  3. Motion to award Bid No. 3131 (Rapides Parish Fire District No. 8 Living Quarters) to the low bidder, Cenla Contracting for the amount of $294,550.00, as recommended by the Engineer and Fire Chief. (Mr. Wilder)
  4. Motion to grant 2% annual longevity pay increase mandated by the State for eligible Rapides Parish Fire Protection District No. 3 employees effective July 30, 2023, as recommended by Alpine Volunteer Fire Department Board of Directors, to be paid out of Fire Protection District No. 3 funds. (Mr. Moreau)
  5. Motion to grant 2% annual longevity pay increase mandated by the State for eligible Rapides Parish Fire Protection District No. 2 employees effect ive July 30, 2023, to be paid out of Fire Protection District No. 2 f unds. (Mr. Overton)
  6. Motion to grant 2% annual longevity pay increase mandated by the State for eligible Rapides Parish Fire Protection District No. 4 employees effective July 30, 2023, as recommended by Holiday Village Volunteer Fire Department Board of Directors, to be paid out of Fire Protection District No. 4 funds.

Motion to increase the starting base pay for full-time Rapides Parish Fire District No. 7 Civil Service Firefighters/Operators, from $9.50 per hour to $10.50 per hour and for the increase to be allocated for all classified positions according to the salary plan, effective June 25, 2023, as recommended by Ruby-Kolin Volunteer Fire Department Board and Fire Chief Wes Anders. (Mr. Smith)
  2. Motion to approve the pay scale below for part-time Rapides Parish Fire District No. 7 employees, effective June 25, 2023, as recommended by Ruby-Kolin Volunteer Fire Department Board and Fire Chief Wes Anders. No Certifications $10.50 EMR/EMT- B or Firefighter 1 $11.90 Firefighter 1 and EMR $12.50 Firefighter 1 and EMT-B $13.00 (Mr. Smith)
  3. Motion to approve Alternate No. 1 – Concrete Drive, for the amount of $13,000.00, for the Rapides Parish Fire District No. 6 – Deville Volunteer Fire Department Living Quarters project, as recommended by the Deville Volunteer Fire Department Board of Directors and the Fire Chief, and authorize the President to sign all necessary documents. (Mr. Smith)

  1. Motion to amend and reenact Chapter 2-Administraction, Article II.-Officers and Employees, Sec. 2-21.1.-Travel – Reimbursement of Expenses (a) Federal mileage rate, transportation within the state, plus hotel bill limited to the actual amount of a single rate per day; and change the meal allowance & incidental expense to be the same as required by the U.S. General Services Administration (GSA) and State of Louisiana, Tier I through Tier IV. (Mr. Bishop)
  2. Motion to adopt a resolution giving preliminary approval to the issuance of not exceeding Two Million Seven Hundred Thousand Dollars ($2,700,000) of Sales Tax Bonds of Road District No. 2B (Ward 11) Sales Tax District of the Parish of Rapides, State of Louisiana; making application to the State Bond Commission for approval of said Bonds; and providing for other matters in connection therewith. (Mr. Smith)

  2. Receive Public Works Director's Report and status report on work orders that have been open for ninety (90) days or longer.
  3. M otion to authorize the Purchasing Agent to receive quotes and award to the lowest bidder for road improvements to various roads in Police Jury District H. Funds for the project to be allocated by the corresponding Road District. Cost not to exceed $225,000.00. (Mr. Johnson)
  4. Motion to accept Navy’s Way Road, located in Eagle Ridge Subdivision on 28 West, as a privately owned road in Rapides Parish, as recommended by the Engineer. If in the future, the road needs to be dedicated to the Parish, a separate review will have to be done before acceptance of maintenance. (Mr. Wilder)
  5. Motion to accept Task Order B-4-2022 – Concrete Pavement Repairs in the Village Green Subdivision as “Substantially Complete”, authorize the Parish President to sign and record the “Substantial Completion” certificate, and authorize the Parish President to sign a Final Recap Task Order/Change Order adjusting the final contract quantities and time period as necessary, as recommended by the Parish Engineer, Pan American Engineers, LLC. ( Mr. Smith)

  1. Motion to authorize the Rapides Parish Police Jury to enter into an agreement with Apeck Construction, LLC for the Hoyt Road Asphalt Roadway Improvements project at a cost of $268,432.52 and authorize the Parish President to sign the necessary documents, as recommended by Parish Engineer, Pan American Engineers, LLC. (Mr. Wilder)
  2. Motion to authorize the purchase of a Mini Excavator off State Contract No. 4400026637 for Rapides Parish Public Works, for $89,867.80, as recommended by the Public Works Director. Purchase to be funded by the Public Works Department Operating Fund. (Mr. Smith)

WORKFORCE DEVELOPMENT,

  3. Recognize Kimberly Boyd with the Rapides Area Planning Commission to give an update on Grants.
  4. Motion to extend employment for three (3) temporary employees for forty-five (45) days to assist with fiscal year closeout for WIOA PY22/FY23 Grant. Effec tive from July 1, 2023, through August 11, 2023. Funding for the position will be paid out of WIOA funds. Authorize Treasurer to amend budget as necessary. (Mr. Scott)
  5. Motion to authorize the President to sign and approve the contract between the Rapides Parish Police Jury and the Louisiana Workforce Commission (LWC) for the PY23/FY24 Workforce Innovation and Opportunity Act (WIOA) Program (Adults, Dislocated Workers, and Youth) for the total grant amount of $828,460 (a decrease of $135,946 from the previous year) and for the Treasurer to amend the budget as necessary. (Mr. Scott)

  1. Motion to authorize the President to sign the Comprehensive Memorandum of Understanding (MOU) and allow WOD staff to issue MOU to required partner agencies for signature. The Workforce Innovation and Opportunity Act (WIOA) sec. 121(c)(1) requires the Local Board (Rapides WDB), with the agreement of the Chief Elected Official (CEO), to develop and enter into a Memorandum of Understanding (MOU) between the Local Board and the One-Stop Partners, consistent with WIOA sec. 121(c)(2), concerning the operation of the One-Stop delivery system in a local area. Additionally, the sharing and allocation of infrastructure costs among One-Stop Partners is governed by WIOA sec. 121(h), it’s implementing regulations, and the Federal Cost Principles contained in the Uniform Administrative Requirement, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) at 2 CFR part 200. The Comprehensive MOU between the Rapides Parish Police Jury, the Workforce Development Board and Local Workforce Area One-Stop Partners will be effective July 1, 2023 through June 30, 2026. (Mr. Scott)
  2. Motion to authorize Fire District No. 3 – Alpine VFD to submit a grant application to Firehouse Subs Public Safety Foundation, as recommended by the Fire Chief. (Mr. Moreau)
