City Council Minutes – October 13, 2020

PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON OCTOBER 13 , 2020. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session at its regular meeting place, on Tuesday , October 13, 2020 at 5:00 P.M. Those present were the Honorable Jules Green, Malcolm Larvadain, Jim Villard, Chuck Fowler, Gerber Porter, Joe Fuller. Harry Silver attended electronically. Also present were Mayor Hall, City Attorney David Williams and Council Staff. The Council of the City of Alexandria, State of Louisiana, was duly convened as the governing authority of said City by the Honorable Jules Green, who stated that the Council was ready for the transaction of business. The Invocation was pronounced by Mr. Nolley and the Pledge of Allegiance was led by Mr. Villard. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Counci l m eeting held September 29, 2020 were unanimously approved by the Council. CONSENT CALENDAR The Council next read all items found under the heading Consent Calendar and assigned them to committees. Mr. Fowler moved for the adoption or introduction of all items appearing under the heading of Consent Calendar. Mr. Villard seconded the motion. It was unanimously carried by the Council. On a motion of Mr. Fowler and seconded by Mr. Villard the following ordinance was introduced, to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR PLASTIC REFUSE BAGS AND OTHER MATERS WITH RESPECT THERETO. Upon request from the Administration, the following item was delayed for two weeks. AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR MARTIN PARK DRAINAGE REPAIRS AND OTHER MATERS WITH RESPECT THERETO. RESOLUTION

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Porter. RESOLUTION NO. 0095-2020

RESOLUTION AUTHORIZING THE FILING OF APPLICATIONS WITH THE FEDERAL TRANSIT ADMINISTRATION, AN OPERATING ADMINISTRATION OF THE UNITED STATES DEPARTMENT OF TRANSPORTATION, FOR FEDERAL TRANSPORTATION ASSISTANCE AUTHORIZED BY 49 U. S. C. CHAPTER 53, TITLE 23, UNITED STA TES CODE, OR OTHER FEDERAL STATUTES ADMINISTERED BY THE FEDERAL TRAN SIT ADMINISTRATION.

The President called for any discussion, a vote was called for and resulted as follows:

ORDINANCES FOR FINAL ADOPTION

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Larvadain. ORDINANCE NO. 151-2020

ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR DEFIBRILLATORS FOR THE FIRE DEPARTMENT AND OTHER MATTERS RELATED THERETO.

AN ORDINANCE AMENDING THE 2020-2021 CAPITAL BUDGET ADDING FUNDS TO JACKSON AT HORSESHOE INTERSECTION AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

ORDINANCE AUTHORIZING THE MAYOR TO RENEW THE EXISTING CONTRACT FOR PETROLEUM PRODUCTS AND CHEMICAL FOR WARTSILA ENGINES AND OTHER MATTERS RELATED THERETO.

ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENT AGREEMENT WITH THE RAPIDES PARISH SHERIFF’S OFFICE FOR VOLUNTARY INMATE LABOR AND OTHER MATTERS RELATED THERETO.

On a motion of Mr. Porter and seconded by Mr. Fuller the following item was brought up for amendment.

ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH LOCAL BUSINESS WHOM HAVE BEEN AFFECTED OR MISPLACED BY HURRICANE LAURA THE ABILITY TO ENTER INTO CONTRACT WITH THE CITY OF ALEXANDRIA TO USE THE BUSINESS INCUBATOR FOR AN EXTENDED AMOUNT O F TIME FOR BUSINESS RESTORATION AND OTHER MATTERS RELATED THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

The item was amended.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption as amended on a motion of Mr. Villard a nd seconded by Mr. Larvadain.

ORDINANCE NO. 156-2020

AN

ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH LOCAL BUSINESS WHOM HAVE BEEN AFFECTED OR MISPLACED BY NATURAL DISASTERS THE ABILITY TO ENTER INTO CONTRACT WITH THE CITY OF ALEXANDRIA TO USE THE BUSINESS INCUBATOR FOR A SPECIFIC AMOU NT OF TIME NOT TO EXCEED 12 MONTHS FOR BUSINESS RESTORATION AND OTHER MATTERS RELATED THERETO.

COMMITTEES

There were no reports from Utility Committee and Property and Zoning Committee. Finance Committee Chair, Mr. Fuller stated that the city employees a nd Mayor had done well with work during Hurricane Delta. Legal Affairs Committee Chair, Mr. Larvadain gave a recap of the previous committee meeting. Personnel/Insurance Committee Chair, Mr. Green announced that the COVID-19 testing scheduled for Frank O. Hunter Park on Friday was cancelled and would resume on October 23, 2020. Public Safety, Works and Transportation Committee Chair, Mr. Porter said that negative factors of Hurricane Delta caused back flooding in low-lying areas and he commended the City Engineers for working on future concepts to alleviate this issue. Economic, Workforce and Planning Development Committee Chair, Mr. Fuller echoed Mr. Porter about Planning issues during the storm and expressed the need for solutions to drainage problems. Community Affairs, Services and Events Committee Chair, Mr. Larvadain thanked the Mayor for responding immediately during the night of the storm and helping solve citizen issues. He also gave an update on the bathrooms at Helen Black Park. A&E Committee Chair, Mr. Fowler stated that the committee had chosen Providence to recommend to full Council for the Environmental Assessment of Sugar House Road Extension.

On a motion of Mr. Fowler and seconded by Mr. Villard the Mayor’s request to add the following Emergency Ordinance for adoption, to the agenda was considered.

AN ORDINANCE TO ADDRESS A PUBLIC EMERGENCY FROM

HURRICANE DELTA; TO DECLARE A PUBLIC EMERGENCY AND TO AUTHORIZE THE MAYOR TO ENTER INTO ANY NECESSARY CONTRACTS WITH POWER LINE CONTRACTORS, TREE TRIMMING OR CHIPPING CONTRACTORS, DEBRIS REMOVAL CONTRACTORS OR OTHER CONTRACTORS PROVIDING SERVICES NECESSARY FOR UTILITY AND PUBLIC WORKS AND OTHER PUBLIC SERVICES AND NECESSITIES FOR THE CITY; TO AMEND ANY CURRENT CONTRACTS WITH EXISTING CONTRACTORS RELATED THERETO; TO RATIFY CONTRACTS EXECUTED BY THE MAYOR RELATED TO THE CITY RESPONSE TO HURRICANE DELTA AND DAMAGES RELATED THERETO; TO AUTHORIZE THE MAYOR AND THE CITY TO ENTER INTO CONTRACTS AND RECEIVE ASSISTANCE FROM STATE, FEDERAL AND OTHER PUBLIC AGENCIES FOR ASSISTANCE OR REIMBURSEMENTS FOR COST AND EXPENSES RELATED TO SERVICES AND MATERIALS ASSOCIATED WITH CITY RESPONSES TO HURRICANE DELTA AND DAMAGES AND IMPACTS ASSOCIATED THEREWITH; TO AUTHORIZE THE MAYOR TO CONSIDER AND EXTEND OVERTIME PAY COMPENSATION AND BENEFITS TO CITY EMPLOYEES AND OTHERWISE TO PROVIDE WITH RESPECT THERETO.

On a motion of Mr. Fowler and seconded by Mr. Villard the Mayor’s request to add the following Ordinance to the agenda for introduction, was considered.

Introduction of an ordinance authorizing the Mayor to award construction contract “B” baseball/softball practice fields improvements for the Johnny Downs Sports Complex Rejuvenation Project.
