PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON SEPTEMBER 21, 2021. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, September 21, 2021 at 5:45 P.M. Those present were the Honorable James “Jim” Villard, Chuck Fowler, Gerber Porter, Catherine Davidson, REDDEX Washington, Lee Rubin and Cynthia Perry. Also present were Mayor Hall, City Attorney Shane Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Washington and the Pledge of Allegiance was led by Mr. Fowler. APPROVAL OF MINUTES On a motion of Mr. Rubin and seconded by Mr. Fowler the minutes taken from a regular Council m eeting held September 7 , 202 1 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Washington seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Washington the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR THE CONSTRUCTION OF THE ADAMS STATION EQUIPMENT STORAGE AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Washington the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR PLASTIC REFUSE BAGS AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Washington the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVED FOR PROFESSIONAL SERVICES FOR THE ANNUAL REQUIREMENTS CONTRACT FOR ELECTRIC, GAS, WATER AND WASTEWATER AND OTHER MATTERS WITH RESPECT THERET O. Upon request from the Administration, the following item was del ayed for two weeks: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVED FOR PROFESSIONAL SERVICES FOR THE AMERICAN RESCUE PLAN ACT PSA PROPOSALS AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Washington the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED BY YANKEE HOLDINGS DBA YANKEE CLIPPER FOR LANDSCAPE MAINTENANCE SERV ICES – JACKSON AT MACARTHUR AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Washington the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED BY YANKEE HOL DINGS DBA YANKEE CLIPPER FOR LANDSCAPE MAINTENANCE SERVICES – I-49 GREENBELT AND OTHER MATTERS WITH RESPECT THERETO. RESOLUTIONS Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0211-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR SOCCER EQUIPMENT.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Washington, Villard.

NAYS: Porter.

ABSENT: None.

This resolution was thereupon declared adopted on this the 21st day of September, 2021.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Davidson. RESOLUTION NO. 0212-2021

RESOLUTION CONFIRMING THE REAPPOINTING OF CONNIE BAKER TO SERVE ON THE ALEXANDRIA CIVIL SERVICE COMMISSION REPRESENTING SOUTHERN UNIVERSITY AND A&M COLLEGE.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard. NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 21 st day of September, 2021.

ORDINANCES FOR FINAL ADOPTION

SUBJECT TO PUBLIC HEARING

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Rubin.

ORDINANCE NO. 164-2021

AN ORDINANCE

AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID

SUBMITTED FOR THE WASTEWATER TREATMENT PLANT ADMIN BUILDING HVAC REPLACEMENT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 21st day of September, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Ms. Davidson.

ORDINANCE NO. 165-2021 AN ORDINANCE AUTHORIZING THE FIRE CHIEF OF THE CITY OF ALEXANDRIA TO SIGN ON BEHALF OF THE CITY OF ALEXANDRIA A MUTUAL AID AGREEMENT WITH THE LOUISIANA OFFICE OF STATE FIRE MARSHALL AND OTHER FIRE DEPARTMENTS FOR A PUBLIC PURPOSE AND OTHERWISE TO PROVIDE W ITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 21st day of September, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Villard.

ORDINANCE NO. 166-2021

AN ORDINANCE

AUTHORIZING THE MAYOR TO EXECUTE CHANGE ORDER

REHABILITATION

AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows: YEAS: Rubin, Davidson, Porter, Washington, Villard, Fowler, Perry.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 21 st day of September, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard.

ORDINANCE NO. 167-2021

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH KEEP LOUISIANA BEAUTIFUL, INC AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 21 st day of September, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Ms. Davidson.

ORDINANCE NO. 168-2021

AN ORDINANCE

AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST QUOTE

RECEIVED FROM XPRESS RECYCLING FOR THE SALE OF SCRAP METAL AND OTHER MATTERS WITH RESPECT THERETO. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 21 st day of September, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Rubin.

ORDINANCE NO. 169-2021

AN ORDINANCE

AMENDING THE 2021 -2022 OPERATING BUDGET FOR STORM PREPAREDNESS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None. This ordinance was thereupon declared adopted on this the 21 st day of September, 2021.

PUBLIC HEARING-COMMUNITY DEVELOPMENT

On a motion of Mr. Fowler and seconded by Ms. Davidson the Council opened a public hearing at 6:55 p.m.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Davidson.

RESOLUTION NO. 0213-2021

RESOLUTION TAKING ACTION ON THE STRUCTURES LOCATED AT

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None. This resolution was thereupon declared adopted on this the 21st day of September, 2021.

On a motion Mr. Fowler and seconded by Ms. Davidson the Council closed the public hearing at 6:46 p.m.
