PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MAY 31, 2022. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, May 31, 2022 at 5:15 P.M. Those present were the Honorable Catherine Davidson, Jim Villard, Cynthia Perry, Lee Rubin, Chuck Fowler, Gerber Porter and REDDEX Washington. Also present were Mayor Hall, City Attorney Shane Williams, and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Catherine Davidson, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Washington and the Pledge of Allegiance was led by Mr. Villard. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council meeting held May 17, 2022 and two Special meetings on May 12, 2022 and May 19, 2022 were unanimously approved by the Council. EXECUTIVE SESSION TO BE HELD PURSUANT TO R.S. 42:17

  • (A) (2) ON THE FOLLOWING:
  • (a) To consider a report and recommendation from the City Attorney in the matters of the claim “Lisa Jones, et al. v. City of Alexandria, et al.” Docket No. 269, 163-E 9th Judicial District Court.
  • (b) To consider a report and recommendation from the City Attorney in the matter of claims “Donald Wilkinson and Sidney Wilkinson v. Dequarious Brown, State Farm Mutual Automobile Insurance Company, Safe Auto Insurance Company, and City of Alexandria”, Docket No. 265,149-F, 9th Judicial District Court, Rapides Parish.”

Mr. Villard made a motion that was seconded by Mr. Fowler to enter executive session. The President asked for a roll call vote. The following vote was taken and resulted as follows:

YEAS: Villard, Perry, Rubin, Fowler, Washington, Porter, Davidson.

NAYS: None.

ABSENT: None.

The Council went into executive session at 5:19 p.m.

The meeting was called back to order by the President.

Mr. Rubin made a motion that was seconded by Mr. Vi llard to close the executive session. Executive session clo sed at 5: 40 p.m. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Villard moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Rubin seconded the motion. It was unanimously carried by the Council. Bids were received for sulfur dioxide, technical grade, liquid one ton cylinders.

Name of Bidders Univar Solutions – no bid DPC

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Villard and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SULFUR DIOXIDE, TECHNICAL GRADE, LIQUID ON E TON CYLINDERS FOR THE WASTEWATER DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO. Bids were received for spun prestressed wood equivalent concrete. Name of Bidders StressCrete Meyer Utility Structures

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Villard and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SPUN PRESTRESSED WOOD EQUIVALENT CONCRET E AND OTHER MATTERS WITH RESPECT THERETO. Bids were received for 2022-2025 Water Well Maintenance and Rehabilitation Contract. Name of Bidders Continental Drilling & Service, Inc. Layne Christian Company

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Villard and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR THE 2022-2025 WATER WELL MAINTENANCE AN D REHABILITATION CONTRACT AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE SERVIC E CONTRACT WITH CONTROL DEVICES, INC., FOR TESTING, CALIBRATION AND MAINTENANCE OF SUBSTATION RELAYS, METERS FOR THE ELECTRIC DISTRIBU TION DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE SERVIC E CONTRACT WITH ADVANCED ENVIRONMENTAL COMPLIANCE, LLC AND TERRA CON CONSULTANTS FOR ENVIRONMENTAL ENGINEERING AND CONSULTIN G SERVICES AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE TO AUTHORIZE THE CITY ATTORNEY TO COMPROMISE AND SETTLE THE DISPUTES IN THE MATTER “DONALD WILKINSON AND SIDNEY WILKINSON V. On a motion of Mr. Villard and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CO OPERATIVE ENDEAVOR AGREEMENT WITH WLM AQUATIC SCHOOL, INC. FOR SWIMMING LESSONS FOR ALEXANDRIA YOUTH AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN A GREEMENT WITH BERMEX TO CONTRACT METER READING SERVICES AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANC AUTHORIZING THE MAYOR TO ENTER INTO AGREEMENT WITH THE UNITED STATES ARMY TRAINING AND DOCTRINE COMMAND ARMY PAY PROGRAM AND OTHER MATTERS WITH RESPECT THERETO. Mr. Rubin moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0291-2022

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR TURN OUT GEAR FOR THE FIRE DEPARTMENT.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Fowler, Washington, Porter, Davidson, Villard, Perry.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 31st day of May, 2022.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0292-2022

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR ANNUAL VEHICLE BID CURRENT MODEL YEAR OR NEWER.

The President called for any discussion, a vote was called for and resulted as follows:

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR LIQUI D CHLORINE ONE (1) TON CYLINDERS.

RESOLUTION NO. 0294-2022

RESOLUTION FOR THE COMMITMENT OF ADDITIONAL FUNDS FOR THE LOUISIANA WATERSHED INITIATIVE PROJECT CHATLIN LAKE CAN AL OVERFLOW RELIEF STRUCTURE TO THE RED RIVER.

The President called for any discussion, a vote was called for and resulted as follows:

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

AN ORDINANCE

TO ACCEPT THE LEAD-SAFE HOUSING PROGRAM POLICY AND

PROCEDURES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

PURCHASE TWO (2) LONE STAR PROMASTER CUTAWAY VANS FOR ATRANS MUNICIPAL TRANSIT SYSTEM FROM THE STATE OF OKLAHOMA PROC UREMENT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Porter, Davidson, Villard, Perry, Rubin.

NAYS: None.

The President called for any discussion, a vote was called for and resulted as follows:

SUBMITTED FOR PRESCOTT ROAD SUBSTATION BREAKER ONE, 2 .4KV TO 7.2KV CONVERSION AND RECONDUCTOR AND OTHER MATTERS WITH RESPECT THERETO. Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION AUTHORIZING READVERTISEMENT FOR PRESCOTT ROA D SUBSTATION BREAKER ONE, 2.4KV TO 7.2KV CONVERSION AND RECONDUCTOR.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Perry, Rubin, Fowler, Washington, Porter, Davidson.

NAYS: None.

ABSENT: None.
