2. Motion to receive nominations for Vice -President to fulfill the unexpired term of Mr. Sean McGlothin for FY2024, as a result of vacancy created by resignation of Mr. Joe Bishop. (Mr. McGlothlin)
3. Motion to adopt a Proclamation to call a special election to fill the vacancy in the unexpired term of Police Juror, District B, Rapides Parish, created by the resignation of Mr. Joseph “Joe” Bishop, to be on the primary election March 29, 2025 and general election May 3, 2025 balloting, qualifying dates of January 29, 30, 31, 2025. 4. Motion to adopt a Proclamation to call a special election to fill the vacancy in the unexpired term of Clerk of Court, Rapides Parish, created by the retirement of Ms. Robin Hooter, to be on the primary election March 29, 2025 and general election May 3, 2025 balloting, qualifying dates of January 29, 30, 31, 2025. 5. Motion to ratify authorization to lift the Burn Ban in Rapides Parish at 12:00 pm on November 6, 2024. (Mr. McGlothlin)
6. Any other business that may properly come before the Police Jury.

The Police Jury of the Parish of Rapides, State of Louisiana, was duly convened as the governing authority of said Parish by Hon. Sean McGlothlin, President, who welcomed all present and then called the meeting to order at 2:30 p.m.

The invocation was given by Mr. Parrish Giles.

The Pledge of Allegiance was led by Mr. Craig Smith. SPECIAL SESSION NOVEMBER 12, 2024

There were present: Sean McGlothlin, President, Ernest Nelson, Davron “Bubba” Moreau, Oliver “Ollie” Overton, Jr., Danny Bordelon, Parrish Giles and Craig Smith.

Absent were Police Jurors: Jay Scott.

Also present were : M s. Theresa Pacholik , Secretary/Treasurer; Mr. Gregory L. Motion by Mr. Craig Smith, seconded by Mr. Bubba Moreau to receive nominations and make an appointment to fill the interim vacancy for Police Juror, District B, Rapides Parish, created by the resignation of Mr. Joseph “Joe” Bishop, effective immediately.

Mr. Greg Jones, Legal Counsel and Parliamentarian, then opened for nominations.

Motion by Mr. Bubba Moreau, seconded by Mr. Ollie Overton to nominate Mr. Daniel Lonsberry to fill the vacancy for District B.

Motion by Mr. Craig Smith, seconded by Mr. Sean McGlothlin to nominate Mr. Bruce Kelly to fill the vacancy for District B.

There being no other nominations, motion by Mr. Craig Smith, seconded by Mr. Bubba Moreau to close the floor for nominations.

Motion by Mr. Bubba Moreau, seconded by Mr. Ollie Overton, the following Resolution was presented and unanimously adopted:

RESOLUTION

APPOINTMENT TO FILL THE VACANCY IN THE

OFFICE OF POLICE JUROR, DISTRICT B

PARISH OF RAPIDES

WHEREAS, on October 30, 2024, the Honorable Joseph “Joe” Bishop, duly elected Police Juror for Rapides Parish, District B, whose term of office began on January 8, 2024 for a term of four years, has resigned, creating a vacancy in the office of the Police Juror for District B of Rapides Parish, and the Louisiana Secretary of State notified the Police Jury that said vacancy must be filled by appointment on or before November 25, 2024, and a special election shall be set to fill the unexpired term;

WHEREAS, the Rapides Parish Police Jury at a duly noticed and posted Special Meeting held on November 12, 2024, with a legal quorum present, have appointed Mr. Daniel Lonsberry, to fill the vacancy pending the special election to fill the unexpired term, pursuant to LSA-R.S. 18:602; and

SPECIAL SESSION

NOVEMBER 12, 2024

WHEREAS, the resignation of Police Juror, Joseph “Joe” Bishop, has caused a vacancy in his elected office as Police Juror for District B of Rapides Parish, and pursuant to LSA-R.S. 18:602, an election must be ordered and called to fill the unexpired term of office which exceeds 18 months; and

NOW THEREFORE, BE IT HEREBY PROCLAIMED that the Rapides Parish Police Jury does hereby appoint Mr. Daniel Lonsberry, to fill the vacancy and serve as the interim Police Juror for District B of Rapides parish, State of Louisiana, until a special election is had as required by LSA-R.S. 18:02.

FURTHER RESOLVED that certified copies of this Resolution shall be sent to the Louisiana Secretary of State;

Roll call vote as follows: YEAS: Ernest Nelson, Davron “Bubba” Moreau, Oliver “Ollie” Overton, Jr., Danny Bordelon and Parrish Giles. NAYS: Craig Smith, Sean McGlothlin ABSENT: Jay Scott On roll call vote the motion carried 5-2.

The Resolution introduced at a properly posted and held Special Meeting, after a proper motion, and second, and received majority vote of approval on the 12th day of November, 2024.

Mr. Jay Scott arrived and is in attendance at 2:34 p.m.

Motion by Mr. Craig Smith, seconded by Mr. Bubba Moreau to receive nominations for Vice-President to fulfill the unexpired term of Mr. Sean McGlothin for FY2024, as a result of vacancy created by resignation of Mr. Joe Bishop.

Mr. Greg Jones, Legal Counsel and Parliamentarian, then opened the for nominations for Vice-President.

Motion by Mr. Craig Smith, seconded by Mr. Bubba Moreau to nominate Mr. Parrish Giles to be appointed as Vice – President.

Motion by Mr. Jay Scott to nominate himself for Vice-President, motion failed due to lack of a second.

There being no other nominations, motion by Mr. Craig Smith, seconded by Mr. Bubba Moreau to close the floor for nominations.

Motion by Mr. Craig Smith, seconded by Mr. Bubba Moreau, Mr. Parrish Giles was elected Vice-President. On vote the motion unanimously carried.

Motion by Mr. Craig Smith, seconded by Mr. Danny Bordelon, the following Proclamation was presented and unanimously adopted:

PROCLAMATION

PURSUANT TO LSA-R.S. 18:602 ORDERING A SPECIAL ELECTION SPECIAL SESSION NOVEMBER 12, 2024

TO FILL THE VACANCY IN THE OFFICE OF

POLICE JURY, DISTRICT B, OF RAPIDES PARISH

WHEREAS, on October 29, 2024, the Honorable Robin Hooter, duly elected Clerk of Court for Rapides Parish, has set November 30, 2024 as her retirement date, creating a vacancy in the office of the Clerk of Court of Rapides Parish, and the Louisiana Secretary of State notified the Police Jury that said vacancy has been filled by Chief Deputy Clerk of Court, Karan Corley, and a special election shall be set to fill the unexpired term; SPECIAL SESSION NOVEMBER 12, 2024

WHEREAS, the Rapides Parish Police Jury at a duly noticed and posted Special Meeting held on November 12, 2024, with a legal quorum present, have acknowledge vacancy being filled by Chief Deputy Clerk of Court, Karan Corley, pending the special election to fill the unexpired term, pursuant to LSA-R.S. 18:602; and

WHEREAS, the retirement of Honorable Robin Hooter, has caused a vacancy in her elected office as Clerk of Court of Rapides Parish, and pursuant to LSA-R.S. 18:602, an election must be ordered and called to fill the unexpired term of office which exceeds 18 months; and

NOW THEREFORE, BE IT HEREBY PROCLAIMED that the Rapides Parish Police Jury does hereby acknowledge vacancy being filled by Chief Deputy Clerk of Court, Karan Corley and serve as the interim Clerk of Court of Rapides Parish, State of Louisiana, until a special election is had as required by LSA-R.S. 18:02.

Mr. Greg Jones administered the Oath of Office to Mr. Daniel Lonsberry.

Motion by Mr. Craig Smith, seconded by Mr. Ernest Nelson th ere being no further business, the meeting was adjourned at 2:36 p.m.
