equipment operations; resulting in a contract amount as revised of $1,633,619.00, as recommended by Ballard, CLC. 5. Motion to advertise for bids for ARPA – Work Order No. 3 – Miscellaneous Site Improvements – Courthouse Annex – Gravel Building. (Tabled motion from 08/12/2024)
6. Motion to authorize Pan American Engineers, LLC to proceed with designs and bidding package to increase the square footage area of the annex building (old Gravel Building site) – 711 Washington; with funding approved under the American Rescue Plan Act Final Rule Funding Plan. (Mr. Smith) SPECIAL SESSION SEPTEMBER 10, 2024
7. Motion to adopt the American Rescue Plan Act (ARPA) – Final Rule Funding Plan, dated September 10, 2024 and to authorize Pan American Engineers, LLC to proceed with design, permitting, and advertisement for public bids in the official journal for const ruction contracts for projects outlined in the ARPA Funding Plan (Exhibit A); and, to authorize the President to award construction contracts to the lowest responsive and responsible bidder with consideration of ARPA budgeted funds; and, to execute agreeme nts with successful bidders for implementation of the projects and obligation of funds as noted in Federal Regulations prior to December 30, 2024. The invocation was given by Mr. Ernest Nelson.

The Pledge of Allegiance was led by Mr. Craig Smith.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Joe Bishop, President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.

The President asked if there was any public comment on any agenda item, to which there was no response.

Ms. Angie Branton provided a status update on Tropical Storm Francine. The storm has shifted more east, and Rapides Parish is no longer in the direct path of the storm.
