PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON FEBRUARY 6, 2024. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, February 6, 2024 at 5:20 P.M. Those present were the Honorable Jim Villard, Lizzie Felter, Cynthia Perry, Gary Johnson, Chuck Fowler, REDDEX Washington and Lee Rubin. Also present were Mayor Roy, City Attorney Jonathan Goins, Michael Caffery and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Jim Villard, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Johnson and the Pledge of Allegiance was led by Mr. Rubin. APPROVAL OF MINUTES On a motion of Mr. Rubin and seconded by Ms. Felter the minutes taken from a regular Council Meeting held on January 23, 2024 were unanimously approved by the Council.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees.

Mr. Rubin moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Fowler seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE AMENDING THE 2023 -2024 OPERATING AND CAPITAL BUDGETS AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE TO ADJUST THE RATES FOR GREEN FEES AND OTHER CHARGES FOR LINKS ON THE BAYOU FOR THE YEAR 2024 AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH TERRACON CONSULTANTS, INCORPORATED TO PROVIDE ENVIRONMENTAL SERVICES FOR THE COMMUNITY DEVELOPMENT DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING FUNDS TO BE EXPENDED FOR COSPONSORSHIP OF BLACK ANGELS OVER TUSKEGEE ON FEBRUARY 17, 2024, AND COWBOY ON MAY 11, 2024 AT COUGHLIN SAUNDERS PERFORMING ARTS CENTER AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE AMENDING CHAPTER 7 OF THE ALEXANDRIA CODE OF ORDINANCES TO SIMPLIFY, REDUCE, AND ELIMINATE CERTAIN BUILDING PERMIT FEES, INSPECTION FEES AND TRADE LICENSING FEES AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH RICK LOGGINS, M.S., M.B.A. TO ASSIST, ADVISE AND PROVIDE SUPPORT FOR CITY OFFICES, INCLUDING THE FINANCE DIVISION, FINANCE, UTILITY ADMINISTRATION, AND FINANCE, INFORMATION SYSTEMS, AND OTHERWISE TO PROVIDE WITH RESPECT TO THE AGREEMENT AND MATTERS RELATED THERETO .

On a motion of Mr. Rubin and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH CAPTIVATE MINDS MARKETING, LLC FOR MULTI-MEDIA AND RELATED SERVICES AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.

RESOLUTIONS

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0507-2024

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR HERBICIDES. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Rubin, Villard, Felter, Perry, Johnson.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 6th day of February, 2024.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Rubin.

RESOLUTION NO. 0508-2024

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR

CONSTRUCTION AND MAINTENANCE MATERIALS.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Rubin, Villard, Felter, Perry, Johnson.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 6th day of February, 2024.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Ms. Felter.

RESOLUTION NO. 0509-2024

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR PUBLIC BUILDING HVAC IMPROVEMENT FOR INDOOR AIR QUALITY FOR CUSTOMER SERVICE BUILDING. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Rubin, Villard, Felter, Perry, Johnson.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 6th day of February, 2024.

Mr. Rubin moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0510-2024

RESOLUTION RECONVENING AND TO CONFIRM MEMBERSHIP IN THE MAYORAL COMMISSION KNOWN AS COMMISSION ON UTILITY REFORM AND EQUITY (CURE) AND OTHER RELATED MATTERS. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Villard, Felter, Perry, Johnson, Fowler, Washington.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 6th day of February, 2024.

Mr. Rubin moved for the adoption of the following resolution, which was seconded by Ms. Perry.

RESOLUTION NO. 0511-2024

RESOLUTION TO CO-SPONSOR BLACK ANGELS OVER TUSKEGEE ON FEBRUARY 17, 2024 AND COWBOY ON MAY 11, 2024, AT COUGHLIN SAUNDERS PERFORMING ARTS CENTER. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Villard, Felter, Perry, Johnson, Fowler, Washington.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 6th day of February, 2024.

ORDINANCES FOR FINAL ADOPTION

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Ms. Felter.

ORDINANCE NO. 18-2024

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR RENOVATIONS TO BROADWAY AVENUE BASKETBALL COURTS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Rubin, Villard, Felter, Perry, Johnson.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 6th day of February, 2024.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Ms. Felter. ORDINANCE NO. 19-2024

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOWEST PROPOSAL RECEIVED FROM JANITRESS CLEANING AND STAFFING LLC FOR JANITORIAL SERVICES AT THE WASTEWATER AND LAB TESTING BUILDINGS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Rubin, Villard, Felter, Perry, Johnson.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 6th day of February, 2024.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Rubin. ORDINANCE NO. 20-2024

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WITH BRIDGESTONE AMERICANS TIRE OPERATIONS, LLC, FOR TRANSIT TIRE LEASE FOR ATRANS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Rubin, Villard, Felter, Perry, Johnson.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 6th day of February, 2024.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Rubin and seconded by Mr. Johnson.

ORDINANCE NO. 21-2024

AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT WITH GPS INSIGHT, LLC FOR AUTOMATIC VEHICLE LOCATING SERVICES FOR THE UTILITIES AND PUBLIC WORKS DIVISIONS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Rubin, Villard, Felter, Perry, Johnson, Fowler, Washington.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 6th day of February, 2024.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Rubin.

ORDINANCE NO. 22-2024

AN ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE CONTRACT WITH CLEAN EARTH OF ALABAMA, INCORPORATED FOR HOUSEHOLD HAZARDOUS WASTE SERVICES FOR THE UTILITY AND PUBLIC WORKS DIVISIONS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Washington, Rubin, Villard, Felter, Perry, Johnson.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 6th day of February, 2024.

The President adjourned the meeting at 5:40 p.m.
