PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON SEPTEMBER 15, 2020. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, September 15, 2020 at 6:05 P.M. Those present were the Honorable Jules Green, Malcolm Larvadain, Jim Villard, Chuck Fowler, Gerber Porter, Joe Fuller. Harry Silver attended electronically. Also present were Mayor Hall, City Attorney David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Nolley and the Pledge of Allegiance was led by Mr. Shane Williams. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Fuller the minutes taken from a regular Council meeting held September 1, 2020 we re unanimously approved by the Council.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR TREATED WOOD POLES FOR THE ELECTRIC DISTRIBU TION DEPARTMENT OTHER MATERS WITH RESPECT THERETO. As no bids were received on the following item, the Administration requested re-advertisement AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR BRASS FITTINGS AND MISCELLANEOUS AND OTHER MATER S WITH RESPECT THERETO. Mr. Fuller moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0085-2020

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BRASS FITTINGS A ND MISCELLANEOUS.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fuller, Green, Larvadain, Villard, Fowler, Porter, Silver.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 15th day of September 2020.

On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR 40 FOOT INSULATED ARTICULATING TELESCOPIC N ONOVERCENTER MATERIAL HANDLING BUCKET TRUCK AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH LOCAL BUSINESSES THAT HAVE BEEN AFFECTED OR MISPLACED B Y HURRICANE LAURA THE ABILITY TO ENTER INTO A CONTRACT WITH TH E CITY OF ALEXANDRIA TO USE THE BUSINESS INCUBATOR FOR AN EXTENDED A MOUNT OF TIME FOR BUSINESS RESTORATION AND OTHER MATERS WITH RESP ECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSA L RECEIVED FROM KDM ELECTRIC, LLC FOR “A” SOCCER FIELDS S14 & S15 LIGHTING FOR JOHNNY DOWNS SPORTS COMPLEX REJUVENATION PR OJECT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIV E ENDEAVOR WITH FRIENDS OF BRINGHURST GOLF COURSE, INCORPORAT ED FOR THE PROMOTION AND OPERATIONAL SUPPORT OF BRINGHURST GOLF COURS E AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AGREEMENTS OR CONTRACTS FOR USE OF THE CITY OF ALEXANDRIA RAIL SPUR WITH OTHER MATTERS RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIV E ENDEAVOR AGREEMENT BETWEEN THE CITY OF ALEXANDRIA AND AMERIC AN RED CROSS AND OTHER MATERS WITH RESPECT THERETO. RESOLUTION

Mr. Fuller moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0086-2020

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR WIRE AN D CABLE FOR THE ELECTRIC DISTRIBUTION DEPARTMENT.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fuller, Green, Larvadain, Villard, Fowler, Porter, Silver.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 15th day of September 2020.

ORDINANCES FOR FINAL ADOPTION

SUBJECT TO PUBLIC HEARING

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fuller and seconded by Mr. Fowler.

ORDINANCE NO. 136-2020

ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WIT H DIAMOND B CONSTRUCTION COMPANY, LLC FOR THE METROPOLITAN P LANNING ORGANIZATION/CITY CAPITAL IMPROVEMENT PROJECT FOR INDUST RIAL PARK SITE ROAD RECONSTRUCTION AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fuller, Green, Larvadain, Villard, Fowler, Silver, Porter.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 15th day of September 2020.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard.

ORDINANCE NO. 137-2020

ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONSTRUCTION CONTRACT WITH LAYNE CHRISTENSEN COMPANY FOR THE 2019-2022 WATER WELL MAINTENANCE AND REHABILITATION CONTRACT AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Silver, Porter, Fuller, Green, Larvadain, Villard.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 15th day of September 2020.

Upon request form the Finance Committee, the following item was delayed for two weeks.

ORDINANC AUTHORIZING THE MAYOR TO EXECUTE THE ENTITY-STATE AGREEMENT FOR CAPITAL IMPROVEMENT PROJECT/METROPOLITAN PL ANNING MATTERS RELATED THERETO.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Fuller.

ORDINANCE NO. 138-2020

AN

ORDINANCE AMENDING THE 2020-2021 OPERATING BUDGET FOR STORM PREPAREDNESS AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Silver, Porter, Fuller, Green, Larvadain, Villard.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 15th day of September 2020.

On a motion of Mr. Villard and seconded by Mr. Fuller an amendment to section 3.1.1 of the contract was made to the following ordinance. The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption as amended on a motion of Mr. Fowler and seconded by Mr. Villard.

ORDINANCE NO. 139-2020

ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE LOUISIANA STATE UNIVERSITY AGRICULTURE CENTER FOR USE OF CERTAIN CITY OWNED PROPERTY AND OTHER MATTERS RELATED THERETO AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Silver, Porter, Fuller, Green, Larvadain, Villard.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 15th day of September 2020.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard.

ORDINANCE NO. 140-2020

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WIT H GEOSYNTEC CONSULTANTS, INCORPORATED FOR PREPARATION OF THE CI TY’S RISK AND RESILIENCE ASSESSMENT AND EMERGENCY RESPONSE PLAN AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Silver, Fuller, Green, Larvadain, Villard.

NAYS: None.

ABSTAIN: Porter.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 15th day of September 2020.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fuller and seconded by Mr. Villard.

ORDINANCE NO. 141-2020

ORDINANCE TO ADOPT THE ADJUSTED MILLAGE RATES AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fuller, Green, Larvadain, Villard, Fowler, Silver, Porter.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 15th day of September 2020.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Fuller.

ORDINANCE NO. 142-2020

AN ORDINANCE TO SET FORTH THE ADJUSTED MILLAGE RATE (S) AND ROLL FORWARD TO MILLAGE RATE(S) NOT EXCEEDING MAXIMUM AUTHORIZED RATE(S) AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Fowler, Silver, Porter, Fuller, Green, Larvadain.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 15th day of September 2020.

FINANCIAL REPORT

On a motion of Mr. Fuller and seconded by Mr. Fowler the Financial Report was accepted as presented.

COMMITTEES

There were no reports from Legal Affairs Committee, Utility Committee, Property and Zoning Committee and Community Affairs, Services and Events Committee. Finance Committee Chair, Mr. Fuller gave a recap of the previous committee. Personnel/Insurance Committee Chair, Mr. Green stated that he sent a letter to Mayor Hall on September 10, 2020 and was still waiting on a response. Public, Safety Works and Transportation Committee Chair, Mr. Porter encouraged citizens to complete the census if they hadn’t already done so and stated that Representative Larvadain had held a meeting for small business help for those harmed due to COVID. Economic, Workforce and Planning Development Committee Chair, Mr. Fuller requested a presentation from Ms. McCall from the Housing Alliance at the next committee meeting. A&E Committee Chair, Mr. Fowler thanked the employees for all the work done for Hurricane Laura. He made a motion to add a resolution to the agenda thanking them for their service. The motion was seconded by Mr. Villard and unanimously passed by the Council. RESOLUTION

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0087-2020

RESOLUTION RECOGNIZING THE EMPLOYEES OF THE CITY OF ALEXANDRIA I N THEIR EFFORTS FOR PREPARATION, PLANNING, WORK AND SERVICES RE LATED TO HURRICANE LAURA.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Silver, Fuller, Green, Larvadain, Villard.

NAYS: None.

ABSENT: None.
