PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON JUNE 29, 2021. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday , June 29, 2021 at 5:35 P.M. Those present were the Honorable James “Jim” Villard, Chuck Fowler, Gerber Porter, Catherine Davidson, REDDEX Washington, Lee Rubin and Cynthia Perry. Also present were Mayor Hall, City Attorney Shane Williams, Trey Gist and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Washington and the Pledge of Allegiance was led by Mr. Rubin. APPROVAL OF MINUTES On a motion of Mr. Rubin and seconded by Ms. Perry the minutes taken from a regular Co unc il m eeting held June 15, 2021 and a Special Meeting on June 17, 2021 were unanimously approved by the Council. EXECUTIVE SESSION

  • (a) TO RECEIVE A REPORT AND RECOMMENDATION FROM THE CITY ATTORNEY REGARDING POTENTIAL RESOLUTION OF THE CLAIMS AND DISPUTES IN THE MATTER ENTITLED “PREANNA WILLIAMS V. ROBERT GUIMBELLOT AND THE CITY OF ALEXANDRIA” ON THE DOCKET OF THE NINTH JUDICIAL DISTRICT COURT, CIVIL DOCKET NUMBER 259,979- F.

On a motion of Mr. Fowler and seconded by Ms. Perry the Council unanimousl y entered executive session at 5: 36 P.M. On a motion of Mr. Fowler and seconded by Ms. Perry the Council unanimously exited Executive Session at 5: 50P.M. RECEIVE AND CONSIDER THE MAYOR’S VETO MESSAGE REGARDING ORDINANCE NO. 115-2021.

Mr. Trey Gist read the Mayor’s Veto Message into the record.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Rubin seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR REPAIR OF CMU WALL, CONSTRUCT INTERIOR STRUCTURAL STEEL SUPPORT AND REPLACE ROOF AT THE WASTEWATER TREATMENT PLANT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR SINGLE PHASE PADMOUNT TRANSFORMERS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR THREE PHASE PADMOUNT TRANSFORMERS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONSTRUCTION CONTRACT WITH LAYNE CHRISTENSEN COMPANY FOR THE 2019-2022 WATER WELL MAINTENANCE AND REHABILITATION REPAIRS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE CONTRACT WITH TOLEMI SOFTWARE FOR BUSINESS ANALYTICS WITH GIS LAYERING AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FROM EMERALD TRANSFORMER, INCORPORATED FOR SERVICE OF TRANSFORMER REPAIRS POLEMOUNT AND PADMOUNT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AMENDING ORDINANCE NO. 71-2021 AND THE OPERATING BUDGET FOR THE CITY OF ALEXANDRIA FOR FISCAL YEAR 2021/2022; TO MAK E ADDITIONAL OR SUPPLEMENTAL APPROPRIATIONS FOR GENERAL FUND REVENUES AND AMEND CERTAIN ORDINARY EXPENSES IN THE GENERAL FU ND, INCLUDING SALARIES, PENSIONS AND OTHER EXPENSES; TO CLARIFY CE RTAIN GENERAL FUND EXPENSES FOR COST CODES OR JOB COST DESIGNATIONS AND LINE ITEMS DESIGNATED; TO AMEND RESTATE AND RE-ENACT TOTAL REVEN UES AND TOTAL EXPENSES FOR THE GENERAL FUND FOR FISCAL YEAR 2021/2022 AND OTHERWISE TO PROVIDE WITH RESPECT THERETO AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE CITY ATTORNEY TO COMPROMISE AND SETTLE THE CLAIMS AND DISPUTES IN THE MATTER ENTITLED “PREANNA WILLIAMS V. ROBERT GUIMBELLOT AND THE CITY OF ALEXANDRIA” ON THE DOCKET OF THE NINTH JUDICIAL DISTRICT COURT, CIVIL DOCKET NUMBER 259,979-F; PROVIDING FOR THE FUNDING OF THE SETTLEMENT AND OTHERWISE PROVIDING WITH RESPECT THERETO.

RESOLUTIONS

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0175-2021

RESOLUTION CONFIRMING THE APPOINTMENT OF DONALD COLLINS TO SERVE ON THE CIVIL SERVICE COMMISSION REPRESENTING LSUA.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 29 th day of June, 2021.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Perry.

RESOLUTION NO. 0176-2021

RESOLUTION CONFIRMING THE APPOINTMENT OF TREY COLEMAN TO SERVE ON THE GREATER ALEXANDRIA ECONOMIC DEVELOPMENT BOARD REPRESENT ING DISTRICT 3.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 29 th day of June, 2021.

Mr. Rubin moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0177-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR ELECTRIC UTILITY RIGHT-OF-WAY MAINTENANCE.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Davidson, Porter, Washington, Villard, Fowler, Perry.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 29 th day of June, 2021.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Davidson.

RESOLUTION NO. 0178-2021

RESOLUTION CONFIRMING THE APPOINTMENT OF SGT. CHRIS FONVILLE TO TH E ALEXANDRIA MUNICIPAL FIRE AND POLICE CIVIL SERVICE BOARD.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 29 th day of June, 2021.

Mr. Rubin moved for the adoption of the following resolution, which was seconded by Mr. Fowler.

RESOLUTION NO. 0179-2021

RESOLUTION SETTING A PUBLIC HEARING TO BE HELD ON JULY 27, 2021 TO CONSIDER CONDEMNATION OF TWENTY-FIVE (25) STRUCTURES.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Davidson, Porter, Washington, Villard, Fowler, Perry.

NAYS: None.

This resolution was thereupon declared adopted on this the 29 th day of June, 2021.

RESOLUTION SETTING A PUBLIC HEARING TO BE HELD ON AUGUST 10, 2021 TO CONSIDER CONDEMNATION OF TWENTY-FIVE (25) STRUCTURES.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Davidson, Porter, Washington, Villard, Fowler, Perry.

NAYS: None.

This resolution was thereupon declared adopted on this the 29th day of June, 2021.

RESOLUTION SETTING A PUBLIC HEARING TO BE HELD ON AUGUST 24, 2021 TO CONSIDER CONDEMNATION OF TWENTY-FIVE (25) STRUCTURES.

ORDINANCE NO. 116-2021

AN ORDINANCE

AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID

SUBMITTED FOR PRESTRESSED WOOD POLE EQUIVALENT CONCRETE POLES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

This ordinance was thereupon declared adopted on this the 29th day of June, 2021.

On a motion of Mr. Fowler and seconded by Mr. Rubin, the following item was delayed for two weeks:

ORDINANCE NO. 117-2021

AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL

SERVICE AGREEMENT WITH PEST AID FOR PEST CONTROL SERVICES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

PUBLIC HEARING – COMMUNITY DEVELOPMENT

On a motion of Mr. Fowler and seconded by Mr . Rubin the public hearing was opened at 6:43 p.m.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Washington.

RESOLUTION NO. 0182-2021

RESOLUTION TAKING ACTION ON STRUCTURE LOCATED AT 2164 HARRIS STREET.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 29th day of June, 2021.

On a motion of Mr. Fowler and seconded by Mr . Washington the public hearing was closed at 6:45 p.m.

ORDINANCE FOR INTRODUCTION

On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR ON BEHALF OF THE CITY OF ALEXANDRIA TO ENTER INTO A CONTRACT OR AGREEMENT WITH THE ALEXANDRIA POLICE OFFICERS ASSOCIATION, LOCAL 833 OF THE INTERNATIONAL ASSOCIATION OF POLICE ASSOCIATIONS, AFL-CIO AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.

COMMITTEES

Mr. Villard announced that Committee would no longer be heard from in Council Meetings. There were no reports from Finance/Legal Affairs Committee, Utility Committee, Personnel/Insurance Committee, Public Safety, Works and Transportation Committee, Economic, Workforce and Planning Development Committee, Property and Zoning Committee, Community Affairs, Services and Events Committee and A&E Committee.
