PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON NOVEMBER 24, 2020. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, November 24, 2020 at 5:00 P.M. Those present were the Honorable Jules Green, Malcolm Larvadain, Jim Villard, Chuck Fowler, Gerber Porter and Joe Fuller. Harry Silver attended electronically. Also present were Mayor Hall, City Attorney David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Nolley and the Pledge of Allegiance was led by Mr. Fuller. EXECUTIVE SESSION Held pursuant to R.S. 42:17 (A) (2) on the following item:
- A. TO CONSIDER A REPORT FROM THE CITY ATTORNEY IN THE MATTER OF THE CITY OF ALEXANDRA, LOUISIANA VERSUS UNITED DAUGHTERS OF THE CONFEDERACY THOMAS OVERTON MOORE CHAPTER #640 AND RAPIDES PARISH POLICE JURY, 9 TH JUDICIAL DISTRICT COURT, PARISH OF RAPIDES, STATE OF LOUISIANA, CIVIL SUIT NO. 268362 A. On a motion of Mr. Fowler and seconded by Mr. Fuller the Council unanimously entered Executive Session at 5:05 P.M. On a motion of Mr. Fowler and seconded by Mr. Villard the Council unanimously exited Executive Session at 5:18 P.M. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council meeting held November 10, 2020 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Villard moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Fowler seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE REVISING SECTION 4-22 OF THE CITY OF ALEXANDRIA MUNICIPAL CODES WITH RESPECT TO THE SALE OF ALCOHOLIC BEVERAGES NEAR A CHURCH, SCHOOL, PUBLIC LIBRARY, PLAYGROUND, FULL TIME DAY CARE, OR CORRECTIONAL FACILITY AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE THE ENTITYSTATE AGREEMENT FOR CAPITAL IMPROVEMENT PROJECT/ METROPOLITAN PLANNING ORGANIZATION RAPIDES AVENUE AND THIRD STREET IMPROVEMENTS AND OTHER MATERS WITH RESPECT THERETO. RESOLUTIONS
Mr. Porter moved for the adoption of the following resolution, which was seconded by Mr. Fuller.
RESOLUTION NO. 0103-2020
RESOLUTION APPOINTING JASON GAMLIN TO SERVE ON THE GREATER ALEXANDRIA ECONOMIC DEVELOPMENT AUTHORITY BOARD OF COMMISSIONERS.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Porter, Silver, Fuller, Green, Larvadain, Villard, Fowler.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 24th day of November 2020.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.
RESOLUTION NO. 0104-2020
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR JOHNNY DOWNS SPORTS COMPLEX REJUVENATION PROJECT CONTRACT “C” BASEBAL L/SOFTBALL FIELDS AND FACILITIES IMPROVEMENTS.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Silver, Fuller, Green, Larvadain, Villard.
NAYS: Porter.
ABSENT: None.
This resolution was thereupon declared adopted on this the 24th day of November 2020.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Fuller.
ORDINANCE NO. 163-2020

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MARTIN PARK DRAINAGE REPAIRS AND OTHER MATTERS RELATED THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Villard, Fowler, Silver, Porter, Fuller, Green, Larvadain.
NAYS: None.
ABSENT: None.
This ordinance was thereupon declared adopted on this the 24th day of November 2020.
Upon request from the Administration, the following item was delayed for two weeks:

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW SUBMITTED FOR CONSTRUCTION MAINTENANCE CONTRACT C CONCRETE PAVEMENT AND SIDEWALK IMPROVEMENTS 2020-2021 AND OTHER MATTERS RELATED THERETO.
Upon request from the Administration, the following item was delayed for two weeks:

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CONTRACT A ROADSIDE DITCH ENCLOSURE AND STORM WORKS MAINTENANCE 2020- 2021 AND OTHER MATTERS RELATED THERETO.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Fuller.
ORDINANCE NO. 164-2020

ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRA CT WITH ENTERPRISE PRODUCTS OPERATING, LLC FOR NATURAL GAS SUPPLY SERVICES AND OTHER MATTERS RELATED THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Silver, Porter, Fuller, Green, Larvadain, Villard.

ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH THE FOOD BANK OF CENTRAL LOUISIANA AND OTHER MATTERS RELATED THERETO.

ORDINANCE REZONING PROPERTY LOCATED AT 6556 HWY 1 FROM I- 1 (LIGHT INDUSTRIAL DISTRICT) TO SF-2 (SINGLE FAMILY DIST RICT) TO ALLOW FOR CONSTRUCTION OF 11 SINGLE FAMILY HOMES ON SAID PROPERTY AND OTHER MATTERS RELATED THERETO.
The President called for any discussion, a vote was called for and resulted as follows: YEAS: Villard, Fowler, Silver, Porter, Fuller, Green, Larvadain.
NAYS: None.
ABSENT: None.
This ordinance was thereupon declared adopted on this the 24th day of November 2020.
COMMITTEES
There were no reports from Finance Committee, Economic, Workforce and Planning Development Committee, Property and Zoning Committee and A&E Committee. Legal Affairs Committee Chair, Mr. Larvadain gave a recap of his previous Committee Meeting. Utility Committee Chair, Mr. Porter gave a report on what was discussed at the previous Committee Meeting. Personnel/Insurance Committee Chair, Mr. Green stated that the COVID numbers were rising and asked everyone to wear a mask. Public Safety, Works and Transportation Committee Chair, Mr. Porter gave a briefing of the previous committee. Community Affairs, Services and Events Committee Chair, Mr. Larvadain reminded everyone that Thursday was Thanksgiving and that City offices and services would be suspended.
