Motion to adopt a resolution on car bon capture and sequestration (CCS) in Rapides Parish and authorize the Pari sh President to form a Taskforce comprised of seventeen (17) member s to engage in a transparent and thorough research exercise for the ne xt ninety (90) days to provide the citizens of Rapides Parish a valid and unbiased report on any safety concerns or risks of the Beaver Lake Project a nd hold a public hearing to receive the results of the requested GEC independent geological study. Motion to adopt a resolu tion ordering and calling special elections to be held in (i) Fire Protection District No. 4 of the Parish of Rapides, State of Louisiana, (ii) Fire Protection District No. 7 of the Parish of Rapides, State of Louisiana, (iii) Fire Protection Dist rict No. 19 of the Parish of Rapides, State of Louisiana and (iv) Road Distri ct No. 2C of Rapides Parish, State of Louisiana, to authorize the renewal and continuation of special taxes therein, making application to the State Bond Commission, and providing for other matters in connection therewith. Motion to adopt a resolution provi ding for canvassing the returns and declaring the results of the special elections held in (i) Fire Protection District No. 14 of the Parish of Rapides, State of Louisiana and (ii) Fire Protection District No. 16 of the Parish of Rapides, State of Louisiana, on Saturday, November 15, 2025, to authorize the levy of special taxes therein. Motion to adopt a resolution author izing an airfield lighting rehabilitation site assessment and preliminary e ngineering report for Esler Regional Airport, anticipated cost for the project not to exceed $40,000.00.
