PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON JULY 13, 2021. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday , July 13, 2021 at 5:00 P.M. Those present were the Honorable James “Jim” Villard, Chuck Fowler, Gerber Porter, Catherine Davidson, REDDEX Washington, Lee Rubin and Cynthia Perry. Also present were Mayor Hall, City Attorney Shane Williams, Trey Gist and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Ms. Perry and the Pledge of Allegiance was led by Mr. Washington. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Rubin the minutes taken from a regular Co unc il m eeting held June 29, 2021 were unanimously approved by the Council.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Rubin seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR LIQUID CHLORINE ONE TON CYLINDERS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR ANNUAL VEHICLE BID CURRENT MODEL YEAR AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR CHEATHAM PARK BASEBALL FIELD IMPROVEMENTS AND OTH ER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE AGREEMENT WITH WASTE CONNECTIONS BAYOU INCORPORATED FOR THE MUNICIPAL SOLID WASTE DISPOSAL AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AGREEMENT WITH THE TOWN OF BOYCE FOR THE DISPOSITION OF SURPLUS MOVABLES AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE SURPLUS OF UNIT 1139 AND DISPOSITION THROUGH AN AGREEMENT WITH THE TOWN OF CHENEYVILLE AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE CITY OF PINEVILLE FOR THE DISPOSITION OF SURPLUS MOVABL ES AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WITH NORTH AMERICA FIRE EQUIPMENT COMPANY FOR TURNOUT GEAR FOR THE FIRE DEPARTMENT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVE D FROM E. WOOLF LANDSCAPE, LLC FOR LANDSCAPE MAINTENANCE SERVICE S FOR 6TH AND JOHNSTON PARKING LOT AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVE D FOR THE FUNDED LA WATERSHED INITIATIVE ROUND 1 PROJECT FOR HORSESHOE CANAL HARDENING AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE PROPOSAL RECEIVED FOR THE FUNDED LA WATERSHED INITIATIVE ROUND 1 PROJECTS CHATLIN LAKE CANAL BACKWATER OVERFLOW RELIEF STRUCTURE TO RED RIVER AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FROM CHANO AND SON’S INCORPORATED FOR JANITORIAL SERVICES FOR TRANSIT BUSES AND TRANSIT VANS AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT RECEIVED FROM FLEET ANALYTICS, LLC FOR GPS FLEET TRACKING AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AGREEMENTS FOR T HE LOUISIANA WATERSHED INITIATIVE PROJECT CHATLIN LAKE CANAL BACKWA TER OVERFLOW RELIEF STRUCTURE TO THE RED RIVER AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTIVE AGREEMENTS FOR THE LOUISIANA WATERSHED INITIATIVE PROJECT HORSESHOE CANAL HARDENING AND OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A BUY SELL AGRE EMENT WITH ROM PARTNERSHIP FOR THE ACQUISITION OF PROPERTY FOR THE CAPITAL IMPROVEMENTS PROJECT MARTIN PARK OUTFALL IMPROVEMENTS AN D OTHER MATERS WITH RESPECT THERETO. On a motion of Mr. Fowler and seconded by Mr. Rubin the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FROM CBS CLEANING SERVICE FOR JANITORIAL SERVICES FOR THE CLEANING OF THE UTILITY CUSTOMER SERVICE BUILDING AND OTHER MATERS WITH RESPECT THERETO. RESOLUTIONS

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Porter.

RESOLUTION NO. 0182-2021

RESOLUTION AUTHORIZING THE CITY TO CO-SPONSOR A COMMUNITY BLOC K PARTY TO BE HELD ON JULY 31, 2021 WITH NO LIMIT 4 RECOVERY.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 13th day of July, 2021.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0183-2021

RESOLUTION AUTHORIZING THE CITY TO CO- SPONSOR “MAKING A CHANGE” TO CONDUCT A BACK TO SCHOOL EVENT TO BE HELD ON AUGUST 7, 2021.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Rubin, Davidson, Porter, Washington, Villard.

NAYS: None.

This resolution was thereupon declared adopted on this the 13 th day of July, 2021.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0184-2021

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR RANDOLPH RIVERFRONT CENTER WATERPROOFING OF EXTERIOR WALL SYSTEM.

The President called for any discussion, a vote was called for and resulted as follows:

This resolution was thereupon declared adopted on this the 13 th day of July, 2021.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

SUBMITTED FOR REPAIR OF CMU WALL, CONSTRUCT INTERIOR STRUCTURAL STEEL SUPPORT AND REPLACE ROOF AT THE WASTEWATER TREATMENT PLANT AND OTHER MATTERS WITH RESPECT THERETO.

Mr. Matt Nowlin spoke briefly on the following ordinance. He requested the AFL-CIO be removed from the ordinance as it was no longer affiliated with the Alexandria Police Officers Association. On a motion of Mr. Fowler and seconded by Mr. Rubin those words were removed from the ordinance. The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption as amended on a motion of Mr. Fowler and seconded by Mr. Rubin.

ORDINANCE NO. 129-2021

AN ORDINANCE AUTHORIZING THE MAYOR ON BEHALF OF THE CITY OF ALEXANDRIA TO ENTER INTO A CONTRACT OR AGREEMENT WITH THE ALEXANDRIA POLICE OFFICERS ASSOCIATION, LOCAL 833 OF THE INTERNATIONAL ASSOCIATION OF POLICE ASSOCIATIONS AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.

AUTHORIZING THE CITY ATTORNEY TO COMPROMISE

AND SETTLE THE CLAIMS AND DISPUTES IN THE MATTER ENTITLED “PREANNA WILLIAMS V. ROBERT GUIMBELLOT AND THE CITY OF ALEXANDRIA” ON THE DOCKET OF THE NINTH JUDICIAL DISTRICT COURT, CIVIL DOCKET NUMBER 259,979-F; PROVIDING FOR THE FUNDING OF THE SETTLEMENT AND OTHERWISE PROVIDING WITH RESPECT THERETO.
