City Council Minutes – January 11, 2022

PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON JANUARY 11, 2022. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, January 11, 2022 at 5:00 P.M. Those present were the Honorable, James “Jim” Villard, Chuck Fowler, Cynthia Perry, Lee Rubin, Catherine Davidson, Gerber Porter and REDDEX Washington. Also present were Mayor Hall, City Attorney Shane Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Rubin and the Pledge of Allegiance was led by Mr. Villard. RESOLUTIONS-ELECTION Ms. Perry moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0236-2022

RESOLUTION ELECTING CATHERINE DAVIDSON AS PRESIDENT OF THE

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Perry, Villard, Fowler, Porter, Davidson, Washington, Rubin.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 11th day of January, 2022.

Ms. Perry moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION ELECTING REDDEX WASHINGTON AS VICE PRESIDEN T OF THE

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Perry, Rubin, Washington.

NAYS: Davidson, Porter, Villard, Fowler.

ABSENT: None.

This item failed.

Ms. Davidson moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0237-2022

RESOLUTION ELECTING JIM VILLARD AS VICE PRESIDENT OF THE ALEXANDRIA CITY COUNCIL.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Davidson, Porter, Villard, Fowler.

NAYS: Washington, Perry, Rubin.

ABSENT: None.

This resolution was thereupon declared adopted on this the 11th day of January, 2022.

Mr. Villard passed the gavel to Ms. Davidson who presided over the remainder of the meeting.

APPROVAL OF MINUTES

On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council meeting held December 14, 2021 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. Bids were received for 40 Foot telescopic articulating aerial device. Name of Bidders Altec St. Martin Parish Acquisitions, LLC

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A MINIMUM OF ONE (1) 40-FOOT TELESCOPIC ARTICULATING AERIAL DEVICE (BUCKET TRUCK) AND OTHER MATTERS WITH RESPECT THERETO. Bids were received for operating supplies for the Gas Department. Name of Bidders Coburn Supply Ferguson Water Works The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Villard to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR OPERATING SUPPLIES FOR THE GAS DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXIST ING CONTRACT WITH LINETEC SERVICES FOR OVERHEAD ELECTRIC DISTRIBUTION MAINTENANCE SERVICES AND OTHER MATTERS WITH RESPECT THE RETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE DECLARING CERTAIN ITEMS AS SURPLUS AND NO LONGER NEEDED OR USED BY CITY DEPARTMENTS, TO BE SOLD AT A P UBLIC AUCTION SCHEDULED FOR SATURDAY, MARCH 5, 2022 AND OTHER MATT ERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AMENDING ORDINANCE NO. 147-1991 RELATIVE T O AN ANNEXATION TO CLARIFY AND DESIGNATE AN APPROPRIATE ZO NING DISTRICT DESIGNATION FOR THE CABANA MOBILE HOME ESTATES PROPE RTY PARCEL ANNEXED AND OTHERWISE PROVIDING WITH RESPECT THERETO AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO PROMOTE THE CITY OF ALEXANDRIA BY ENTERING INTO ALL CONTRACTS FOR DOWNTOWN ROCKS WITH BANDS AND/OR VENDORS RELATED TO THE EVENT AND N ECESSARY FOR ITS PRODUCTION AND OTHER MATTERS WITH RESPECT THERE TO AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO PROMOTE THE CITY OF ALEXANDRIA BY ENTERING INTO ALL CONTRACTS FOR ALEXANDRI A RIVER FETE WITH BANDS AND/OR VENDORS RELATED TO THE EVENT AND N ECESSARY FOR ITS PRODUCTION AND OTHER MATTERS WITH RESPECT THERE TO AND OTHER MATTERS WITH RESPECT THERETO . On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CO OPERATIVE ENDEAVOR AGREEMENT WITH THE MANNA HOUSE APT PROFESSI ONAL GOLF TOURNAMENT SCHEDULED FOR MARCH 2022 AND OTHER MATTER S WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE EXECUTION OF SUPPLEMENTAL AGREEMENT ADDITIONAL PROFESSIONAL SERVICES AND OTHER MATTERS WI TH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE 2021-2022 MAJOR BUDGET A MENDMENT AND OTHER MATTERS WITH RESPECT THERETO. Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0238-2022

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR A MINIM UM OF ONE REAR LOADING REFUSE TRUCK 25 CUBIC YARD CAPACITY.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Davidson, Washington, Rubin, Perry, Villard.

NAYS: None.

This resolution was thereupon declared adopted on this the 11th day of January, 2022.

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR DIGITA L FULLCOLOR PRINTING PRESS FOR THE PRINTING DEPARTMENT.

The President called for any discussion, a vote was called for and resulted as follows:

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR CAST/D UCTILE IRON AND RELATED ACCESSORIES.

AN ORDINANCE

AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID

SUBMITTED FOR FUEL BULK FOR VEHICLES AND EQUIPMENT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Davidson, Washington, Rubin, Perry, Villard.

NAYS: None.

This ordinance was thereupon declared adopted on this the 11th day of January, 2022.

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT WITH SCRD WOOD PRODUCTS, LLC FOR MIXED DEBRIS REMOVAL AND DISPOSAL SERVICES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT

WITH CGI COMMUNICATIONS TO PRODUCE A PROMOTIONAL VIDEO FOR THE CITY OF ALEXANDRIA AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows: YEAS: Fowler, Porter, Davidson, Rubin, Perry, Villard.

NAYS: Washington.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 11th day of January, 2022.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard.

Upon request from the Administration, the following item was removed from the agenda:

On a motion of Mr. Villard and seconded by Mr. Fowler the Public Hearing was opened at 5:18 p.m.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Perry.
