PROCEEDINGS OF THE COUNCIL OF THE CITY OF ALEXANDRIA, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD ON AUGUST 22, 2023. The Council of the City of Alexandria, Louisiana, met in a regularly scheduled meeting session in the City Council Chambers, on Tuesday, August 22, 2023 at 5:00 P.M. Those present were the Honorable Lee Rubin, Chuck Fowler, Cynthia Perry, Gary Johnson, Jim Villard, Lizzie Felter and REDDEX Washington. Also present were Mayor Roy, Michael Marcotte, City Attorney Jonathon Goins and Council Staff. The Council of the City of Alexandria, State of Louisiana was duly convened as the governing authority of said City by the Honorable Lee Rubin, who stated that the Council was ready for the transaction of business. The invocation was pronounced by Mr. Johnson and the Pledge of Allegiance was led by Mr. Fowler. APPROVAL OF MINUTES On a motion of Mr. Fowler and seconded by Mr. Villard the minutes taken from a regular Council Meeting held on August 8, 2023 were unanimously approved by the Council.

CONSENT CALENDAR

The Council next read all items found under the heading Consent Calendar and assigned them to committees.

Mr. Villard moved for the introduction of all items appearing under the heading Consent Calendar. Mr. Fowler seconded the motion. It was unanimously carried by the Council. Upon request from the Administration and a motion by Mr. Fowler and seconded by Ms. Felter, all bids were rejected on the following item and the item was removed from the agenda. AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID OTHER MATTERS WITH RESPECT THERETO.

Bids were received for Public Enterprise Project Alexandria Riverfront Development Phase II. Name of Bidders Tudor, Inc. D’ Argent Construction

The above bid was referred to the Mayor and appropriate committee for tabulation and recommendation. The following ordinance was introduced by Mr. Villard and seconded by Mr. Fowler to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR PUBLIC ENTERPRISE PROJECT ALEXANDRIA RIVERFRONT DEVELOPMENT PHASE II AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE THE INTERGOVERNMENTAL AGREEMENT FOR STATE PROJECT H.015190 AUGUSTA AVENUE DRAINAGE IMPROVEMENTS AND OTHER MATTERS WITH RESPECT THERETO.

On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE DONATION RESPECT THERETO.

On a motion of Mr. Villard and seconded by Mr. Fowler the following ordinance was introduced to wit: AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE DONATION WITH RESPECT THERETO.

RESOLUTIONS

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0453-2023

RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR BRASS FITTINGS AND MISCELLANEOUS. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 22nd day of August, 2023.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Ms. Felter. RESOLUTION NO. 0454-2023

RESOLUTION AUTHORIZING THE CITY TO CO-SPONSOR THE CHRISTUS CABRINI FOUNDATION GLEAUX FOR THE GIRLS ON OCTOBER 28, 2023. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Felter, Washington, Rubin, Fowler, Perry, Johnson.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 22nd day of August, 2023.

Mr. Fowler moved for the adoption of the following resolution, which was seconded by Mr. Villard.

RESOLUTION NO. 0455-2023

RESOLUTION AUTHORIZING THE CITY TO CO-SPONSOR THE ARTS COUNCIL OF CENTRAL LOUISIANA FALL ART WALK ON OCTOBER 20, 2023. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 22nd day of August, 2023.

ORDINANCES FOR FINAL ADOPTION

SUBJECT TO A PUBLIC HEARING

The following item, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Ms. Perry and seconded by Mr. Washington.

AN ORDINANCE REVISING SECTION 26-11 OF THE CITY OF ALEXANDRIA MUNICIPAL CODES WITH RESPECT TO THE TERMINATION OF UTILITY SERVICES DURING EXTREME WEATHER CONDITIONS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Perry, Washington.

NAYS: Villard, Felter, Rubin, Fowler.

ABSENT: None.

ABSTAIN: Johnson.

This item failed.

Upon request from the Administration and a motion of Mr. Fowler and seconded Mr. Villard, the following item was delayed for two weeks:

AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT THE LOW BID SUBMITTED FOR KISATCHIE GROUND STORAGE AERATION PROJECT AND OTHER MATTERS WITH RESPECT THERETO.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Fowler.

ORDINANCE NO. 123-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A

PROFESSIONAL SERVICES AGREEMENT WITH PAN AMERICAN ENGINEERS FOR THE INSTALLATION OF CHLORINE CYLINDER SCALES AT VARIOUS WATER SYSTEMS POINTS OF ENTRY AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Felter, Washington, Rubin, Fowler, Perry, Johnson.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 22nd day of August, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard.

ORDINANCE NO. 124-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A

PROFESSIONAL SERVICES AGREEMENT WITH THORNTON MUSSO AND BELLEMIN, INCORPORATED TO PROVIDE OVERSIGHT OF AN UNIDIRECTIONAL FLUSHING PROGRAM FOR THE WATER DEPARTMENT AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 22nd day of August, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard.

ORDINANCE NO. 125-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A

PROFESSIONAL SERVICES AGREEMENT WITH DDG FOR PROFESSIONAL DESIGN SERVICES FOR PARK PLAYGROUND EQUIPMENT IMPROVEMENTS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 22nd day of August, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Villard and seconded by Mr. Johnson. ORDINANCE NO. 126-2023

AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A

SUBSCRIPTION AGREEMENT WITH GOVOLUTION, LLC FOR INTERNET BASED ELECTRONIC PAYMENT SERVICES AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Felter, Washington, Rubin, Fowler, Perry, Johnson.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 22nd day of August, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard. ORDINANCE NO. 127-2023

AN ORDINANCE RESCINDING ORDINANCE NO. 94-2023 – MACARTHUR DRIVE ROADWAY LIGHTING IMPROVEMENTS PHASE 5, AND AUTHORIZING THE MAYOR TO ACCEPT THE NEXT LOWEST BIDDER ON A LINE ITEM BASIS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 22nd day of August, 2023.

The following ordinance, which was previously introduced and laid over for publication of notice and no objection having been filed thereto, was brought up for final adoption on a motion of Mr. Fowler and seconded by Mr. Villard. ORDINANCE NO. 128-2023

AN ORDINANCE RESCINDING ORDINANCE NO. 92-2023 – HARDWARE AND CONDUCTOR FOR STERKX TO WILLOW GLEN 138KV RECONDUCTOR, AND AUTHORIZING THE MAYOR TO ACCEPT THE NEXT LOWEST BIDDER ON A LINE ITEM BASIS AND OTHER MATTERS WITH RESPECT THERETO.

The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Fowler, Perry, Johnson, Villard, Felter, Washington, Rubin.

NAYS: None.

ABSENT: None.

This ordinance was thereupon declared adopted on this the 22nd day of August, 2023.

PUBLIC HEARING – COMMUNITY DEVELOPMENT

On a motion of Mr. Villard and seconded by Mr. Fowler the public hearing was opened at 5:48 p.m.

Mr. Villard moved for the adoption of the following resolution, which was seconded by Mr. Johnson.

RESOLUTION NO. 0456-2023

RESOLUTION TAKING ACTION ON THE COST OF DEMOLITION 24 STRUCTURES. The President called for any discussion, a vote was called for and resulted as follows:

YEAS: Villard, Felter, Washington, Rubin, Fowler, Perry, Johnson.

NAYS: None.

ABSENT: None.

This resolution was thereupon declared adopted on this the 22nd day of August, 2023.

On a motion of Mr. Fowler and seconded by Ms. Felter the public hearing was closed at 6:08 p.m.

Mr. Washington recognized Mayor Derrick Johnson, Louisiana Municipal Association President. Mayor Johnson thanked the city for hosting the annual LMA Convention.

The President adjourned the meeting at 6:10 p.m.
