ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON OCTOBER 18, 2022. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, October 18, 2022 at 5:00 P.M. Those present were the Honorable Catherine Davidson, Jim Villard, Cynthia Perry, Lee Rubin, Chuck Fowler, REDDEX Washington and Gerber Porter. Also present were Mayor Hall, City Attorney Shane Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Catherine Davidson, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Porter and the Pledge of Allegiance was led by Mr. Villard. APPROVAL OF MINUTES On a motion of Mr. Villard and seconded by Mr. Rubin the minutes taken from a regular Council Meeting held on October 4, 2022 were unanimously approved by the Council.
CONSENT CALENDAR
The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Rubin moved for the adoption or introduction of all items appearing under the heading Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. Bids were received for water storage security camera project. Name of Bidders Simpson Security Systems, LLC Bit Happens IT Solutions
The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Rubin and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WATER STORAGE SECURITY CAMERA PROJECT AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AMENDING THE ALEXANDRIA CODE OF ORDINANCES, CHAPTER 7, ARTICLE IV. HOUSING CODE, SECTION 7-127, “PENALTY FOR FAILURE TO COMPLY” BY ADDING SUBSECTION 7-127 (4) TO PROVIDE AND TO ESTABLISH AN ADMINISTRATIVE FEE OF SIX HUNDRED DOLLARS FOR EACH PROPERTY DEMOLISHED AND TO AUTHORIZE COST AS ADDITIONS FOR ANY LIEN BY THE CITY FOR FINAL COSTS INCURRED AND OTHER MATTERS WITH RESPECT THERETO.
On a motion of Mr. Rubin and seconded by Mr. Villard the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH LINETEC SERVICES, INC., FOR UNDERGROUND ELECTRIC CONSTRUCTION UNIT PRICING AND OTHER MATTERS WITH RESPECT THERETO.
RESOLUTIONS
Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Porter.
RESOLUTION NO. 0324-2022
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR PETROLEUM PRODUCTS.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Villard, Perry, Rubin, Washington, Porter, Davidson.
NAYS: None.
ABSENT: Fowler.
This resolution was thereupon declared adopted on this the 18th day of October, 2022.
Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Davidson.
RESOLUTION NO. 0325-2022
RESOLUTION AUTHORIZING THE CITY TO CO-SPONSOR CENLA PRIDE 2023 ON JUNE 2 AND 3, 2023.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Villard, Perry, Rubin, Fowler, Washington, Porter, Davidson.
NAYS: None.

ORDINANCE NO. 173-2022
AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR BRASS FITTINGS AND MISCELLANEOUS AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WITH ENMON ENTERPRISES, LLC DBA JANI-KING OF ALEXANDRIA FOR JANITORIAL SERVICES FOR THE ALEXANDRIA ZOOLOGICAL PARK AND OTHER MATTERS WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH KONE ELEVATOR COMPANY FOR ELEVATOR PREVENTATIVE MAINTENANCE AND OTHER MATTERS WITH RESPECT THERETO.

ENFORCEMENT (LCLE) TO RECEIVE FEDERAL/STATE FUNDS FOR THE “VICTIM ASSISTANCE PROGRAM 3” FOR THE ALEXANDRIA POLICE DEPARTMENT AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.

AN ORDINANCE AUTHORIZING THE MAYOR TO SIGN WITH THE STATE OF LOUISIANA, THROUGH THE DIVISION OF ADMINISTRATION, THE BOARD OF SUPERVISORS OF LOUISIANA STATE UNIVERSITY AGRICULTURE AND MECHANICAL COLLEGE, AND OTHER STATE AGENCIES, IF NECESSARY TO ACCEPT AND INCORPORATE AS PART OF THE CITY OF ALEXANDRIA’S WASTEWATER COLLECTION SYSTEM A SEWER FORCE MAIN, PUMP STATIONS AND RIGHTS OF WAY TO SERVE LSUA AND THE STATE EMERGENCY SHELTER AND OTHER FACILITIES AND IMPROVEMENTS AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.

AN ORDINANCE TO AMEND THE 2022-2023 OPERATING ANNUAL BUDGET FOR THE CITY OF ALEXANDRIA ORDINANCE #56-2022 FOR PUBLIC SAFETY, THE POLICE DEPARTMENT, TO ADD AN ADDITIONAL POSITION TO THE PERSONNEL ROSTER FOR “CAPTAIN” TO INCREASE THE NUMBER TO FIVE (5) POLICE CAPTAIN POSITIONS AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Perry, Rubin, Fowler, Washington, Porter, Villard.
