  2. Motion to rescind a certain motion to purchase two (2) vehicles for Rapides Parish Fire District No. 2 passed on September 18, 2023, as recommended by the Fire Chief and Purchasing Agent. The vehicles were ordered incorrectly by the vendor and the correct ones are no longer available. (Finance 04/01)
  3. Motion to authorize the participation in an upcoming auction, date to be determined, as requested by the Purchasing Agent and various departments. (Finance 04/01)
  4. Motion to delete from the Rapides Parish Sales & Use Tax Asset/Invent ory program the equipment listed below as it is no longer suitable for public use. Asset Number Description Disposal 11516 SUV – Ford Explorer to be auctioned (Finance 04/01)
  5. Motion to delete from the Ward Nine Recreation Park Asset/Inve ntory the following equipment. This equipment will be used as a trade-in to purchase a new tractor/lawnmower from Louisiana State Contract No. 4400026020 as requested by Park Director, approved by Legal Counsel and pending approval from the Recreation Board.   2. Motion to authorize Fire District No. 4 – Holiday Village VFD t o submit a grant application to Firehouse Subs Public Safety Foundation and authorize the Parish President and Fire Chief to sign all necessary documents, as recommended by the Fire Chief. (Workforce & Grants 04/01)
  3. Motion to ratify authorization for Fire District No.18 to submit an application to the Assistance to Firefighters Grants (AFG) Program, thru FEMA GO, for a tanker truck, cascade system and turnout gear/extractor, with matching funds to be paid from Fire District No. 18 budget and authorize the Fire Chief and Parish President to sign all necessary documents. (Workforce & Grants 04/01)
  4. Motion to adopt a resolution for professional services to update the Mas ter Plan, Airport Layout Plan (ALP), to be 100% funded by the Federal Aviation Administration and the State of Louisiana Aviation Trust Fund, anticipated not to exceed $560,001.00, and authorize the President to sign all necessary documents, as requested by the Esler Airport Manager.   5. Motion to authorize the President to sign a contract between the Ra pides Parish Police Jury and the Department of Public Safety and Corrections/Office of Juvenile Justice to allow the Ninth Judicial District Court to continue to participate in the Title IV-E Federal Foster Care Reimbursement Program, CFDA Number 93.658, for the period of July 1, 2023 through June 30, 2026. Motion to authorize the remodeling of the Police Jury Admi nistrative entrance to create secure entrances with lobby seating for patrons, to be in conformity with the other public agencies located within the Rapides Parish Courthouse.   5. Motion to create a part-time maintenance position at Cotile Recre ation Park, not to exceed twenty-seven (27) hours per week, hourly rate of $14.00 per hour. (Personnel, Elections & Health 04/01)
  6. Motion to approve a two-percent (2%) hourly rate increase effect ive March 24, 2024 for the active part-time Maintenance Technicians for the Courthouse Maintenance Department and approve an annual two-percent (2%) increase on their anniversary date beginning in 2025. Motion to authorize the President to submit an Energy Efficien cy and Conservation Block Grant (EECBG) Program application for conversion to LED light fixtures and other energy efficiency improvements at Parish facilities and execute all assurances and certifications required for the application.   2. Motion to authorize to advertise for bids for Various Road Materi als - annual bid to begin on June 1, 2024 through May 31, 2025, to be paid from various funds as recommended by the Public Works Director and Purchasing Agent. (Mr. Moreau)
  3. Motion to enter into a Joint Use Agreement between Buckeye Wat er District #50 and Rapides Parish Fire District #6 for power to a generator located at the Rapides Parish Fire District #6 living quarters, 1250 Highway 115, Department Board of Directors and authorize the Parish President to sign all necessary documents. (Mr. Smith)
  4. Motion to authorize the Cotile Events Association to hos t a Vendor Event on September 14, 2024, and the annual Halloween Bash on October 19, 2024 and authorize the Parish President to sign all necessary documents, pending legal counsel approval. (Mr. Bordelon)
  5. Motion to adopt a resolution to designate the Rapides Senior Citizen Centers, Inc., to be the contractor to prepare a grant with the Louisiana Department of Transportation and Development for FY 2024-2025 Operational Grant, CFDA No. 20.509, State Project No. RU 18-40-25, operational funding to provide rural transportation services in rural parts of Rapides Parish and authorize the President to sign any necessary documents.   1. Motion to approve hourly rate increases for certification pay for Fire District #5 firefighters based on the following tiers, to be paid for the highest five (5) certifications they obtain as recommended by the Fire Chief:

Tier 1 - $0.07 per hour - EMR, Hazmat Awareness, Fire Instructor I, Public Fire Educator I, ADO Mobile Water Supply

Tier 2- $0.10 per hour - EMT-B, Hazmat Operations, Firefighter I, Inspector I, Fire Instructor II, Fire Officer I, ADO-Pumper

Tier 3- $0.14 per hour - EMT-P, Hazmat Technician, Hazmat ICS, Firefighter II, Inspector II, Fire Instructor III, Fire Investigator, Public Fire Educator II, Fire Officer II, Fire Officer III, Safety Officer (Mr. Giles)

  1. Motion to authorize the Rapides Parish Public Works Departme nt, to provide labor and equipment, to perform fifty (50) hours of ditching and fifty (50) hours of pothole patching on various roads under the annual intergovernmental agreement, as requested by the Town of Glenmora, to be paid out of the Town’s portion of Road District 1A Maintenance Funds. (Mr. Giles)
  2. Motion to approve an $1.00 per hour rate increase for part-time employees at Cotile Recreation Park. (Mr. Bordelon)
  3. Motion to adopt an ordinance to amend and reenact Sec. 19 ½ -2 – Cotile Lake and Recreation Area – Fees (a) (1) Regular admission (gate fee): Citizens sixty (60) years of age or over may enter for the purpose of fishing within the recreation area without $3.00 charge; (2) Boat Launching: Citizens over sixty (60) years of age may launch boats without $3.00 charge, to be effective March 1, 2024. (Mr. Bordelon)
  4. Motion to adopt a resolution and send to the Louisiana Department of Wildlife and Fisheries to change the crappie fish limit and size from fifty
  • (50) fish per day and no size limit to twenty-five (25) fish per day with a ten
  • (10) inch size limit in the Saline/Larto complex. (Mr. Smith)
