On a motion of Mr. Fowler and seconded by Mr. Johnson the minutes taken from a regular Council Meeting held on July 23, 2024 were unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees.
Mr. Fowler moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Rubin seconded the motion. It was unanimously carried by the Council. Upon request from the Administration, the following item was delayed for two weeks: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ARMORED SWAT VEHICLE FOR THE POLICE DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH MISSIONBOOST, LLC FOR THE PURPOSE OF PROVIDING GRANT WRITING AND OTHER RELATED SERVICES TO THE ALEXANDRIA POLICE DEPARTMENT UNDER SUCH TERMS AND CONDITIONS AS THE MAYOR BELIEVES REASONABLE AND NECESSARY AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN AMENDMENT TO THE COOPERATIVE ENDEAVOR AGREEMENT BETWEEN THE STATE AND THE CITY FOR ADDITIONAL FUNDS FOR THE LOUISIANA WATERSHED INITIATIVE PROJECT CHATLIN LAKE CANAL OVERFLOW RELIEF STRUCTURE TO THE RED RIVER AND OTHER MATTERS WITH RESPECT THERETO.
RESOLUTIONS
Mr. Fowler moved for the adoption of the following resolution, whic h was seconded by Mr. Villard.
RESOLUTION NO. 0577-2024
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR A MINIMUM OF ONE REAR LOADING REFUSE TRUCK 25 CUBIC YARD CAPACITY. The President called for any discussion, a vote was called for and resulted as follows: YEAS: Fowler, Washington, Rubin, Villard, Perry, Johnson.
NAYS: None.
ABSENT: Felter.
This resolution was thereupon declared adopted on this the 6 th day of August, 2024.
Mr. Fowler moved for the adoption of the following resolution, whic h was seconded by Mr. Rubin.
RESOLUTION NO. 0578-2024
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR
INSTALLATION OF 120/240 DELTA 3 PHASE 100 KW GENERATOR WITH TRANSFER SWITCH. The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Rubin, Villard, Perry, Johnson.
NAYS: None.
ABSENT: Felter.
This resolution was thereupon declared adopted on this the 6 th day of August, 2024.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.
RESOLUTION NO. 0579-2024
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR A MINIMUM OF ONE SHUTTLE TRUCK. The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Rubin, Villard, Perry, Johnson.
NAYS: None.
ABSENT: Felter.
This resolution was thereupon declared adopted on this the 6 th day of August, 2024.

RESOLUTION NO. 0580-2024
RESOLUTION CONFIRMING THE APPOINTMENT OF MARCUS CONNELLA, P.E. AS DIRECTOR REPRESENTING THE CITY OF ALEXANDRIA TO SERVE ON THE BOARD OF DIRECTORS OF THE LOUISIANA ENERGY AND POWER AUTHORITY. The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Washington, Rubin, Villard, Perry, Johnson.
NAYS: None.
ABSENT: Felter.
This resolution was thereupon declared adopted on this the 6 th day of August, 2024. Mr. Fowler moved for the adoption of the following resolution, whic h was seconded by Mr. Rubin.

ORDINANCES FOR FINAL ADOPTION
SUBJECT TO A PUBLIC HEARING
Upon request from the Administration and a motion of Mr. Fowler and seconded by Mr. Rubin, the following item was delayed for two weeks:
AN ORDINANCE AUTHORIZING THE MAYOR ACCEPT THE LOW BID SUBMITTED FOR WASTEWATER TREATMENT PLANT ROADWAY LIGHTING PHASE 2 AND OTHER MATTERS WITH RESPECT THERETO.
Upon request from the Administration and a motion of Mr. Fowler and seconded by Mr. Johnson the following item was removed from the agenda:
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR PAD MOUNTED UNDERGROUND SWITCH FOR ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Johnson. ORDINANCE NO. 121-2024
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR PURCHASE AND INSTALLATION OF DISPATCH CONSOLES, BOOKCASE AND STORAGE LOCKER FOR THE FIRE DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Fowler. ORDINANCE NO. 122-2024
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ELECTRIC UTILITY RIGHT-OF-WAY MAINTENANCE AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR TWO 2024 MODEL YEAR FORD EXPLORER CURRENT MODEL YEAR OR NEWER FOR THE POLICE DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

COOPERATIVE ENDEAVOR AGREEMENT WITH THE STATE OF LOUISIANA, OFFICE OF FACILITY PLANNING AND CONTROL, FOR SUGARHOUSE ROAD/EDDIE WILLIAMS BLVD. CAPITAL OUTLAY APPROPRIATIONS AND ANY OTHER RELATED DOCUMENTS REASONABLE AND NECESSARY THERETO AND OTHER MATTERS WITH RESPECT THERETO.
