1. Motion to authorize Change Order No. 1 – Exhibition Hall – increase of $218,089.00 from the original contract cost of $1,331,000.00, and increase completion date by 28 days, for unforeseen conditions of the existing roof, as recommended by Ballard CLC, Inc., Project Engineer.
2. Motion to discuss Proclamation Number 106 JBE 2023 issued by Governor John Bel Edwards to proclaim July 3, 2023 a state holiday and reschedule the regular scheduled Committee Meeting from Monday, July 3, 2023 to Monday, July 10, 2023 and reschedule the regular scheduled Jury Meeting from Monday, July 10, 2023 to Monday, July 17, 2023.

Those present were: Joseph “Joe” Bishop , President, Sean McGlothlin, Craig Smith, Theodore Fountaine, III, Rusty Wilder, Oliver “Ollie” Overton , and Jay Scott.

Absent were Police Jurors: Davron “Bubba” Moreau and David Johnson.

Also present were: Ms. Theresa Pacholik, Secretary/Treasurer; Mr. Gr egory L. Jones, Legal Counsel; Mr. Shane Trapp, Building Superintendent; Ms. Donna Andries, Tax Administrator; Ms. Linda Sanders, Civil Service Director; Ms. Sarah Vidrine, Assistance Parish Secretary; Ms. Wendy Ammons, Ms. Sandra Bonnette, Registrar of Voter; Ms. Denise Kelso, Mr. Tommy David, Mr. Bryan Butler, Ms. Betty Jo Bourgeois and Mr. Donald Wayne Kendrick.

The invocation was given by Mr. Ollie Overton. The Pledge of Allegiance was led by Mr. Craig Smith. The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Joe Bishop, President, who welcomed all present and then stated that the Police Jury was ready for the transaction of business.

The President asked if there was any public comment on any agenda item, to which there was no response.

On motion by Mr. Sean McGlothlin, seconded by Mr. Ollie Overton to authorize Change Order No. 1 – Exhibition Hall – increase of $218,089.00 from the original contract cost of $1,331,000.00, and increase completion date by 28 days, for unforeseen conditions of the existing roof, as recommended by Ballard CLC, Inc., Project Engineer. Discussion ensued.

Mr. Tommy David with Pan American Engineers updated the Jurors on the latest discovery of the roofing metal deck deterioration once the approved repair work began at the Exhibition Hall. The current metal roofing deck has reached it useful life and the Ballard CLC, Inc. is recommending complete replacement of the metal roof decking in order for the roof to be structural sound. The change order will be funded with ARPA funds.

On motion by Mr. Joe Bishop, seconded by Mr. Ollie Overton to accept the Ballard CLC, Inc. recommendation, approve Change Order No. 1 and authorize the President to sign all necessary documents. On vote the motion carried.

On motion by Mr. Jay Scott, seconded by Mr. Ollie Overton to discuss Proclamation Number 106 JBE 2023 issued by Governor John Bel Edwards to proclaim July 3, 2023 a state holiday to reschedule the regular scheduled Committee Meeting from Monday, July 3, 2023 to Monday, July 10, 2023 and reschedule the regular scheduled Jury Meeting from Monday, July 10, 2023 to Monday, July 17, 2023, including the intent to declare July 3, 2023 a Parish holiday. On vote the motion carried.

On motion by Mr. Ollie Overton , seconded by Mr. Joe Bishop, that the following item(s) were posted to the Jury meeting after the agenda was posted and added to the Jury agenda in compliance with the Public Meetings Law and are now confirmed as having been added to the agenda by unanimous vote:

Motion to enter into Executive Session to discuss a potential issue that may become a litigation matter.

On motion by Mr. Sean McGlothlin, seconded by Mr. Craig Smith to enter into Executive Session to discuss a potential issue that may become a litigation matter at 1:45 p.m.

Roll call vote was as followed:

On motion by Mr. Sean McGlothlin, seconded by Mr. Craig Smith to enter into Executive Session to discuss a potential issue that may become a litigation matter. On vote the matter carried unanimously at 1:45 p.m.

EXECUTIVE SESSION

On motion by Mr. Craig Smith, seconded by Mr. Jay Scott to come out of Executive Session. On vote the motion carried unanimously at 1:50 p.m.

On motion by Mr. Craig Smith, seconded by Mr. Rusty Wilder to accept the recommendation of legal counsel to retain and allow representation by the Keiser Law Firm of Alexandria, Rapides Parish, Louisiana, of the Police Jury and/or Parish when the Parish Attorney has a conflict of interest on a Rapides Parish Civil Service Board pending matter or potential issue.

There being no further business, motion by Mr. Sean McGlothlin, seconded by Mr. Theodore Fountaine, III, the meeting was adjourned at 1:51 p.m.
