  1. EXECUTIVE SESSION – Personnel Issue – In accordance with LSA-R.S. 42:17(A)(1).
  2. Discussion on the process and completion of work orders for the Public Works Department and organization of the Public Works Department.

BY ORDER OF THE PRESIDENT

Theresa Pacholik, Secretary/Treasurer

There were present: Joseph “Joe” Bishop, President, Sean McGlothlin, VicePresident, Davron “Bubba” Moreau, Craig Smith, Theodore Fountaine, III, David Johnson and Jay Scott.

Absent were Police Jurors: Oliver “Ollie” Overton, Jr. and Rusty Wilder

Also present were: Mrs. Theresa Pacholik, Secretary/Treasurer; Mr. Gregory L. Jones, Legal Counsel; Mr. Cory Ashmore, Public Works Director; Mrs. Sharon Neal, WOD/OEWD Director, Mrs. Betty Jo Bourgeois, Tax Administrator; Mrs. Sarah Vidrine, Assistance Parish Secretary and Ms. Wendy Ammons.

The invocation was given by Mr. Bubba Moreau.

The Pledge of Allegiance was led by Mr. Craig Smith.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Joe Bishop, President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.

The President asked if there was any public comment on any agenda item, to which there was no response.

On motion by Mr. Jay Scott, seconded by Mr. Sean McGlothlin to go into Executive Session to discuss personnel issue as requested by the Public Works Director.

Roll call vote was as follows:

YEAS: Mr. Craig Smith, Mr. David Johnson, Mr. Theodore Fountaine, III, Mr. Jay Scott, Mr. Davron “Bubba” Moreau, Mr. Sean McGlothlin and Mr. Joe Bishop. NAYS: none ABSENT: Mr. Oliver “Ollie” Overton and Mr. Rusty Wilder

On roll call vote the motion carried unanimously at 3:10 p.m.

EXECUTIVE SESSION

On motion by Mr. Sean McGlothlin, seconded by Mr. Jay Scott, at 5:03p.m., to come out of executive session.

The President called the meeting back into Open Session at 5:03 p.m.

On motion by Mr. Joe Bishop, seconded by Mr. Sean McGlothlin to take the meeting under advisement and revisit at a later date with all Jurors. On vote the motion carried.

On motion by Mr. Craig Smith, seconded by Mr. Jay Scott to table motion number two (2) until the August 7, 2023 Committee Meeting. On vote the motion carried.

On motion by Mr. Sean McGlothlin, seconded by Mr. Craig Smith, that the following item(s) were placed on the Special Jury meeting after the agenda was posted and are now being added in compliance with the Public Meetings Law and confirmed as having been added to the agenda by unanimous vote:

Roll call votes was as follows: YEAS: Mr. Craig Smith, Mr. David Johnson, Mr. Theodore Fountaine, III, Mr. Jay Scott, Mr. Davron “Bubba” Moreau, Mr. Sean McGlothlin and Mr. Joe Bishop. NAYS: none ABSENT: Mr. Oliver “Ollie” Overton and Mr. Rusty Wilder

On motion by Mr. Craig Smith, seconded by Mr. Bubba Moreau to approve Change Order No. 2 – Repairs to the Exhibition Hall for in scope electrical repairs, cost not to exceed $25,000.00 and authorize the Parish President to sign all necessary documents. Discussion ensued.

Mr. Tommy David with Pan American Engineers briefed the Jurors in attendance of the status of the ongoing repairs currently being done at the Exhibition Hall. He discussed some additional in scope electrical repairs that needed to be completed and some additional out of project scope upgrades and that would be beneficial to the facility. Mr. Greg Jones stated it would be in our best interest to wait and review the proposed out of scope upgrades and discuss it further when all Jurors were present.

On vote the motion carried.

On motion by Mr. David Johnson, seconded by Mr. Sean McGlothlin there being no further business, the meeting was adjourned at 5:28 p.m.
