City Council Minutes – March 19, 2020

PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A SPECIAL MEETING HELD ON MARCH 19, 2020. The Council of the City of Alexandria, Louisiana, met in a special scheduled meeting session at its regular meeting place, on Thursday, March 19, 2020 at 12:30 P.M. Those present were the Honorable Jules Green, Jim Villard, Chuck Fowler, Gerber Porter and Joe Fuller. Harry Silver was absent. Also present were Mayor Hall, David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. EXECUTIVE SESSION TO BE HELD PURSUANT TO R.S. 42:17 (A)(2) ON THE FOLLOWING ITEM:

TO DISCUSS POSSIBLE LITIGATION AGAINST THE DEVELOPERS AND/OR OWNERS OF THE PROPOSED GRIMBLE PARK SENIOR APARTMENTS AND MATTERS RELATED THERETO.

Mr. Fowler moved to discuss the item out of executive session and to hold the meeting in the public forum and Mr. Villard seconded the motion.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Villard

NAYS: Porter, Fuller, Green, Larvadain.

ABSENT: Silver.

The motion failed. Mr. Fuller moved to go into executive session and Mr. Porter seconded the motion.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fuller, Larvadain, Porter, Green.

NAYS: Villard, Fowler.

ABSENT: Silver.

The motion passed. The Council went into executive session at 12:40 p.m.

Mr. Fowler moved to end executive session and Mr. Villard seconded the motion. The vote was unanimous. The executive session ended at 1:25 p.m.

RESOLUTION

Mr. Fuller moved to turn the following item over the City Attorney for investigation delaying any action pending the results; Mr. Porter seconded the motion.

AUTHORIZING THE CITY ATTORNEY TO FILE AN INJUNCTION IN THE 9TH JUDICIAL DISTRICT COURT, PARISH OF RAPIDES, STATE OF LOUISIANA AGAINST THE DEVELOPERS AND/OR OWNERS OF THE GRIMBLE PARK SENIOR APARTMENTS, 3415 PREVENT THE CONSTRUCTION OF SAID APARTMENTS UNTIL ALL REQUIREMENTS IN ORDINANCE 52-2017 HAVE BEEN COMPLIED WITH BY SAID DEVELOPERS/OWNERS AND MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fuller, Green, Larvadain, Porter.

NAYS: Villard, Fowler.

ABSENT: Silver.

The item was delayed.

Mr. Fowler asked that the report from the City Attorney include exactly how the developers and/or owners of the proposed Grimble Park Senior Apartments violated city ordinance.
