PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON MAY 4, 2021. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday , May 4, 2021 at 5:00 P.M. Those present were the Honorable James “Jim” Villard, Chuck Fowler, Gerber Porter, Catherine Davidson, REDDEX Washington, Lee Rubin and Cynthia Perry. Also present were Mayor Hall, City Attorney Shane Williams, Trey Gist and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Washington and the Pledge of Allegiance was led by Mr. Rubin. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Rubin the minutes taken from a regular Co unc il m eeting held April 20, 2021 were unanimously approved by the Council. MAYOR’S VETO MESSAGE ON ORDINANCE NO. 66 -2021 The City Clerk presented the Mayor’s veto message to the Council. On a motion of Mr. Porter and seconded by Ms. Davidson the Mayor’s Veto letter was read into the record by Mr. Gist. Ms. Davidson then read highlights from her Letter to the Citizens of Alexandria dated May 4, 2021 into the record. On motion of Ms. Davidson and seconded by Mr. Porter the re-adoption of Ordinance No. 66-2021 was brought up for final adoption:

ORDINANCE NO. 71-2021

AN

ORDINANCE RE-ADOPTING THE OPERATING BUDGET FOR THE CITY OF ALEXANDRIA FOR FISCAL YEAR 2021/2022; TO MAKE APPROPRIATIONS FOR THE ORDINARY EXPENSES OF ALL CITY DIVISIONS, DEPARTMENTS, OFFICES AND AGENCIES, PENSIONS AND OTHERWISE PROVIDING WITH RESPECT TO THE EXPENDITURES OF APPROPRIATIONS; ADOPTING THE CAPITAL BUDGET FOR THE CITY OF ALEXANDRIA FOR FISCAL YEAR 2021/2022; APPROPRIATING FUNDS FOR THE CAPITAL BUDGET FOR THE CITY OF ALEXANDRIA FOR FISCAL YEAR 2021/2022 AND PROVIDING FOR CAPITAL EXPENDITURES; AND OTHER MATTERS WITH RESPECT TO APPROPRIATIONS AND THE EXPENDITURE OF FUNDS PERTAINING THERETO AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Davidson, Washington, Perry, Villard, Porter.

NAYS: Rubin, Fowler.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 4 th day of May, 2021.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Rubin moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Fowler seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MACARTHUR DRIVE ROADWAY LIGHTING REPLACEMENT PHASE 4 AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WATER WELL METER REPLACEMENT PROJECT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE PROVIDING FOR THE 2021 ADJUSTED MILLAGE RATES ON THE MILLAGE ASSESSMENTS FOR PROPERTY IN THE CITY OF ALEXANDRIA LEVIED UPON THE DOLLAR OF THE ASSESSED VALUE OF ALL PROPERTY SUBJECT TO AD VALOREM TAXATION IN THE CITY OF ALEXANDRIA AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH CHRISTUS CABRINI FOUNDATION FOR THE 2021 WAL-MART GOLF TOURNAMENT SCHEDULED FOR MAY 25, 2021 AT LINKS ON THE BAYOU BENEFITING CHILDREN’S M IRACLE NETWORK AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH JCW FOUNDATION, INC. TO HOST FOOTBALL GAMES AND CLINICS AND BASKETBALL CLINICS AND WORKSHOPS AT VARIOUS CITY OWNED FACILITIES AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR ACCEPT A DONATION OF LAND AND IMPROVEMENTS FROM SOUTHERN GENERAL AGENCY, INC.; TO AUTHORIZE THE CONTRACT AND THE TERMS AND CONDITIONS RELATED THERETO AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH ALCHEMER, LLC. FOR SURVEY SOFTWARE AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH WILLIS ENGINEERING AND SCIENTIFIC, LLC TO DESIGN AND SUPERVIS E THE CONSTRUCTION OF A DRAINAGE SYSTEM FOR THE CITY OF ALEXANDRIA AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH NO LIMIT 4 RECOVERY TO CONDUCT A “BRINGING UNITY BACK INTO THE COMMUNITIES” MARCH AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH STEPHENS MEDIA GROUP FOR MEMORIAL DAY ON THE RED, WHITE AND BLUE AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH EXPRESS EMPLOYMENT PROFESSIONALS FOR TEMPORARY LABOR AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH CONSOLIDATED TRUCK PARTS AND SERVICE OF ALEXANDRIA, LL C RELATIVE TO CONTRACT LABOR FOR THE MOTOR POOL DEPARTMENT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH THE SEGAL GROUP, INC. TO PERFORM A CLASSIFICATION AND COMPENSATION STUDY FOR THE CLASSIFIED SERVICE AND OTHER MATERS WITH RESPECT THERETO. RESOLUTION

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0158-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR SPUN PRESTRESSED WOOD POLE EQUIVALENT CONCRETE POLES.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Davidson, Washington, Rubin, Perry, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 4 th day of May, 2021.

Mr. Rubin moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0159-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR SINGLE PHASE POLEMOUNT TRANSFORMERS.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Perry, Villard, Fowler, Porter, Davidson, Washington.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 4 th day of May, 2021.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0160-2021

RESOLUTION AUTHORIZING THE CITY OF ALEXANDRIA TO PREPARE AND SUBMIT A PRE-APPLICATION TO THE STATEWIDE FLOOD CONTROL PROGRAM FOR ASSISTANCE IN THE IMPLEMENTATION OF A PROJEC T FOR THE PURPOSE OF REDUCING EXISTING FLOOD DAMAGES; PROVIDING FOR THE NECESSARY DOCUMENTATION OF SAID FLOOD DAMAGES; AND PROVIDING FOR OTHER RELATED MATTERS IN CONNECTION THEREWITH.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Davidson, Washington, Rubin, Perry, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 4 th day of May, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Ms. Davidson.

ORDINANCE NO. 67-2021

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR OPERATING SUPPLIES FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Perry, Villard, Fowler, Porter, Davidson, Washington.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 4 th day of May, 2021.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Ms. Davidson.

This ordinance was thereupon declared adopted on this the 4 th day of May, 2021.

COMMITTEES

There were no reports from Finance/Legal Affairs Committee, Utility Committee, Public Safety, Works and Transportation Committee, Economic, Workforce and Planning Development Committee, Property and Zoning Committee, Community Affairs, Services and Events Committee and A&E Committee. Personnel/Insurance Committee Chair, Mr. Porter stated that the month of May was lupus awareness month. He asked that, if citizens felt so inclined, they make a donation to one of the various organizations that support lupus research or patient care. Ms. Davidson submitted to the City Clerk her Letter to Citizens dated May 4, 2021 so that it would be added to the official records.
