City Council Minutes – October 5, 2021

PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON OCTOBER 5, 2021. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday , October 5, 2021 at 5:00 P.M. Those present were the Honorable James “Jim” Villard, Chuck Fowler, Gerber Porter, Catherine Davidson, REDDEX Washington, Lee Rubin and Cynthia Perry. Also present were Mayor Hall, City Attorney Shane Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Porter and the Pledge of Allegiance was led by Mr. Fowler. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Rubin the minutes taken from a regular Co unc il m eeting held September 21, 2021 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Ms. Davidson seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Ms. Davidson the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR BRASS FITTINGS AND MISCELLANEOUS AND OTHER MATTE RS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Davidson the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WIRE AND CABLE AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Davidson the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FROM ENMON ENTERPRISES, LLC FOR JANITORIAL SERVICE FOR THE ALEXANDRIA ZOOLOGICAL PARK AND OTHER MATTERS WITH RESPECT THERE TO. On a motion of Mr. Fowler and seconded by Ms. Davidson the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FROM BLISS PRODUCTS AND SERVICES, INC. FOR ENGINEERED WOO D FIBER (MULCH) AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Ms. Davidson the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVE D FOR PROFESSIONAL SERVICES FOR THE AMERICAN RESCUE PLAN ACT PS A PROPOSALS AND OTHER MATTERS WITH RESPECT THERETO. RESOLUTIONS Mr. Fowler moved for the adoption of the following resolution, w hich was seconded by Mr. Rubin.

RESOLUTION NO. 0214-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR PETROLEUM PRODUCTS AND ADDITIVES FOR WARTSILLA ENGINES DG HUNTER.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 5 th day of October, 2021.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0215-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR INSTALLATION OF ONE (1) NEW GROUNDWATER WELL AND ASSOCIATED SITE WORK AT THE HIGHWAY 1 SOUTH WELL FIELD.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 5 th day of October, 2021.

Ms. Davidson moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0216-2021

RESOLUTION CONFIRMING THE RE-APPOINTMENT OF COLONEL KATRINA E. LLOYD TO SERVE ON THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOP MENT DISTRICT BOARD OF COMMISSIONERS.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Davidson, Porter, Washington, Villard, Fowler, Perry, Rubin.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 5 th day of October, 2021.

Ms. Davidson moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0217-2021

RESOLUTION CONFIRMING THE APPOINTMENT OF PATRICK E. O’QUIN, TO SERVE ON THE ENGLAND ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT BOARD OF COMMISSIONERS.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Davidson, Porter, Washington, Villard, Fowler, Perry, Rubin.

NAYS: None.

ORDINANCE NO. 170-2021

AN ORDINANCE

AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID

SUBMITTED FOR THE CONSTRUCTION OF THE ADAMS STATION EQUIPMENT STORAGE AND OTHER MATTERS WITH RESPECT THERETO.

RECEIVED FOR PROFESSIONAL SERVICES FOR THE ANNUAL REQUIREMEN TS CONTRACT FOR ELECTRIC, GAS, WATER AND WASTEWATER AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

SUBMITTED BY YANKEE HOLDINGS DBA YANKEE CLIPPER FOR LANDSCAPE MAINTENANCE SERVICES – JACKSON AT MACARTHUR AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID

SUBMITTED BY YANKEE HOLDINGS DBA YANKEE CLIPPER FOR LANDSCAPE MAINTENANCE SERVICES – I-49 GREENBELT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

This ordinance was thereupon declared adopted on this the 5 th day of October, 2021.

PUBLIC HEARING-COMMUNITY DEVELOPMENT

On a motion of Mr. Fowler and seconded by Ms. Davidson the Council opened a public hearing at 5:10 p.m.

Mr. Fowler moved for the adoption of the following resolution, which wa s seconded by Mr. Villard.

RESOLUTION NO. 0218-2021

RESOLUTION TAKING ACTION ON THE STRUCTURES LOCATED AT 519 Douglas Miles and 3907 Lakeside.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 5 th day of October, 2021.

On a motion Ms. Davidson and seconded by Mr. Fowler the Council closed the public hearing at 5:13 p.m.

PUBLIC HEARING-COMMUNITY DEVELOPMENT

On a motion of Mr. Fowler and seconded by Ms. Davidson the Council opened a public hearing at 5:13 p.m.

Ms. Davidson moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0219-2021

RESOLUTION TAKING ACTION ON THE COST OF DEMOLITION OF 19 RESIDENTIAL STRUCTURES.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Davidson, Porter, Washington, Villard, Fowler, Perry, Rubin.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 5 th day of October, 2021.

On a motion Mr. Fowler and seconded by Mr. Villard the Council closed the public hearing at 5:34 p.m.
