PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON JULY 21, 2020. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, July 21, 2020 at 5:30 P.M. Those present were the Honorable Jules Green, Malcolm Larvadain, Jim Villard, Chuck Fowler, Gerber Porter, Joe Fuller. Harry Silver attended electronically. Also present were Chief of Staff Susan Broussard, City Attorney David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Nolley and the Pledge of Allegiance was led by Mr. Fuller. APPROVAL OF MINUTES On a motion of Mr. Fuller and seconded by Mr. Villard the minutes taken from a regular Council meeting held July 7, 2020 were unanimously approved by the Council. MAYOR’S VETO AND VETO MESSAGE OF ORDINANCE NO 98-2020 Mr. Porter moved to overturn the Mayor’s Veto for O rdinance No. 98-2020, which was seconded by Mr. Fuller: ORDINANCE NO. 98-2020 AN ORDINANCE TO REVISE VARIOUS ITEMS IN SECTION 26-102 OF TH E ALEXANDRIA MUNICIPAL CODES WITH RESPECT TO THE UTILITY E CONOMIC DEVELOPMENT INCENTIVES AND OTHER MATTERS WITH RESPECT TH ERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Porter, Fuller, Green, Larvadain. NAYS: Silver, Villard, Fowler.

ABSENT: None.

The motion failed.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR TURN OUT GEAR FOR THE FIRE DEPARTMENT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WASTEWATER SYSTEM MAINTENANCE PAINTING PROJEC T PHASE 2 AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR LIQUID CHLORINE ONE TON CYLINDERS AND OTHER M ATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A 40 FOOT INSULATED ARTICULATING TELESCOPIC N ONOVERCENTER MATERIAL HANDLING BUCKET TRUCK FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATERS WITH RESPECT THER ETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A LEASE AGREE MENT BETWEEN THE CITY OF ALEXANDRIA AND AZEOFORM MANUFACTURING CORPORATION FOR MANUFACTURING SPACE AT 1501A WIMBLEDON DRI VE AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSION AL SERVICES AGREEMENT WITH KIISA CORPORATION TO FACILITATE BUSINES S ROUNDTABLES FOR THE COMMUNITY AND OTHER MATERS WITH RESP ECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW QUOTE RECEIVED FROM AROUND THE CLOCK CLEANING SERVICE FOR JANITORIAL SERVICES FOR THE CLEANING OF TRANSIT BUSES AND PASSENGER TRAN SIT VAN AND OTHER MATERS WITH RESPECT THERETO. RESOLUTION

Mr. Fuller moved for the adoption of the following resolution, which was seconded by Mr. Larvadain.

RESOLUTION NO. 0066-2020

RESOLUTION SUPPORTING ALEXANDRIA NORTH MACARTHUR 5G FIBER OPT IC TECHNOLOGY HEALTH DISTRICT INCLUDING BUT NOT LIMITED TO A 1 12 ROOM RESIDENTIAL THERAPEUTIC TREATMENT FACILITY, 34,000 SQ UARE FEET COMMERCIAL BUILDING AND 54,000 SQUARE FEET, IN FOUR SEPARATE (4) MEDICAL AND PROVIDER OFFICE BUILDINGS AND OTHER VARIOUS AND SUNDRY INFRASTRUCTURE IN THE CITY OF ALEXANDRIA, LOUISIANA.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fuller, Green, Larvadain, Villard, Fowler, Porter, Silver.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 21st day of July 2020.

ORDINANCES FOR FINAL ADOPTION

SUBJECT TO PUBLIC HEARING

Upon request from the Administration, the following item was delayed for two weeks:

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WOODDALE OUTFALL AND RAILROAD AVENUE DITCH IMPROVEMENTS PHASE 4 AND OTHER MATTERS RELATED THERETO.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard.

ORDINANCE NO. 103-2020

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SPUN PRESTRESSED WOOD POLES EQUIVALENT CONCRE TE POLES FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WITH UTILITY MAINTENANCE SPECIALIST, INC., FOR THE TESTING AND MAINTENANCE OF SUBSTATION TRANSFORMERS, CIRCUIT BREAKER AND RELATED EQUIP MENT FOR THE ELECTRIC DISTRIBUTION DEPARTMENT AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

ORDINANCE AUTHORIZING THE REMOVAL OF THE CITY-OWNED CONFEDERATE MONUMENT LOCATED AT THE RAPIDES PARISH COURTH OUSE AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Porter, Fuller, Green, Larvadain, Villard.

NAYS: None.

ABSTAIN: Silver

ABSENT: None.

This ordinance was thereupon declared adopted on this the 21st day of July 2020.

FINANCIAL REPORT

Upon a request from the Financial Affairs Committee, the financial report was delayed for two weeks.

COMMITTEES

There were no reports from Property and Zoning Committee, Personnel/Insurance Committee, Public Safety, Works and Transportation Committee, and A&E Committee. Finance Committee Chair, Mr. Fuller stated that the Finance Report was delayed for two weeks. Legal Affairs Committee Chair, Mr. Larvadain said that the vote for the removal of the Confederate Statue was long overdue and that he was proud of this fellow council members voting to remove it. Utility Committee Chair, Mr. Porter gave a committee recap. Mr. Fuller asked Mr. Porter to request a report from the Administration for the next Council meeting on the city’s utility cut off policy. Economic Workforce and Planning Development Committee Chair, Mr. Fuller gave a committee recap and thanked the Administration for the suggestion of referring to the Human Relations Commission the list of Confederate named City streets. Community Affairs, Services and Events Committee Chair, Mr. Larvadain thanked all who participated in the Warrant Event. Over 200 people attended and it was a job well done. /S/ Jules R.
