PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON AUGUST 4, 2020. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday, August 4, 2020 at 6:00 P.M. Those present were the Honorable Jules Green, Malcolm Larvadain, Jim Villard, Chuck Fowler, Gerber Porter, Joe Fuller. Harry Silver attended electronically. Also present were Mayor Hall, City Attorney David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Williams and the Pledge of Allegiance was led by Mr. Fowler. EXECUTIVE SESSION EXECUTIVE SESSION TO BE HELD PURSUANT TO R. S. 42:17 (A) (2) ON THE FOLLOWING ITEMS:
- To consider a report and recommendation from the City Attorney in the matter of Daquarious D. Brown v. City of Alexandria, Louisiana, Jerrod D. King, Bobby G. Branton, Jr., Thomas J. Rodney, Carla J. Whitstine, and Kenneth E. Rachal, Case #1:20-CV-00541.
- To consider a report and recommendation from the City Attorney in the matter of Umika Young v. City of Alexandria, Louisiana, Bobby Branton, Tanner Dryden, Carla Windstein, Trevor Billington, XYZ Liability Insurer, Case # 267,834E. On a motion of Mr. Fowler and seconded by Mr. Fuller with unanimous agreement the Council went into executive session at 6:05 p.m. On a motion of Mr. Fowler and seconded by Mr. Villard with unanimous agreement the Council exited executive session at 6:40 p.m. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Fuller the minutes taken from a regular Council meeting held July 21, 2020 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR A MINIMUM OF ONE REAR LOADING REFUSE TRUCK – 25 CUBIC YARD CAPACITY AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONT RACT FOR OVERHEAD ELECTRIC CONSTRUCTION UNIT PRICING AND OTHER MA TERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW QUOTE RECEIVED FROM TRANSFORMATION JANITORIAL SERVICE FOR JANITORIAL SERVICES AT THE UTILITY CUSTOMER SERVICE BUILDING AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATIV E ENDEAVOR AGREEMENT WITH CENTRAL LOUISIANA REGIONAL PORT AND O THER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW EXISTING CONTRACT FOR ELECTRIC UTILITY RIGHT- OF-WAY MAINTENANCE AND OTHER MATERS WITH RESPECT THERETO. RESOLUTIONS
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.
RESOLUTION NO. 0067-2020
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR TREATE D WOOD POLES FOR THE ELECTRIC DISTRIBUTION DEPARTMENT.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Porter, Silver, Fuller, Green, Larvadain, Villard.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 4th day of August 2020.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Fuller. RESOLUTION NO. 0068-2020
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR BRASS FITTINGS AND MISCELLANEOUS.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Porter, Silver, Fuller, Green, Larvadain, Villard.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 4th day of August 2020.
On a motion of Mr. Fuller and seconded by Mr. Green the following item was referred to Committee:
RESOLUTION CONFIRMING DAVID JOHNSON AS THE DIRECTOR OF FINANCE .
Upon request from the Administration, the following item was removed from the agenda:
RESOLUTION REQUESTING THE RELEASE OF THE POLICE VIDEO(S) T O MS. BREANNA KELLY FROM HER CAR ACCIDENT ON JANUARY 2 OR JANUARY 3, 2019.
Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Fuller.
RESOLUTION NO. 0069-2020
RESOLUTION TO SET A PUBLIC HEARING TO BE HELD ON SEPTEMBER 1, 2020 TAKING ACTION ON THE COST OF DEMOLITION OF 15 STRUCTURES.
The President called for any discussion, a vote was called for and resulted as follows:
YEAS: Fowler, Porter, Silver, Fuller, Green, Larvadain, Villard.
NAYS: None.
ABSENT: None.
This resolution was thereupon declared adopted on this the 4th day of August 2020.
ORDINANCES FOR FINAL ADOPTION

Upon request from the Administration, the following item was delayed for two weeks:

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR WOODDALE OUTFALL AND RAILROAD AVENUE DITCH IMPROVEMENTS PHASE 4 AND OTHER MATTERS RELATED THERETO.
The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Fuller.
ORDINANCE NO. 111-2020

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SOCCER GOALS AND GOAL WHEELS AND OTHER MATTERS RELATED THERETO.
The President called for any discussion, a vote was called for and resulted as follows:

The President called for any discussion, a vote was called for and resulted as follows:

On a motion of Mr. Fuller and seconded by Mr. Porter the Financial Report was accepted as presented.
ORDINANCES FOR INTRODUCTION
On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE PROVIDING FOR THE 2020 ADJUSTED MILLAGE RATES ON THE MILLAGE ASSESSMENTS FOR PROPERTY IN THE CITY OF ALEXANDRIA LEVIED UPON THE DOLLAR OF THE ASSESSED VALUE OF ALL PROPERTY SUBJECT TO AD VALOREM TAXATION IN THE CITY OF ALEXANDRIA AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Fuller the following ordinance was introduced, to wit: AN ORDINANCE PROVIDING FOR THE INCREASE IN THE 2020 ADJUSTED MILLAGE RATES ON THE MILLAGE ASSESSMENTS FOR PROPERTY IN THE CITY OF ALEXANDRIA, BUT NOT IN EXCESS OF THE PRIOR YEAR’S MAXIMUM RATE LEVIED UPON THE DOLLAR OF THE ASSESSED VALUE OF ALL PROPERTY SUBJECT TO AD VALOREM TAXATION IN THE CITY OF ALEXANDRIA AND OTHER MATERS WITH RESPECT THERETO.
COMMITTEES
There were no reports from Personnel/Insurance Committee and A&E Committee. Finance Committee Chair, Mr. Fuller gave a recap of the earlier committee meeting. Legal Affairs Committee Chair, Mr. Larvadain went over what was discussed in the previous committee meeting. Utility Committee Chair, Mr. Porter gave a report on the previous committee meeting. Public Safety, Works and Transportation Committee Chair, Mr. Porter presented a committee recap from the earlier meeting. Economic Workforce and Planning Development Committee Chair, Mr. Fuller talked about what occurred in the earlier committee meeting. Property and Zoning Committee Chair, Mr. Villard requested a report from the Administration on the Johnny Downs Sports Complex. Community Affairs, Services and Events Committee Chair, Mr. Larvadain asked that people take COVID 19 seriously especially with school getting ready to start. /S/ Jules R.
