City Council Minutes – March 22, 2022

PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR M EETING HELD ON MARCH 22, 2022. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, March 22, 2022 at 5:00 P.M. Those present were the Honorable, Catherine Davidson, Cynthia Perry, Lee Rubin, Chuck Fowler, Gerber Porter and REDDEX Washington. Jim Villard was absent. Also present were Mayor Hall, City Attorney Shane Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Catherine Davidson, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Washington and the Pledge of Allegiance was led by Mr. Fowler. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Rubin the minutes taken from a regular Council m eeting held March 8 , 2022 were unanimously approved by the Council. On a motion of Mr. Fowler and seconded by Mr. Rubin the Mayor’s Proposed Annual Budget for 2022 -2023 for City Operations and Capital Matters was received. Upon request from the Administration , and a motion of Mr. Fowler and seconded by Mr. Rubin the executive session to be held pursuant to R.S. 42:17(A)(2) on the following was removed from the agenda: To consider a report and recommendation from the City Attorney in the matters of the claim “Lisa Jones, et al. v. City of Alexandria, et al.” Docket No. 269, 163-E 9th Judicial District Court.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Rubin seconded the motion. It was unanimously carried by the Council. Bids were received for herbicides. Name of Bidders Nutrien AG Solutions Pro Pest and Lawn Helena Agriculture

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR HERBICIDES AND OTHER MATTERS WITH RESPECT THERETO. Bids were received for construction and maintenance materials. Name of Bidders VanTel, LLC Luhr Brothers Maverick Construction

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CONSTRUCTION AND MAINTENANCE MATERIALS AND OTHER MATTERS WITH RESPECT THERETO. Bids were received for minimum of one (1) 40-foot telescopic articulating aerial device (bucket truck). Name of Bidders St. Martin Parish Acquisitions UTEC Altec

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Fowler and seconded by Mr. Rubin to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A MINIMUM OF ONE (1) 40 -FOOT TELESCOPIC ARTICULATING AERIAL DEVICE (BUCKET TRUCK) AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WITH MOTOR SERVICES HUGO STAMP, INC. FOR RICE SPARE PARTS FOR DG HUNTER AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A POLE JOINT USE AGREEMENT WITH NTS COMMUNICATION, LLC D/B/A VEXUS FIBER AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH CENTRAL LA JUNETEENTH ASSOCIATION FOR THE 2022 JUNETEENTH CELEBRATION AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE REZONING PROPERTIES LOCATED AT 1831 AND 1901 TURNER STREET FROM SF-2 (SINGLE FAMILY DISTRICT) TO C -1 (LIMITED COMMERCIAL DISTRICT) ALLOWING FOR A CHANGE OF COMMERCIAL “USE” AT THE SAID PROPERTIES AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE ANNEXING 1 .53 ACRES LOT 8 AND 9 SITUATED IN SECTION 28, TOWNSHIP 4 NORTH RANGE 1 WEST, RAPIDES PARISH, LOUISIANA AND BEING THAT PROPERTY SHOWN ON THE CERTIFICATE OF SURVEY BY STEPHEN BARRETT GREMILLION AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH STEM NOLA FOR A FOUR -WEEK CAMP AND OTHER MATTERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT WITH CENLA RETIRED TEACHERS AND OTHER MATTERS WITH RESPECT THERETO. RESOLUTIONS

Mr. Rubin moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0259-2022

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR WASTEWATER TREATMENT PLANT ROADWAY LIGHTING REPLACEMENT PROJECT PHASE 1.

The President called for any discussion, a vote was called for and resulted as follows:

On a motion of Mr. Fowler and seconded by Mr. Rubin the public hearing was opened at 6:00 p.m.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Washington.

RESOLUTION TAKING ACTION ON THE STRUCTURE LOCATED AT 5019 WELLS BLVD. – SARAH RAINEY.

The President called for any discussion, a vote was called for and resulted as follows:
