Motion to adopt a resolution to allow Capital Area Finance Authority (CAFA) to offer a bond program in addition to their current grant program s to citizens looking to purchase homes in Rapides Parish. CAFA is a Local Housing Finance Agency, not a state agency and has a Cooperati ve Endeavor Agreement with Rapides Finance Authority, contingent upon approval by Rapides Finance Authority. Motion to amend a motion of June 8, 2026 to authorize cleanup of garbage, trash, weeds and debris at 6137 Isabella Drive Boeuf Trace, Alexandria, LA and authorize legal counsel to invoice the property owner for cost of cleanup.   2. Motion to accept the recommendation of the Parish Ambulance Control Board and the Parish Ambulance Services Subcommittee and implement the following:
  1. authorize the increase of the contract Administrative Fee paid annually by Pafford EMS for the cost of ambulance services compliance & monitoring to $55,000.00 for 2026-27 year and then $50,000.00 for 2027-28 year;
  2. approve the contract proposal with FirstWatch Solutions Inc for O CU Module Response Monitoring & Performance Plus Module for ambulance response time compliance ratios, and additional Trigge rs & Emergency Notification to School Resource Officers & F ire Responders in Rapides Parish; (Mr. Harris)
  1. Motion to approve the installation of traffic control signs on P earce Road and at Donahue Ferry and Pearce Road as recommended by Pan Am erican Engineers, project to be funded by Road Maintenance 10A, Distri ct B. Estimated cost of project is $43,000.00. (Mr. Wiggins)
  2. Motion to adopt an ordinance to reduce the speed limit from 35 mph to 20 mph on Donahue Ferry Road, Ward 10, District B, within a certain portion in front of Journey Church and designate it as a “Church Zone” and authorize the Rapides Parish Public Works Department to erect signs. (Mr. Wiggins)
  3. Motion to authorize Pan American Engineers to receive quote s and award to the lowest bidder for drainage improvements on Ates Road, Ward 10A, District A. (Mr. Moreau)
  4. Motion to discuss and take action for hourly rate increases for part time positions for the following departments: Rapides Parish Police J ury Finance, Courthouse Maintenance, Cotile Recreation and Rapides Parish Public Works. (Mr. Overton) REGULAR MEETING JULY 13, 2026

  2. Motion to award Project No. 3532 – Curtis Park Subdivision Concret e Pavement Rehabilitation to the lowest bidder, Merrick Construction, for the base bid of $440,000.00, and approve a contemporaneously negotiated deductive Change Order be executed between Rapides Parish Police Jury and the Low Bidder, to deduct certain work and for the cost of the project not to exceed $220,000.00, as recommended by Pan American Engineers and authorize the Parish President to sign all necessary documents. P roject to funded by Road District 10A, District A (Mr. Moreau)
  3. Motion to award Project No. 3555 – Munson Road Widening to t he lowest bidder, TL Construction LLC, for the base bid of $335,900.00, as recommended by Pan American Engineers and authorize the Parish President to sign all necessary documents. Project to be funded by Road Di strict 3A, District H. (Mr. Giles)
  4. Motion to reappoint Austin Vidrine to the Fire District No. 2 Board, employee elect, for a three (3) year term. Term will expire July 29, 2029. (Mr. McGlothlin)
  5. Motion to award Project No. 3531 – West River Road Overlay to the lowest bidder, Artech Construction & Design LLC, for the base bid of $811,960.00, as recommended by Pan American Engineers and authorize the Parish President to sign all necessary documents.
