PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON AUGUST 24, 2021. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday , August 24, 2021 at 5:00 P.M. Those present were the Honorable James “Jim” Villard, Chuck Fowler, Gerber Porter, Catherine Davidson, REDDEX Washington, Lee Rubin and Cynthia Perry. Also present were Mayor Hall, Assistant City Attorney Bryant, Trey Gist and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Ms. Perry and the Pledge of Allegiance was led by Ms. Davidson. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Rubin the minutes taken from a regular Co unc il m eeting held August 10, 2021 we re unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Ms. Perry seconded the motion. It was unanimously carried by the Council. Upon request from the Administration, the following item was removed because no bids were received: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR RANDOLPH RIVERFRONT CENTER WATERPROOFING FOR EXTERIOR WALL SYSTEM AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR TREATED WOOD POLES AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MARTIN PARK OUTFALL IMPROVEMENTS AND OTHER MATT ERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE GRAVITY DRAINAGE DISTRICT NO. 1 OF RAPIDES PARISH REGARDING THE HORSESHOE CANAL HARDENIN G PROJECT AND OTHERWISE TO PROVIDE WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH BARNES ACADEMY FOR INTERIM USE OF CERTAIN FIELDS AND FACILITIES AT THE ALEXANDRIA YOUTH COMPLEX, BEN BRADFORD AND CHEATHAM BASEBALL FIELD AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH RED RIVER DANCE FOR USE OF THE PROPERTY On a motion of Mr. Fowler and seconded by Ms. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH HOMETOWN WASTE, LLC FOR CARDBOARD DISPOSAL SERVICES AN D OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Perry the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH KINETIX FOR INTEGRATED MARKETING SERVICES FOR THE ALEXANDRI A ZOO AND OTHER MATTERS WITH RESPECT THERETO.
RESOLUTIONS
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Perry.
RESOLUTION NO. 0199-2021
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR BRASS FITTINGS AND MISCELLANEOUS.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 24th day of August, 2021.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.
RESOLUTION NO. 0200-2021
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR WIRE AND CABLE.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 24th day of August, 2021.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.
RESOLUTION NO. 0201-2021
RESOLUTION CONFIRMING THE CENTRAL LOUISIANA REGIONAL CHAMBER OF COMMERCE’S APPOINTMENT OF ZEB WINSTEAD TO SERVE ON THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.
NAYS: None.

RESOLUTION AUTHORIZING THE CITY TO CO-SPONSOR THE ARTS COUNCIL ANNUAL ARTWALK 2021.

RESOLUTION AUTHORIZING THE CITY TO CO-SPONSOR CHRISTUS ST. FRANCES CABRINI FOUNDATION GLEAUX FOR THE GIRLS 5K ON OCTOBER 23, 2021.
The President called for any discussion, a vote was called for and resulted as follows:

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Rubin.
ORDINANCE NO. 155-2021
AN ORDINANCE
AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID
SUBMITTED FOR ELECTRIC UTILITY RIGHT- OF-WAY MAINTENANCE AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.
NAYS: None.
ABSENT: None.
This ordinance was thereupon declared adopted on this the 24th day of August, 2021.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Ms. Perry.
ORDINANCE NO. 156-2021
AN ORDINANCE TO AUTHORIZE THE MAYOR ON BEHALF OF THE CITY OF ALEXANDRIA TO EXECUTE A CONTRACT OR AGREEMENT WITH THE CITY OF ALEXANDRIA LOCAL 540 FIRE FIGHTERS ASSOCIATION UNION AND PROVIDING FOR MATTERS RELATED THERETO .
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.
NAYS: None.
ABSENT: None.
This ordinance was thereupon declared adopted on this the 24th day of August, 2021.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard.
ORDINANCE NO. 157-2021
AN ORDINANCE AUTHORIZING THE MAYOR TO PROMOTE THE CITY OF ALEXANDRIA BY ENTERING INTO ALL CONTRACTS WITH BANDS AND/OR VENDORS FOR WINTERFÊTE 2021 AND OTHER MATTERS WITH RESPECT THERETO.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Perry, Rubin, Davidson, Washington, Villard.
NAYS: Porter.
ABSENT: None.
This ordinance was thereupon declared adopted on this the 24th day of August, 2021.
Ms. Davidson requested that the ordinance show that the Council appro ved a budget of $200,000 for the festival and that the city try to gather as many sponsorships as possible. Mr. Porter requested that the festival be paid for with sponsors and that the money remain in Parks and Recreation.
PUBLIC HEARING-COMMUNITY DEVELOPMENT
On a motion of Ms. Davidson and seconded by Ms. Perry the Council opened a public hearing at 5:24 p.m.
Ms. Davidson moved for the adoption of the following resolution, which was seconded by Mr. Rubin.
RESOLUTION NO. 0204-2021
RESOLUTION TAKING ACTION ON STRUCTURES LOCATED AT:
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 24th day of August, 2021.
On a motion Mr. Fowler and seconded by Ms. Davidson the Council closed the public hearing at 5:43 p.m.
PUBLIC HEARING-COMMUNITY DEVELOPMENT
On a motion of Mr. Fowler and seconded by Ms. Davidson the Council opened a public hearing at 5:43 p.m.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Davidson.
RESOLUTION NO. 0205-2021
RESOLUTION ON THE CONDEMNATION OF TWENTY-FIVE (25)
STRUCTURES.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 24th day of August, 2021.
On a motion Mr. Fowler and seconded by Mr. Villard the Council closed th e public hearing at 6:14 p.m.
