PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MAY 30, 2023. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, May 30, 2023 at 5:00 P.M. Those present were the Honorable Lee Rubin, Chuck Fowler, Cynthia Perry, Gary Johnson, Jim Villard and Lizzie Felter. REDDEX Washington entered the meeting at 5:03 p.m. Also present were Mayor Roy, Michael Caffery, City Attorney Jonathon Goins and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Lee Rubin, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Johnson and the Pledge of Allegiance was led by Mr. Villard. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Ms. Felter the minutes taken from a regular Council Meeting held on May 16, 2023 were unanimously approved by the Council.
EXECUTIVE SESSION TO BE HELD PURSUANT TO R.S. 42:17 (A)
- (2) ON THE FOLLOWING:
- (a) TO CONSIDER A REPORT AND RECOMMENDATION OF THE CITY ATTORNEY TO AUTHORIZE THE CITY ATTORNEY TO ENTER INTO A COMPROMISE AND SETTLEMENT AND TO APPROPRIATE FUNDS FROM THE RISK MANAGEMENT FUND OF THE CITY TO BE USED FOR PAYMENT OF A CERTAIN SUM TOWARDS THE COMPROMISE AND SETTLEMENT OF THE CLAIM AGAINST THE CITY TO BE USED TO PAY TOWARDS THE SETTLEMENT IN THE SUIT ENTITLED “ COURTNEY OLVER V. THE CITY OF ALEXANDRIA, DOCKET # 263,731-E IN THE NINTH JUDICIAL DISTRICT COURT, PARISH OF RAPIDES” AND TO PROVIDE FOR RELATED MATTERS. On a motion of Mr. Fowler and seconded by Mr. Villard and with a roll call vote, the executive session was unanimously opened at 5:04 p.m.
On a motion of Mr. Villard and seconded by Mr. Fowler and with a roll call vote the executive session was unanimously closed at 5:16 p.m.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. Bids were received for SCADA Tower at Wastewater Treatment Plant. Name of Bidders No bids received. Upon request from the Administration and a motion of Mr. Fowler and seconded by Ms. Felter re-advertisement was authorized on the following: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR REPLACEMENT OF EXISTING SCADA TOWER LOCATED AT THE WASTEWATER TREATMENT PLANT AND OTHER MATTERS WITH RESPECT THERETO.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Felter.
RESOLUTION NO. 0409-2023
RESOLUTION AUTHORIZING RE-ADVERTISEMENT FOR REPLACEMENT OF EXISTING SCADA TOWER LOCATED AT THE WASTEWATER TREATMENT PLANT.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 30th day of May, 2023.
Bids were received for water itron erts. Name of Bidders No bids were received. Upon request from the Administration and a motion of Mr. Fowler and seconded by Mr. Villard re-advertisement was authorized on the following: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WATER ITRON ERTS AND OTHER MATTERS WITH RESPECT THERETO.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.
RESOLUTION NO. 0410-2023
RESOLUTION AUTHORIZING RE-ADVERTISEMENT FOR WATER ITRON ERTS.
The President called for any discussion, a vote was called for and resulted as follows:

Bids were received for sulfur dioxide, technical grade, liquid on ton cylinders for Wastewater Department. Name of Bidders DPC Enterprises, LP Unibar Solutions
The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SULFUR DIOXIDE, TECHNICAL GRADE, LIQUID ONE (1) TON CYLINDERS FOR WASTEWATER DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH THE RAPIDES PARISH FAIR ASSOCIATION FOR USE OF TROLLEY’S AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE REZONING PROPERTY LOCATED AT 226 NORTH BOLTON AVENUE FROM “I-1” (LIGHT INDUSTRIAL DISTRICT) TO “SF-3” (SINGLE FAMILY HIGH DENSITY DISTRICT) TO ALLOW FOR THE DEVELOPMENT OF SINGLE FAMILY HOMES AND THE EXPANSION OF NORTH PARK VILLAGE SUBDIVISION AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE SERVICE CONTRACT WITH CONTROL DEVICES, INC. FOR TESTING, CALIBRATION AND MAINTENANCE OF SUBSTATION RELAYS, METERS AND RELATED EQUIPMENT FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND D.G. HUNTER GENERATING STATION AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE SERVICE CONTRACT WITH ADVANCED ENVIRONMENTAL COMPLIANCE, LLC AND TERRACON CONSULTANTS FOR ENVIRONMENTAL ENGINEERING AND CONSULTING SERVICES AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH LOUISIANA MUNICIPAL ASSOCIATION FOR ITS ANNUAL MEETING HOSTED IN ALEXANDRIA AUGUST 3-5, 2023; AND AUTHORIZING THE MAYOR TO ENTER INTO CONTRACT FOR SERVICES OR JOINT SERVICES RELATED TO EVENT; AND TO AUTHORIZE PURCHASES AND VENDING OR OTHER MATTERS RELATED THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT FOR PROPERTY TAX SOFTWARE FROM ARKANSAS CAMA TECHNOLOGY (ACT) AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW AN EXISTING CONTRACT AND SUBSEQUENT CONTRACTS FOR MAINTENANCE AGREEMENT INCLUDING MOWING AND LITTER PICKUP WITH THE STATE OF LOUISIANA DEPARTMENT OF TRANSPORTATION AND DEVELOPMENT AND OTHER MATTERS WITH RESPECT THERETO.

Mr. Washington requested that the following be added to the June 13, 2023 Council Agenda and placed in the June 13, 2023 Legal Committee:
To consider final adoption of an ordinance to amend the City of Alexandria Criminal Code, Chapter 15 of the Code of Ordinances, Article VII., offenses affecting the public generally, by adding Section 15-129 to provide for responsibilities of owners of firearms with respect to minors and otherwise to provide with respect thereto. The President adjourned the meeting at 6:12 p.m.
