PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON SEPTEMBER 5, 2023. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, September 5, 2023 at 5:003 P.M. Those present were the Honorable Lee Rubin, Chuck Fowler, Cynthia Perry, Gary Johnson, Jim Villard, Lizzie Felter and REDDEX Washington. Also present were Chief of Staff Kay Michiels, City Attorney Jonathon Goins, Assistant City Attorney Daniel Smith and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Lee Rubin, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Washington and the Pledge of Allegiance was led by Ms. Felter. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council Meeting held on August 22, 2023 were unanimously approved by the Council.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees.

Mr. Villard moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Fowler seconded the motion. It was unanimously carried by the Council. Bids were received for treated wood poles. Name of Bidders Stella Jones The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Villard and seconded by Mr. Fowler to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR TREATED WOOD POLES AND OTHER MATTERS WITH RESPECT THERETO.

Bids were received for plastic refuse bags. Name of Bidders Economical Janitorial and Paper Supplies Interboro Packaging Corporation DYNA PAK Corporation Central Poly-bag Corporation New York Packaging

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Villard and seconded by Mr. Fowler to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR PLASTIC REFUSE BAGS AND OTHER MATTERS WITH RESPECT THERETO.

Upon request from the Administration the following item was delayed for two weeks: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW SUBMITTED FOR WIRE AND CABLE FOR ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH ELECTRIC POWER SYSTEMS INTERNATIONAL FOR TESTING AND MAINTENANCE OF SUBSTATION TRANSFORMERS, CIRCUIT BREAKERS AND RELATED EQUIPMENT AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH MARTIN SUSTAINABLE RESOURCES L.L.C. RELATIVE TO A LIMITED USE AGREEMENT RELATED TO COMPTON PARK TO AUTHORIZE AGREEMENTS RELATED THERETO INCLUDING TO ACCEPT A DONATION AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.

On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH XPRESS RECYCLING FOR THE SALE OF SCRAP METAL AND OTHER MATTERS WITH RESPECT THERETO.

RESOLUTIONS

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0457-2023

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR

ADOPTION/RESCUE TRAILER FOR THE ANIMAL SHELTER.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None. This resolution was thereupon declared adopted on this the 5th day of September, 2023.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0458-2023

RESOLUTION AUTHORIZING THE CITY TO CO-SPONSOR THE 2023 LOUISIANA REGION 6 BROWNFIELDS CONFERENCE. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 5th day of September, 2023.

ORDINANCES FOR FINAL ADOPTION

SUBJECT TO A PUBLIC HEARING

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard. ORDINANCE NO. 129-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR KISATCHIE GROUND STORAGE AERATION PROJECT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows: YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 5th day of September, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Ms. Felter. ORDINANCE NO. 130-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR PUBLIC ENTERPRISE PROJECT ALEXANDRIA RIVERFRONT DEVELOPMENT PHASE II AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Felter, Washington, Rubin, Fowler, Perry, Johnson.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 5th day of September, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard. ORDINANCE NO. 131-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE THE

INTERGOVERNMENTAL AGREEMENT FOR STATE PROJECT H.015190 AUGUSTA AVENUE DRAINAGE IMPROVEMENTS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 5th day of September, 2023.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin. NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 5th day of September, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard. ORDINANCE NO. 133-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE DONATION WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 5th day of September, 2023.

The President adjourned the meeting at 5:10 p.m.
