The Police Jury of the Parish of Rapides, State of Louisiana, met in Regular Session at its regular meeting place, the Police Jury Room of Monday, August 8, 2022, at three (3:00) o'clock p.m. (Central Standard Time).

There were present: Craig Smith, President, Oliver “Ollie” Overton, Jr., Vice President and Police Jurors: Davron “Bubba” Moreau, Joe Bishop, Theodore Fountaine, III, Rusty Wilder, Sean McGlothlin, David Johnson and Jay Scott

Also present were Theresa Pacholik, Treasurer; Shane Trapp, Courthouse Building Superintendent; Donna Andries, Sales & Use Tax Department Director; Elaine Morace, WIA Operations Director; Cory Ashmore, Public Works Director; Linda Sanders, Civil Service Director; Greg Jones, Legal Counsel and Laurel Smith, Secretary.

The invocation was given by Mr. Oliver “Ollie” Overton.

The Pledge of Allegiance was led by Mr. Jay Scott.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Craig Smith, President, who welcomed all present and then stated that the Police Jury was ready for the first item of business.

The President asked if there was any public comment on any agenda item, to which there was no response.

The first item on the agenda was to recognize Mr. Tony Tradewell for a presentation on the Louisiana Levee Bicycle Trail.

Mr. Tradewell spoke briefly on the project to create bike trails on Louisiana Levees. They hope to have trails from Shreveport to the Gulf.

Jacques Goudeau stated they need an entity to lead the project. They would like to ask the Rapides Parish Police Jury to help open up access in the levee system. They need to get a plan, rules for the trails, designs and such to move this forward. At some point, whoever the entity is, whether it is a non-profit or Rapides Parish Police Jury, they will have to request that the Levee Board approve the use of the levees for this purpose. There are no monetary commitments for this project.

Mr. Craig Smith stated it would be a good project for Central Louisiana. There is some funding available for this. He further stated that the Rapides Parish Police Jury would form a Rapides Bicycle Trail Committee. A list of members are on file in the Secretary’s office.

Discussion ensued.

Mr. Sean McGlothlin questioned if the Committee could do a letter to RRABB REGULAR MEETING AUGUST 8, 2022

discussing a partnership, to which Mr. Greg Jones stated to let the Committee get a couple of meetings in first. He will attend the meetings, there are some legal hurdles to cross, they need an organization. The organization can get that prepared. He further stated this is the levee system, which is the Levee Board, US Corps of Engineers, Red River Waterway Commission and property owners. As a Parish, we can head this up, but these are the four entities. We need to have some committee meetings first.

On motion by Mr. Bubba Moreau, seconded by Mr. David Johnson, to adopt the minutes of the Rapides Parish Police Jury held in Regular Session on July 11, 2022, as published in the Official Journal. On vote the motion carried.
